Form 990, Page 2, Part III, Line 4A

Our work virginia kindergarten readiness project (vkrp) e3 in partnership with the university of virginia's center for the advanced study of teaching and learning (castl) and the virginia department of education, launched a four-phased approach to creating a statewide, comprehensive kindergarten readiness assessment with the following goals: 1. Research and select an assessment tool that can be used statewide to accurately assess readiness skills across a range of domains upon kindergarten entry. 2. Pilot an assessment, utilizing a 250,000 state appropriation matched2:1 with 500,000 in private funds, to clearly define the readiness gap. 3. Implement a voluntary statewide comprehensive readiness assessment in the commonwealth and use the data to inform public policy and funding decisions. Phase four-fall 2016-17 statewide implementation the state budget allocates 1m the first year and 1m the second year to uva castl for the purpose of continuing the statewide implementation of vkrp. 1. 40 diverse school systems, 1,000 teachers and about 20,000 kindergarten students will participate. 2. The continued graduated rollout allows for input from stakeholders to enhance feasibility and usefulness of the assessment system for teachers, schools, divisions, and the commonwealth. Phase three-fall 2015 statewide implementation 1. 1m state appropriation allocated to uva castl for voluntary statewide implementation of assessment tool, building from the success and infrastructure of phonological awareness literacy screening (pals), virginia's current literacy screening tool. 2. 21 diverse school divisions in approximately 550 classrooms and an estimated 11,000 kindergarten students were assessed. Phase two-fall 2014 statewide pilot to define readiness gap uva castl piloted an assessment that supplements the phonological awareness literacy screening (pals) with a teacher administered direct assessment of math, and a direct assessment and teacher-report of social and emotional skills. 1. Over 2,000 kindergarten students drawn from 100 classrooms and 41 schools within 16 districts across the eight superintendents' regions of virginia were assessed. 2. 34% of children arrive at kindergarten unprepared in at least one critical learning domain (literacy, math, self regulation and social skills). Phase one-fall 2013 validity study 1. E3 commissioned a study led by researchers at uva castl to test the validity of a widely used commercial assessment called ts gold. 2. 1086 kindergarten students were sampled within 58 kindergarten classrooms and 16 elementary schools in four diverse districts in the state. 3. The results of this pilot indicated that ts gold did not perform as well as expected and uva recommended piloting another assessment. Jlarc study on early childhood the joint legislative audit and review commission (jlarc) will conduct a study to analyze all state funding expenditures and outcomes of programs supporting children (prenatal to age five). The study will articulate programs, funding and outcomes to policymakers to determine the best strategies for future early childhood investments. The commission shall report to the general assembly the findings prior to the 2018 session. The new e3 school e3, in partnership with the university of virginia castl and philanthropists, created a demonstration model school focused on the most important elements of high quality early education that improve child outcomes. The distinctive program elements are: 1. Uva-developed, s.t.r.e.a.m. Curriculum 2. Uva-trained teachers 3. Children drawn from diverse socioeconomic backgrounds uva castl will track student outcomes through third grade. These results will prove that high quality early education can narrow the achievement and readiness gaps for all children. The new e3 school will advance early education in our region and across virginia.

Liability for uncertain tax positions under fin 48 footnote: the organization adopted the recognition requirements for uncertain income tax positions as required by generally accepted accounting principles, with no cumulative effect adjustment required. Income tax benefits are recognized for income tax positions taken or expected to be taken in a return, only when it is determined that the income tax position will more- likely-than-not be sustained upon examination by taxing authorities. The organization has analyzed the tax positions taken in its filings with the internal revenue service. The foundation believes that its income tax filing positions will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse affect on the organization's financial condition, results of operations or cash flows. Accordingly, the organization has not recorded any reserves, or related accruals for interest and penalties for uncertain income tax positions at september 30, 2015.

