Governance Explanations

Form 990, Part VI, Section A, Line 6

The institute has four (4) classes of members. The designation of such classes and eligibility requirements for each class is as follows: a. Regular members. All voting members of the faculty of the institute, both faculty and associate faculty, are regular members of the institute. The board of trustees shall establish the terms for eligibility for membership and procedures for becoming a member of the faculty. B. Honorary members. The institute may grant honorary membership to persons who have furthered the cause of the scientific development of psychoanalysis, but who do not meet the qualifications for membership in any other membership class. C. Pany affiliate members. Pany affiliate members shall be limited to those individuals, who, as of the effective date in a certain member substitution agreement entered into by and between the institute and psychoanalytic association of new york, inc. ("pany"), (i) are members of pany and (ii) are not members of the institute. Pany affiliate members shall only have voting rights with respect to the election of the members and officers of the pany committee who are elected pursuant to the provisions of the by-laws. D. Candidate members. Candidate members shall be limited to those individuals who are enrolled in any one of the following: (i) the institute's adult psychoanalytic training program, (ii) the institute's child and adolescent psychoanalytic training program; or (iii) the institute's licensure-qualifying program in psychoanalysis. Candidate members shall only have voting rights with respect to the election of the members and officers of the pany committee who are elected pursuant to the provisions of the by-laws.

Form 990, Part VI, Section A, Line 7A

The board of trustees shall be comprised of thirteen individuals, as follows: (i) the president, ex officio and with a vote; (ii) two individuals who are members of the faculty, selected by the faculty; (iii) six individuals who are members of the faculty, selected by the education committee; (iv) the two individuals who are elected to the education committee by the faculty; and (v) the chair of the pany committee, ex officio and with a vote and (vi) the vice-chair of the pany committee, ex officio and with a vote. In its discretion, the board of trustees may appoint up to two (2) additional members of the board who possess such qualifications as the board of trustees determines to be appropriate, who may or may not be members of the faculty. Any such additional appointed board members serve at the pleasure of the board of trustees and may be removed by the board of trustees at any time with or without cause. Any member of the board of trustees shall cease to be a trustee whenever he or she shall cease to be a member of the faculty.

