Governance Explanations

Form 990, Part VI, Section B, Line 11B

Ffi will provide a copy of the 990 to the executive committee of the board for their review. The executive committee will give their thoughts/endorsement of the 990 to the full board of directors, all of whom would have been provided a copy of the 990 prior to the meeting at which they are expected to act. The full board must vote to approve the 990 prior to its being filed with the irs. The full board, at its sole discretion, may authorize the executive committee to act on this matter; however, the 990 shall not be filed without all board members being provided the opportunity to review.

Form 990, Part VI, Section B, Line 12C

To ensure the organization operates in a manner consistent with charitable purposes and does not engage in activities that could jeopardize its tax-exempt status, periodic reviews shall be conducted. The periodic review shall, at a minimum, include the following subjects: (a) whether compensation arrangements and benefits are reasonable, based on competent survey information, and the result of arm's length bargaining; and (b) whether partnerships, joint ventures and arrangements with management organizations conform to the organization's written policies, are properly recorded , reflect reasonable investment or payments for goods and services, further charitable purposes and do not result in inurement, impermissible private benefit or in an excess benefit transaction.

Form 990, Part VI, Section B, Line 15A

The chair of the board of the full frame initiative leads the review of the ceo. All board members are asked for input regarding the process (e.g. What areas of performance were most salient for the review) and a review form is created. Input on the ceo's performance is solicited from all board members, compiled, and shared with board members. The ceo and the board chair then meet to discuss the review. Following that discussion, the full board meets in executive session to discuss the ceo's performance and compensation. The board seeks to compare adjustments to the ceo's salary against market averages, and to review adjustments in terms of comparable organizations in the region. The board's final decision is documented in the executive session section of the contemporaneous board minutes. The above-noted policy will be used any time the board reviews the ceo's compensation.

FORM 990, PART III, LINE 1, DESCRIPTION OF ORGANIZATION MISSION:

People who grapple with poverty, violence, trauma and oppression are often forced to make difficult tradeoffs that may provide short-term gains at the expense of their long-term wellbeing. Instead of interrupting these cycles, well-intentioned interventions may have the opposite effect, solidifying inequities that not only hold back individuals, but society as a whole. The full frame initiative (ffi) partners with pioneering organizations, systems and communities across the country to fundamentally shift their focus from fixing problems to fostering wellbeing - the needs and experiences essential for health and hope. Ffi demonstrates how this shift creates lasting change for people and opens the door for greater equity in society. Through a variety of tools - from policy, practice and culture change with partners; to thought-provoking insights that challenge the field; and mobilization of those who are ready for big change - ffi reveals how a new perspective can turn into new responses. We then amplify systemic successes to spur broader action and seed a movement for wellbeing. We will create possibilities for lasting change in people's lives and spark a broader movement that replaces poverty, violence, trauma and oppression with wellbeing and justice.

FORM 990, PART III, LINE 4A, ORGANIZATION PROGRAM SERVICE ACCOMPLISHMENTS:

One of ffi's key strategies is to partner with pioneering public systems, community organizations, and communities to help orient them around wellbeing by applying ffi's evidence-informed five domains of wellbeing framework. Together we demonstrate how this orientation can lead to better outcomes. Ffi and its partners have catalyzed change in fields as diverse as homelessness, domestic and sexual violence, juvenile justice and child welfare. The five domains of wellbeing framework focuses on people, not problems; recognizes and leverages people's and communities' strengths while supporting them to overcome challenges; and provides a common language among otherwise siloed systems serving the same populations. Program service accomplishments include: a partnership with missouri's juvenile justice system that applies the five domains of wellbeing to increase law-abiding rates and productive community involvement among youth leaving residential treatment; a partnership with missouri children's division to use the five domains of wellbeing as the foundation of a full reform of missouri's child welfare system and as a common language for cross-systems collaboration among child welfare stakeholders; a partnership with the family court of st. Louis county and the family court of st. Louis city juvenile (delinquency) and child protection services units to support these systems to orient around wellbeing as a key strategy for improving long-term outcomes for the youth and families they work with, many of whom are also involved with other systems and formal support services; leading "kids deserve wellbeing" a government/nonprofit/community partnership in st louis that is bringing a wellbeing orientation to community and to the systems and services that can disproportionately block or enhance wellbeing; equipping sexual and domestic violence programs funded by the ma department of public health to incorporate a wellbeing orientation into their work with violence survivors; and consultative and technical assistance work with massachusetts state agencies to use the five domains of wellbeing to integrate responses to survivors of sexual/domestic violence who are homeless or at risk of homelessness. In addition, ffi regularly conducts five domains of wellbeing trainings and presentations for community-based organizations throughout the united states.

LOUIS CITY JUVENILE (DELINQUENCY) AND CHILD PROTECTION SERVICES UNITS TO SUPPORT THESE SYSTEMS TO ORIENT AROUND WELLBEING AS A KEY STRATEGY FOR IMPROVING LONG-TERM OUTCOMES FOR THE YOUTH AND FAMILIES THEY WORK WITH, MANY OF WHOM ARE ALSO INVOLVED WITH OTHER SYSTEMS AND FORMAL SUPPORT SERVICES; LEADING "KIDS DESERVE WELLBEING" A GOVERNMENT/NONPROFIT/COMMUNITY PARTNERSHIP IN ST LOUIS THAT IS BRINGING A WELLBEING ORIENTATION TO COMMUNITY AND TO THE SYSTEMS AND SERVICES THAT CAN DISPROPORTIONATELY BLOCK OR ENHANCE WELLBEING; EQUIPPING SEXUAL AND DOMESTIC VIOLENCE PROGRAMS FUNDED BY THE MA DEPARTMENT OF PUBLIC HEALTH TO INCORPORATE A WELLBEING ORIENTATION INTO THEIR WORK WITH VIOLENCE SURVIVORS; AND CONSULTATIVE AND TECHNICAL ASSISTANCE WORK WITH MASSACHUSETTS STATE AGENCIES TO USE THE FIVE DOMAINS OF WELLBEING TO INTEGRATE RESPONSES TO SURVIVORS OF SEXUAL/DOMESTIC VIOLENCE WHO ARE HOMELESS OR AT RISK OF HOMELESSNESS. IN ADDITION, FFI REGULARLY CONDUCTS FIVE DOMAINS OF WELLBEING TRAININGS AND PRESENTATIONS FOR COMMUNITY-BASED ORGANIZATIONS THROUGHOUT THE UNITED STATES.