E3 COMMISSIONED A STUDY LED BY RESEARCHERS AT UVA CASTL TO TEST THE VALIDITY OF A WIDELY USED COMMERCIAL ASSESSMENT CALLED TS GOLD. 2. 1086 KINDERGARTEN STUDENTS WERE SAMPLED WITHIN 58 KINDERGARTEN CLASSROOMS AND 16 ELEMENTARY SCHOOLS IN FOUR DIVERSE DISTRICTS IN THE STATE. 3. THE RESULTS OF THIS PILOT INDICATED THAT TS GOLD DID NOT PERFORM AS WELL AS EXPECTED AND UVA RECOMMENDED PILOTING ANOTHER ASSESSMENT. JLARC STUDY ON EARLY CHILDHOOD THE JOINT LEGISLATIVE AUDIT AND REVIEW COMMISSION (JLARC) WILL CONDUCT A STUDY TO ANALYZE ALL STATE FUNDING EXPENDITURES AND OUTCOMES OF PROGRAMS SUPPORTING CHILDREN (PRENATAL TO AGE FIVE). THE STUDY WILL ARTICULATE PROGRAMS, FUNDING AND OUTCOMES TO POLICYMAKERS TO DETERMINE THE BEST STRATEGIES FOR FUTURE EARLY CHILDHOOD INVESTMENTS. THE COMMISSION SHALL REPORT TO THE GENERAL ASSEMBLY THE FINDINGS PRIOR TO THE 2018 SESSION. THE NEW E3 SCHOOL E3, IN PARTNERSHIP WITH THE UNIVERSITY OF VIRGINIA CASTL AND PHILANTHROPISTS, CREATED A DEMONSTRATION MODEL SCHOOL FOCUSED ON THE MOST IMPORTANT ELEMENTS OF HIGH QUALITY EARLY EDUCATION THAT IMPROVE CHILD OUTCOMES. THE DISTINCTIVE PROGRAM ELEMENTS ARE: 1. UVA-DEVELOPED, S.T.R.E.A.M. CURRICULUM 2. UVA-TRAINED TEACHERS 3. RESEARCH AND SELECT AN ASSESSMENT TOOL THAT CAN BE USED STATEWIDE TO ACCURATELY ASSESS READINESS SKILLS ACROSS A RANGE OF DOMAINS UPON KINDERGARTEN ENTRY. 2. PILOT AN ASSESSMENT, UTILIZING A 250,000 STATE APPROPRIATION MATCHED2:1 WITH 500,000 IN PRIVATE FUNDS, TO CLEARLY DEFINE THE READINESS GAP. 3. IMPLEMENT A VOLUNTARY STATEWIDE COMPREHENSIVE READINESS ASSESSMENT IN THE COMMONWEALTH AND USE THE DATA TO INFORM PUBLIC POLICY AND FUNDING DECISIONS. PHASE FOUR-FALL 2016-17 STATEWIDE IMPLEMENTATION THE STATE BUDGET ALLOCATES 1M THE FIRST YEAR AND 1M THE SECOND YEAR TO UVA CASTL FOR THE PURPOSE OF CONTINUING THE STATEWIDE IMPLEMENTATION OF VKRP. 1. 40 DIVERSE SCHOOL SYSTEMS, 1,000 TEACHERS AND ABOUT 20,000 KINDERGARTEN STUDENTS WILL PARTICIPATE. 2. THE CONTINUED GRADUATED ROLLOUT ALLOWS FOR INPUT FROM STAKEHOLDERS TO ENHANCE FEASIBILITY AND USEFULNESS OF THE ASSESSMENT SYSTEM FOR TEACHERS, SCHOOLS, DIVISIONS, AND THE COMMONWEALTH. PHASE THREE-FALL 2015 STATEWIDE IMPLEMENTATION 1. 1M STATE APPROPRIATION ALLOCATED TO UVA CASTL FOR VOLUNTARY STATEWIDE IMPLEMENTATION OF ASSESSMENT TOOL, BUILDING FROM THE SUCCESS AND INFRASTRUCTURE OF PHONOLOGICAL AWARENESS LITERACY SCREENING (PALS), VIRGINIA'S CURRENT LITERACY SCREENING TOOL. 2. 