Supplemental Narrative

Additional Explanations

FORM 990, PART XII, LINE 2C:

The agency has a fiscal manager and finance committee that assumes responsibility for oversight of audit.

Financial Statement Notes

PART X, LINE 2:

The council is exempt from federal income tax under section 501(c)(3) of the internal revenue code. In addition, the council qualifies for the charitable contribution deduction under section 170(b)(1)(a) and has been classified as an organization that is not a private foundation under section 509(a)(2). Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the council and recognize a tax liability if the council has taken an uncertain position that more likely than not would fail to be sustained upon examination by the internal revenue service. As discussed above, the council is exempt from federal income taxes and management believes the council has not engaged in any activities that would disqualify it from tax exempt status or incur a tax obligation for the years ended december 31, 2015 and 2014. The council believes their estimates are appropriate based on current facts and circumstances.