IPE OFFERS A WIDE RANGE OF PSYCHOANALYTICALLY FOCUSED EDUCATION PROGRAMS LOCALLY AND INTERNATIONALLY TO PROVIDE, THROUGH IPE'S CONSULTATION AND TREATMENT SERVICE, AFFORDABLE AND ACCESSIBLE PSYCHOTHERAPY AND PSYCHOANALYSIS TO UNDERSERVED MEMBERS OF THE COMMUNITY AND IN NEED OF MENTAL HEALTH CARE; TO EDUCATE FELLOW MENTAL HEALTH PROFESSIONALS, AS WELL AS THE GENERAL PUBLIC, ABOUT THE ENDURING EFFICACY OF PSYCHOANALYTICALLY BASED TREATMENTS, THROUGH OUTREACH SEMINARS, CLINICAL CASE CONFERENCES AND LECTURES; AND TO FOSTER SCHOLARSHIP AND PROMOTE INQUIRY INTO MATTERS THAT LIE AT THE HEART OF PSYCHOANALYSIS, ESPECIALLY THE CONFLICTS AND COMPLEXITIES OF HUMAN EXPERIENCE.IPE'S ENROLLMENT FROM 2010-2017 IS SUMMARIZED AS FOLLOWS: IN 2010, IPE HAD 57 CANDIDATES INCLUDING SENIORS AND IN 2017, IPE HAS 31 CANDIDATES INCLUDING SENIORS. WHEN SENIOR CANDIDATES ARE REMOVED FROM THE TALLY, THE IN-CLASS CANDIDATES WENT FROM 20-SOMETHING IN 2010 TO 13 IN 2017. PART OF THE REASON FOR THAT WAS THE LACK OF A CLASS ONE YEAR, WHICH IS CURRENTLY THE THIRD YEAR CLASS. THE PTY PROGRAM HAS REMAINED STRONG FROM 2010-2017. THE DISTANCE-LEARNING PROGRAM BEGAN IN 2014 WITH 11 ENROLLEES AND NOW THERE ARE 24. THE EDUCATION COMMITTEE RECENTLY REVISITED CATEGORIES OF FACULTY MEMBERSHIP AT IPE-CURRENT CATEGORIES ARE: ACTIVE, ASSOCIATE, LIFE, RETIRED, PHILADELPHIA STUDY GROUP WHICH TOTALS 140-150 MEMBERS. ACTIVE MEMBERS PAY THE LARGEST DUES WHICH ARE $1,800 ANNUALLY. NEW IPE FACULTY MEMBERS: DAVID FRANK INTRODUCED 3 NEW FACULTY MEMBERS: A PSYCHOLOGIST AND CHILD ANALYST AND HAS TAUGHT IN THE COMBINED CHILD ANALYTIC TRAINING PROGRAM; A GRADUATE OF IPTAR AND A HISTORIAN OF PSYCHOANALYSIS; AND A PSYCHOLOGIST AT THE NEW SCHOOL WHO TEACHES THE RESEARCH COURSE AT IPE.ADMISSIONS: IPE HAD RECEIVED 7 APPLICANTS FOR THE 2017-2018 PSA PROGRAM. FIVE OF THE SEVEN WERE ACCEPTED AND ONE OF THOSE DEFERRED SO OUR CURRENT FIRST YEAR CLASS HAS 4 CANDIDATES-2 PSYCHOLOGISTS AND 2 PSYCHIATRISTS. SOME CANDIDATES HAVE COME THROUGH SUPERVISION WITH OUR FACULTY MEMBERS AND IT SEEMS THAT THE 1:1 ENGAGEMENT WITH IPE FACULTY MEMBERS HAS BEEN VERY IMPORTANT FOR RECRUITMENT.OUTREACH: 2017-18 PRELUDE TO TRAINING PROGRAM CURRENTLY HAS 28 STUDENTS AND THAT MANY OF THE STUDENTS ARE PSYCHIATRIC RESIDENTS. FOR THE 2016-17 YEAR, SOME GROUPS OF RESIDENTS REQUESTED A "GROUP DISCOUNT" TO ATTEND THE PROGRAM TOGETHER SO THIS YEAR, JENNIFER STEPHENSON PROACTIVELY OFFERED A DISCOUNT TO RESIDENTS WHO APPLIED AS A GROUP. AS A RESULT, THERE ARE SEVERAL RESIDENTS FROM BOTH MAIMONIDES AND SUNY DOWNSTATE IN THE PRELUDE PROGRAM. THE PRELUDE TO TRAINING PROGRAM IS AN 18-SESSION COURSE, LARGELY ORGANIZED AS DISCRETE TOPICS BUT SIX OF THE SESSIONS OCCUR AS A CONTINUOUS SEMINAR LED BY ANNE ERREICH AND MALINI SINGH. EDUCATION COMMITTEE: THERE HAS BEEN A MAJOR REVISION OF THE CATEGORIES OF MEMBERS OF IPE.: BOTH FACULTY AND NON-FACULTY CATEGORIES. THERE ARE NOW 7 FULL FACULTY MEMBERS FROM PHILADELPHIA AND SEVERAL OTHER AFFILIATE MEMBERS. THE EC RECENTLY APPROVED A NEW CATEGORY OF MEMBERSHIP CALLED "FRIENDS OF IPE" FOR NON-ANALYSTS WHO DONATE MONEY AND TIME TO IPE. A SURVEY OF FACULTY MEMBERS TO WAS CREATED GET A SENSE OF HOW MANY NON-TA FACULTY MEMBERS ARE TREATING PATIENTS WHO COULD BE POTENTIAL CANDIDATES. TRAINING ANALYST TASK FORCE: THE GOAL FOR THIS INITIATIVE IS FOR THE PROCESS OF BECOMING A TRAINING ANALYST TO BE MORE OPEN AND FOLLOW A DEVELOPMENTAL MODEL. C. PANY AFFILIATE MEMBERS. PANY AFFILIATE MEMBERS SHALL BE LIMITED TO THOSE INDIVIDUALS, WHO, AS OF THE EFFECTIVE DATE IN A CERTAIN MEMBER SUBSTITUTION AGREEMENT ENTERED INTO BY AND BETWEEN THE INSTITUTE AND PSYCHOANALYTIC ASSOCIATION OF NEW YORK, INC. ("PANY"), (I) ARE MEMBERS OF PANY AND (II) ARE NOT MEMBERS OF THE INSTITUTE. PANY AFFILIATE MEMBERS SHALL ONLY HAVE VOTING RIGHTS WITH RESPECT TO THE ELECTION OF THE MEMBERS AND OFFICERS OF THE PANY COMMITTEE WHO ARE ELECTED PURSUANT TO THE PROVISIONS OF THE BY-LAWS. D. CANDIDATE MEMBERS. CANDIDATE MEMBERS SHALL BE LIMITED TO THOSE INDIVIDUALS WHO ARE ENROLLED IN ANY ONE OF THE FOLLOWING: (I) THE INSTITUTE'S ADULT PSYCHOANALYTIC TRAINING PROGRAM, (II) THE INSTITUTE'S CHILD AND ADOLESCENT PSYCHOANALYTIC TRAINING PROGRAM; OR (III) THE INSTITUTE'S LICENSURE-QUALIFYING PROGRAM IN PSYCHOANALYSIS. CANDIDATE MEMBERS SHALL ONLY HAVE VOTING RIGHTS WITH RESPECT TO THE ELECTION OF THE MEMBERS AND OFFICERS OF THE PANY COMMITTEE WHO ARE ELECTED PURSUANT TO THE PROVISIONS OF THE BY-LAWS.