21 DIVERSE SCHOOL DIVISIONS IN APPROXIMATELY 550 CLASSROOMS AND AN ESTIMATED 11,000 KINDERGARTEN STUDENTS WERE ASSESSED. PHASE TWO-FALL 2014 STATEWIDE PILOT TO DEFINE READINESS GAP UVA CASTL PILOTED AN ASSESSMENT THAT SUPPLEMENTS THE PHONOLOGICAL AWARENESS LITERACY SCREENING (PALS) WITH A TEACHER ADMINISTERED DIRECT ASSESSMENT OF MATH, AND A DIRECT ASSESSMENT AND TEACHER-REPORT OF SOCIAL AND EMOTIONAL SKILLS. 1. OVER 2,000 KINDERGARTEN STUDENTS DRAWN FROM 100 CLASSROOMS AND 41 SCHOOLS WITHIN 16 DISTRICTS ACROSS THE EIGHT SUPERINTENDENTS' REGIONS OF VIRGINIA WERE ASSESSED. 2. 34% OF CHILDREN ARRIVE AT KINDERGARTEN UNPREPARED IN AT LEAST ONE CRITICAL LEARNING DOMAIN (LITERACY, MATH, SELF REGULATION AND SOCIAL SKILLS). PHASE ONE-FALL 2013 VALIDITY STUDY 1. E3 COMMISSIONED A STUDY LED BY RESEARCHERS AT UVA CASTL TO TEST THE VALIDITY OF A WIDELY USED COMMERCIAL ASSESSMENT CALLED TS GOLD. 2. 1086 KINDERGARTEN STUDENTS WERE SAMPLED WITHIN 58 KINDERGARTEN CLASSROOMS AND 16 ELEMENTARY SCHOOLS IN FOUR DIVERSE DISTRICTS IN THE STATE. 3. THE RESULTS OF THIS PILOT INDICATED THAT TS GOLD DID NOT PERFORM AS WELL AS EXPECTED AND UVA RECOMMENDED PILOTING ANOTHER ASSESSMENT. JLARC STUDY ON EARLY CHILDHOOD THE JOINT LEGISLATIVE AUDIT AND REVIEW COMMISSION (JLARC) WILL CONDUCT A STUDY TO ANALYZE ALL STATE FUNDING EXPENDITURES AND OUTCOMES OF PROGRAMS SUPPORTING CHILDREN (PRENATAL TO AGE FIVE). THE STUDY WILL ARTICULATE PROGRAMS, FUNDING AND OUTCOMES TO POLICYMAKERS TO DETERMINE THE BEST STRATEGIES FOR FUTURE EARLY CHILDHOOD INVESTMENTS. THE COMMISSION SHALL REPORT TO THE GENERAL ASSEMBLY THE FINDINGS PRIOR TO THE 2018 SESSION. THE NEW E3 SCHOOL E3, IN PARTNERSHIP WITH THE UNIVERSITY OF VIRGINIA CASTL AND PHILANTHROPISTS, CREATED A DEMONSTRATION MODEL SCHOOL FOCUSED ON THE MOST IMPORTANT ELEMENTS OF HIGH QUALITY EARLY EDUCATION THAT IMPROVE CHILD OUTCOMES. THE DISTINCTIVE PROGRAM ELEMENTS ARE: 1. UVA-DEVELOPED, S.T.R.E.A.M. CURRICULUM 2. UVA-TRAINED TEACHERS 3. CHILDREN DRAWN FROM DIVERSE SOCIOECONOMIC BACKGROUNDS UVA CASTL WILL TRACK STUDENT OUTCOMES THROUGH THIRD GRADE. THESE RESULTS WILL PROVE THAT HIGH QUALITY EARLY EDUCATION CAN NARROW THE ACHIEVEMENT AND READINESS GAPS FOR ALL CHILDREN. THE NEW E3 SCHOOL WILL ADVANCE EARLY EDUCATION IN OUR REGION AND ACROSS VIRGINIA.
