The agency has a fiscal manager and finance committee that assumes responsibility for oversight of audit.

Financial Statement Notes

PART X, LINE 2:

The council is exempt from federal income tax under section 501(c)(3) of the internal revenue code. In addition, the council qualifies for the charitable contribution deduction under section 170(b)(1)(a) and has been classified as an organization that is not a private foundation under section 509(a)(2). Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the council and recognize a tax liability if the council has taken an uncertain position that more likely than not would fail to be sustained upon examination by the internal revenue service. As discussed above, the council is exempt from federal income taxes and management believes the council has not engaged in any activities that would disqualify it from tax-exempt status or incur a tax obligation for the years ended december 31, 2014 and 2013. The council believes their estimates are appropriate based on current facts and circumstances. The council is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. The council believes it is no longer subject to income tax examinations for years ended prior to december 31, 2011. The organization's policy with regard to interest and penalty, if incurred, is to recognize interest through interest expense and penalties through other expenses.

PEOPLE MAY TAKE ADVANTAGE OF THE IN-HOME AND COMMUNITY BASED SERVICES OFFERED THROUGH THE PREBLE COUNTY COUNCIL ON AGING (PCCOA). SOME OF THE SERVICES INCLUDE; ASSESSMENT OF NEED, FISCAL SUPPORT SERVICE, FRIENDLY VISITOR, GARDEN PRODUCE SHARING, INFORMATION AND REFERRAL, TELEPHONE REASSURANCE SERVICE, TRANSPORTATION AND SENIOR MEALS TO NAME A FEW. BOTH THE CONGREGATE MEALS AND HOME DELIVERED MEALS PROVIDED INCREASED DURING 2014 OVER THE PRIOR YEAR. THE HOMEMAKER STAFF PROVIDES ASSISTANCE WITH HOUSE CLEANING, GROCERY SHOPPING, AND LAUNDRY TO THOSE WHO ARE NOT ABLE TO PERFORM THESE TASKS THEMSELVES. ASSISTANCE CAN BE PROVIDED FOR SHORT TERM OR LONG TERM NEEDS OF THE CLIENT AND SUPPLEMENTS ANY HELP AVAILABLE FROM FAMILY AND FRIENDS. THE INFORMATION AND REFERRAL STAFF WILL PROVIDE ASSISTANCE WITH INSURANCE BENEFIT QUESTIONS INCLUDING MEDICARE, PROBLEM RESOLUTION, TAX RETURN PREPARATION, AND A VARIETY OF APPLICATIONS FOR PROGRAMS, SUCH AS HOME ENERGY ASSISTANCE PROGRAM (HEAP). THE SUPPORTIVE SERVICES STAFF CONNECTS SENIORS AND/OR THEIR CAREGIVERS TO RELEVANT GROUPS WHICH PROVIDE SUPPORT. THIS CAN INCLUDE DISEASE SPECIFIC GROUPS SUCH AS ALZHEIMER'S, DIABETES, OR PARKINSON'S AS WELL AS GRIEF SUPPORT OR CAREGIVER SUPPORT.

THE COUNCIL UTILIZES THESE TRAINEES IN ITS CAFE, LIBRARY, AND ADMINISTRATIVE OFFICES.
