E3: elevate early education (e3) is a statewide bipartisan issue-advocacy organization solely dedicated to early education. In 2012, e3 was created by business, civic and philanthropic leaders to raise awareness and advocate for strategic data-driven investment in early education.

In 2012, e3: elevate early education (e3), an entrepreneurial statewide advocacy group, was created by business, civic and philanthropic leaders to tenaciously pursue and challenge policy makers to make strategic investments in early education.

Form 990, Page 2, Part III, Line 4A

Assessment. Virginia's kindergarten readiness project: since 2012, e3: elevate early education (e3), in partnership with the university of virginia's center for advanced study of teaching and learning and the virginia secretary of education, launched a three-phased approach to creating a statewide, comprehensive kindergarten assessment with the following goals: -research and select an assessment tool that can be used statewide to accurately assess readiness skills across a range of domains upon kindergarten entry. -pilot an assessment that will create a snapshot of virginia's kindergarteners and clearly define the readiness gap. (the number of children arriving at kindergarten "not ready" in one or more areas); and -inform the development of a full-scale statewide comprehensive readiness assessment in the commonwealth and use the data to inform public policy and funding. Fall 2014 statewide pilot to define readiness gap: -the commonwealth provided 250,000 that was matched with 500,000 in private funds by e3. -2,000 children and 100 classrooms in 44 schools across the eight regions of the state of virginia were assessed. -key findings: -34% of children arrive at kindergarten "not ready". One third of kindergarten classrooms have more than 40% of students unprepared in at least one learning domain. 2) conduct a one-year jlarc study to analyze all state and federal funding expenditures and outcomes on programs supporting children (prenatal to age five). The study will articulate programs, funding and outcomes to policymakers to inform budget and policy decisions. 3) legislators want to know that investment in early education leads to improved academic outcomes in the k-12 system.

E3, in partnership with the university of virginia for advanced study for teaching and learning (uva castl) and philanthropists, has created a model school focused on the most important elements of high quality programs that improve child outcomes. The school is a high quality, cost-sustainable, replicable early education model. Distincive programs elements: -cutting-edge, uva-developed, early education curriculum -uva-trained teachers -strong interactions between teachers and children -children drawn from diverse socio-economic backgrounds. The curriculum, developed by the university of virginia center for advanced study of teaching and learning (uva castl), will focus on science, technology, engineering, arts and math, also known as "s.t.e.a.m.". These five content areas, linked with literacy and character building, will be intergrated into activities and projects throughout the school day. The new e3 school, in partnership with uva castl, will track student outcomes through third grade. These results will prove that high quality early education can narrow achievement and readiness gaps. The ymca of south hampton roads (y) and e3 have developed a strong partnership. E3 will oversee the school's operation and the y will provide property maintenance and shared administrative services.

Liability for uncertain tax positions under fin 48 footnote: the organization adopted the recognition requirements for uncertain income tax positions as required by generally accepted accounting principles, with no cumulative effect adjustment required. Income tax benefits are recognized for income tax positions taken or expected to be taken in a return, only when it is determined that the income tax position will more- likely-than-not be sustained upon examination by taxing authorities. The organization has analyzed the tax positions taken in its filings with the internal revenue service. The organization believes that its income tax filing positions will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse affect on the organization's financial condition, results of operations or cash flows. Accordingly, the organization has not recorded any reserves, or related accruals for interest and penalties for uncertain income tax positions at september 30, 2014.

