The Form 990 is completed and then reviewed by the Finance Committee for approval by the Board of Directors. The full Board reviews and approves the report. The Board President signs the document and approves electronic submission to the IRS.

Conflict of interest policy compliance Part VI line 12C

Annually, the Executive Director shall ensure that all staff complete a Conflict of Interest Form identifying any relationships, positions or circumstances that may result in a conflict of interest. Similarly, the President of the Board ensures that all Board members complete a Conflict of Interest form. All forms are maintained in the corporate office.

RHI in collaboration with other organizations developed an informational brochure on the impact of ACA, DOMA, MNsure and same sex marriage, as uninsured LGBTQ individuals were seeking health care insurance. In addition to support from Blue Cross, grants from the Department of Human Services through their MNsure program, and the Bremer Foundation enabled RHI to develop and distribute this brochure, and partner with MNsure Navigators in cities across Minnesota during our Data Tour: Duluth, Rochester, Mankato, St. Cloud and Fargo/Moorhead.

IRS990/Desc0Blue Cross-Blue Shield Center for Prevention funds Rainbow Health Initiatives (RHI) Health in Action program. This grant supports the bulk of RHIs research, advocacy and education work. RHI conducts the only statewide health survey of the LGBTQ community in Minnesota and publishes the Voices of Health data report. RHI uses the data to support our advocacy work to advance policies with businesses, organizations and events that support healthy eating, active living and tobacco free spaces and events. RHI also advocates for the inclusion of LGBTQ data in public health programs and the expansion of data collection to include sexual orientation and gender identity. RHIs education programs provide cultural competency trainings on LGBTQ health issues and data for health care providers, organizations serving members of the LGBTQ community, educators, and school systems. Our on-line provider directory helps individuals find culturally competent health care providers.

IRS990/ProgSrvcAccomActy2Grp/Desc0MN Department of Health funds RHIs ShiftMN program. Corporate tobacco targets the LGBTQ community/youth with advertising and corporate sponsorship support. ShiftMN provides leadership training for LGBTQ young adults. In 2013, 4 new Fellows began their work as educators - educating their peers on the impact of corporate tobacco practices and advocates working to create tobacco free spaces and events. During 2013, the tobacco industry heavily promoted the use of new tobacco products, e-cigarettes. These products are unregulated in terms of content, marketing and where they can be used. An assessment of e-cigarette tobacco sales establishments was conducted to advocate for the regulation of e-cigarettes by the state of Minnesota. During 2013, MDH interrupted funding of this program for 2 mo between the completion of one contract and the reissuing of a new 3-yr contract. Staffing and Fellows commitments which continued during this break were not compensated by MDH.

IRS990/ProgSrvcAccomActy3Grp/Desc0The Department of Human Services funds RHIs Proud Recovery program. During 2013, RHI produced two toolkits to support LGBTQ individuals who are in recovery. One toolkit is designed to help LGBTQ organizations create safe spaces for LGBTQ individuals who are in recovery. In particular, understanding how the use and promotion of alcohol at their events and programs impact individuals in recovery. The other toolkit is a specifically designed cultural competency program for recovery programs that serve LGBTQ individuals. During 2013, RHI partnered with GLBT in Recovery, an LGBTQ specific recovery program, to host chemical free events and skills building workshops. RHI uses these two toolkits to create safe space policies for LGBTQ individuals who are in recovery.
