BOTH BILLS AGAIN STALLED IN THE LEGISLATURE. OPPOSED PLAN FOR 90 UNITS OF HOUSING FOR CHRONIC HOMELESS ON VENICE MEDIAN LOT THE VSA SUBMITTED A LETTER TO THE CITY COUNCIL OPPOSING THE PLAN TO BUILD 90 UNITS OF HOUSING ON THE VENICE BLVD. MEDIAN PARKING LOT BETWEEN DELL AND PACIFIC ON PUBLIC SAFETY GROUNDS. RAISED THE FUNDS TO TRIM THE 21 ITALIAN STONE PINES AROUND THE VENICE POST OFFICE THE VSA RAISED 5,000 TO FUND THE TRIMMING OF THE ITALIAN STONE PINES THAT SURROUND THE VENICE POST OFFICE IN ADVANCE OF EL NINO STORMS. THE WORK WAS PERFORMED BY A LICENSED LANDSCAPE CONTRACTOR UNDER A CITY PERMIT. ENDING THE JONES SETTLEMENT PREPARED AND SUBMITTED TO THE VENICE NEIGHBORHOOD CPUNCIL A RESOLUTION CALLING FOR THE CITY OF LOS ANGELES TO CONCLUDE THE JONES SETTLEMENT AND RETURN TO ENFORCEMENT OF THE NO SLEEPING ON A SIDEWALK ORDINANCE (41.18 (D)). THE RESOLUTION LATER PASSED IN AN AMENDED FORM. OPPOSED UNILATERAL DESIGNATION OF 1,600 HOUSES AS HISTORIC CONTRIBUTORS ALARMED AT THE LACK OF PUBLIC PARTICIPATION AND DUE PROCESS IN THE DESIGNATION OF OVER 1,600 HOUSES AS HISTORIC AND THE LIMITATIONS WHICH HAVE ATTACHED TO EACH PROPERTY DUE TO THIS DESIGNATION, THE VSA JOINED WITH A NEW GROUP, THE VENICE HOMEOWNERS ALLIANCE, TO DEMAND A REPEAL OF THE NEW REQUIREMENTS AND LIMITS ON THIS CLASS OF PROPERTY. SUCCESSFULLY OPPOSED DRACONIAN MASS, CHARACTER AND SCALE COMMITTEE PROPOSAL WHEN THE VNCS MASS, CHARACTER AND SCALE COMMITTEE MADE PROPOSALS THAT WOULD SIGNIFICANTLY LOWER BUILDING ENTITLEMENTS THROUGHOUT VENICE, THE VSA OPPOSED THEM AS TOO EXTREME. ULTIMATELY THE NEWLY ELECTED VENICE NEIGHBORHOOD COUNCIL BOARD RECEIVED AND FILED THE COMMITTEES PROPOSALS. CONDUCTED ANALYSIS OF BONINS CAMPAIGN CONTRIBUTIONS THE VSA RECRUITED A CPA AND THREE DATABASE EXPERTS TO CONDUCT AN ANALYSIS OF CONTRIBUTIONS TO THE DISTRICT'S COUNCILMAN MIKE BONIN. THE FOUR EXPERTS ALL CAME TO THE SAME CONCLUSION: TWO-THIRDS OF THE DONATIONS TO HIS CAMPAIGN FUND SINCE NOVEMBER 2012, WHEN HE FIRST ANNOUNCED FOR OFFICE, CAME FROM THOSE WITH ADDRESSES OUTSIDE OF COUNCIL DISTRICT 11, IN MANY INSTANCES FAR AWAY FROM LOS ANGELES. ENDORSED MEASURE S, THE NEIGHBORHOOD INTEGRITY INITIATIVE THE INITIATIVE, SPONSORED BY THE COALITION TO PRESERVE LA AND SLATED FOR THE MARCH 7, 2017 BALLOT, WOULD HAVE PLACED A TWO-YEAR MORATORIUM ON SPOT ZONING AND GENERAL PLAN AMENDMENTS, THE CONTROVERSIAL PRACTICE OF UP-ZONING LAND TO ALLOW MEGA DEVELOPMENTS THAT ARE FREQUENTLY OUT OF PROPORTION AND CHARACTER TO THE SURROUNDING AREA. THE INITIATIVE WOULD ALSO HAVE REQUIRED THE CITY TO UP-DATE ITS GENERAL PLAN AND ALL 35 COMMUNITY PLANS IN CONSULTATION WITH RESIDENTS. THESE PLANS PROVIDE THE FRAMEWORK FOR DEVELOPMENT IN ALL LOS ANGELES COMMUNITIES. MANY OF THESE PLANS HAVE NOT BEEN UP-DATED IN MANY YEARS TO REFLECT CHANGES IN TRAFFIC, UTILITY AVAILABILITY, POPULATION, ENVIRONMENTAL CONSIDERATIONS, RESIDENT SENTIMENT, ETC. IN A FURTHER LEVELING OF THE PLANNING PROCESS, THE INITIATIVE WOULD TAKE PREPARATION OF ENVIRONMENTAL IMPACT REPORTS (EIRS) OUT OF THE HANDS OF DEVELOPERS AND GIVE THIS TASK TO THE CITY, INCREASING IMPARTIALITY AND TRANSPARENCY. MRSA OUTBREAK WHEN THE OPERATORS OF LAVA-MAE, THE SERVICE PROVIDING SHOWERS TO THE HOMELESS AT 3RD AND ROSE, ANNOUNCED THAT THEY SAW SIX CONFIRMED CASES OF MRSA AND POSSIBLY THREE ADDITONAL ONES, THE VSA PUBLICIZED THE OUTBREAK AND CALLED FOR AN INVESTIGATION BY THE COUNTY HEALTH DEPARTMENT. Pursued the vsa's lawsuit against the city and county for maintaining a public nuisance along venice beach late in 2015, the trial court judge reversed his initial ruling in our favor and granted the