Oyate Hotanin (Voice of the People) is a Indigenous Arts and Social Justice organization dedicated to supporting and presenting a variety of Native voices and perspectives in a world out of balance.
Oyate Hotanin (Voice of the People) is working to lead a movement for the next 500 years that supports a new era of art, healing and change. Oyate Hotanin exists to creatively channel the potential of conversation, stories, art and mobilizing to bring communities together to laugh, think, inspire healing and to address critical issues that spur social change.

| IN EQUALITY Models of Community Engagement: One of our effective contributions to problem solving community engagement into transformation of criminal justice in Ramsey County was our experimentation with new models of community engagement, which have been well received by both the community and system representatives. Our summit model created space where 12 diverse community representatives served as a panel. System representatives were invited to join in an observation-only role. We presented recommendations to the community representatives that came out of a justice-system led committee, as well as a model that came from a community leader who had experience as a young person in the system. The summit changed the way we center community voice and brought clarity about new directions to finding alternatives to facilities. Community members had the space to share their thoughts without explaining themselves. System representatives witnessed the pain the community lives with around these issues and the level of intentionality they bring to solutions. The summit dismantled some of their misconception of community input, increasing trust and surfacing innovative ideas. Getting Community Voices of Committees: Our work to embed community voices deeply in reform by building community capacity has begun to lead to changes in the system. In the past two years, we have recruited, oriented, and supported a total of 10 community members to participate in key leadership and decision-making committees dedicated to reforming our society's overreliance on correctional facilities for youth and to carry out our community based initiatives. We brought community voices to the Alternatives Governance Committee, which oversaw the planning decisions for a $1M investment Ramsey County made to fund alternatives to facilities over 2 years. Progress on Reducing Use of Facilities Community voice in a leadership role and conveying urgency had an impact on reducing use of facilities. During the 2 years of our targeted work in this area, according to Ramsey County data on juvenile probation use of facilities, from 2017 to 2019 there has been a 58% decrease in use of facilities for youth. It is important to note one important change is how we talk about this topic at the policy table. For many years the practice of sending a child from home was called a placement. It is common now to say "displacement". In 2017 there were 106 youth displaced; 87 in 2018; and 61 in 2019. Through an RFP process three community based agencies are enhancing their capacity to work with youth referred by Ramsey County Probation and courts: JL Griffis, an automotive training program with a strong community mentor in the lead; Rebound, a cultural therapeutic home setting; and ANEW BAM and African American led education program. FLOWER POWER III:The 3rd annual sunrise to sunset artistic installation at Mounds Park, 250 people joined us from sunrise to sunset August to bring this vision alive in flowers as we work to change the narrative around mass incarceration and the lives touched. | $0 | $76,329 |