VIRGINIA'S KINDERGARTEN READINESS PROJECT: SINCE 2012, E3: ELEVATE EARLY EDUCATION (E3), IN PARTNERSHIP WITH THE UNIVERSITY OF VIRGINIA'S CENTER FOR ADVANCED STUDY OF TEACHING AND LEARNING AND THE VIRGINIA SECRETARY OF EDUCATION, LAUNCHED A THREE-PHASED APPROACH TO CREATING A STATEWIDE, COMPREHENSIVE KINDERGARTEN ASSESSMENT WITH THE FOLLOWING GOALS: -RESEARCH AND SELECT AN ASSESSMENT TOOL THAT CAN BE USED STATEWIDE TO ACCURATELY ASSESS READINESS SKILLS ACROSS A RANGE OF DOMAINS UPON KINDERGARTEN ENTRY. -PILOT AN ASSESSMENT THAT WILL CREATE A SNAPSHOT OF VIRGINIA'S KINDERGARTENERS AND CLEARLY DEFINE THE READINESS GAP. (THE NUMBER OF CHILDREN ARRIVING AT KINDERGARTEN "NOT READY" IN ONE OR MORE AREAS); AND -INFORM THE DEVELOPMENT OF A FULL-SCALE STATEWIDE COMPREHENSIVE READINESS ASSESSMENT IN THE COMMONWEALTH AND USE THE DATA TO INFORM PUBLIC POLICY AND FUNDING. FALL 2014 STATEWIDE PILOT TO DEFINE READINESS GAP: -THE COMMONWEALTH PROVIDED 250,000 THAT WAS MATCHED WITH 500,000 IN PRIVATE FUNDS BY E3. -2,000 CHILDREN AND 100 CLASSROOMS IN 44 SCHOOLS ACROSS THE EIGHT REGIONS OF THE STATE OF VIRGINIA WERE ASSESSED. -KEY FINDINGS: -34% OF CHILDREN ARRIVE AT KINDERGARTEN "NOT READY". ONE THIRD OF KINDERGARTEN CLASSROOMS HAVE MORE THAN 40% OF STUDENTS UNPREPARED IN AT LEAST ONE LEARNING DOMAIN. 2) CONDUCT A ONE-YEAR JLARC STUDY TO ANALYZE ALL STATE AND FEDERAL FUNDING EXPENDITURES AND OUTCOMES ON PROGRAMS SUPPORTING CHILDREN (PRENATAL TO AGE FIVE). THE STUDY WILL ARTICULATE PROGRAMS, FUNDING AND OUTCOMES TO POLICYMAKERS TO INFORM BUDGET AND POLICY DECISIONS. 3) LEGISLATORS WANT TO KNOW THAT INVESTMENT IN EARLY EDUCATION LEADS TO IMPROVED ACADEMIC OUTCOMES IN THE K-12 SYSTEM.

THE SCHOOL IS A HIGH QUALITY, COST-SUSTAINABLE, REPLICABLE EARLY EDUCATION MODEL. DISTINCIVE PROGRAMS ELEMENTS: -CUTTING-EDGE, UVA-DEVELOPED, EARLY EDUCATION CURRICULUM -UVA-TRAINED TEACHERS -STRONG INTERACTIONS BETWEEN TEACHERS AND CHILDREN -CHILDREN DRAWN FROM DIVERSE SOCIO-ECONOMIC BACKGROUNDS. THE CURRICULUM, DEVELOPED BY THE UNIVERSITY OF VIRGINIA CENTER FOR ADVANCED STUDY OF TEACHING AND LEARNING (UVA CASTL), WILL FOCUS ON SCIENCE, TECHNOLOGY, ENGINEERING, ARTS AND MATH, ALSO KNOWN AS "S.T.E.A.M.". THESE FIVE CONTENT AREAS, LINKED WITH LITERACY AND CHARACTER BUILDING, WILL BE INTERGRATED INTO ACTIVITIES AND PROJECTS THROUGHOUT THE SCHOOL DAY. THE NEW E3 SCHOOL, IN PARTNERSHIP WITH UVA CASTL, WILL TRACK STUDENT OUTCOMES THROUGH THIRD GRADE. THESE RESULTS WILL PROVE THAT HIGH QUALITY EARLY EDUCATION CAN NARROW ACHIEVEMENT AND READINESS GAPS. THE YMCA OF SOUTH HAMPTON ROADS (Y) AND E3 HAVE DEVELOPED A STRONG PARTNERSHIP. E3 WILL OVERSEE THE SCHOOL'S OPERATION AND THE Y WILL PROVIDE PROPERTY MAINTENANCE AND SHARED ADMINISTRATIVE SERVICES.