citys and countys motions for summary judgment to dismiss the case on the argument that they have complete discretion in exercising their police and prosecutorial powers; i.e., courts are prohibited from telling them to enforce any particular laws or ordinances. We filed an appeal in summer of 2016 and are waiting for the court to produce the case record and to call for our brief in response to the trial court judges ruling. Filed a legal challenge to westminster conversion early in the year, the vsa organized community opposition to the conversion of the westminster senior center to homeless storage. Later the vsa raised funds to retain the firm of luna and glushon, which filed a demand that the city obtain a project permit under the venice local coastal specific plan, a coastal development permit, and conduct a review under ceqa. Later, luna and glushon, on behalf the vsa, submitted to the city and city attorney a superior court order/deed restriction from the 1950 condemnation process for the westminster center that limits the site to playground and park uses. Questioned councilmans homeless questionnaire when the district's councilman claimed to have support from the results of a voluntary questionnaire of residents on the homeless crisis in venice for several initiatives, vsa published an article in yo venice outlining the faults in the surveys design and conclusions. Critiqued the citys new plan to combat homelessness from los angeles times, january 8, 2016 i see nothing in the report in the way of immediate relief for the 1,000 or so transients along venice beach and at third and rose or for the nearby residents who are victimized by the presence of encampments next to their homes. Mark ryavec, vsa president. Called attention to unsafe conditions for residents of safran senior center with seniors living at the safran center fearful to step out of their building due to the aggressiveness of those in nearby homeless encampments, vsa published an article in yovenice calling attention to the situation. Continued to chronicle home invasions and attacks by transients on residents these reports, posted on venice update, yo venice, the vsa website and sent to city decision-makers and the media, underscore the need for more police and actions to stop camping in venice by transients, who in too many instances are dangerous due to mental illness and/or drug addiction. Opposed the reintroduced right to rest bill and the car camping bill the vsa again organized resident opposition to the state right to rest bill that would have allowed transients to live on any public property anywhere and the state car camping bill that would have allowed people to live in vehicles on any street. Both bills again stalled in the legislature. Opposed plan for 90 units of housing for chronic homeless on venice median lot the vsa submitted a letter to the city council opposing the plan to build 90 units of housing on the venice blvd. Median parking lot between dell and pacific on public safety grounds. Raised the funds to trim the 21 italian stone pines around the venice post office the vsa raised 5,000 to fund the trimming of the italian stone pines that surround the venice post office in advance of el nino storms. The work was performed by a licensed landscape contractor under a city permit. Ending the jones settlement prepared and submitted to the venice neighborhood cpuncil a resolution calling for the city of los angeles to conclude the jones settlement and return to enforcement of the no sleeping on a sidewalk ordinance (41.18 (d)). The resolution later passed in an amended form.
