Mission and Program Overview

Mission

The Center for Lawful Access and Abuse Deterrence (CLAAD) coordinates a comprehensive national effort to reduce prescription drug fraud, diversion, misuse, and abuse while advancing consumer access to high-quality health care. CLAAD enables health professionals, law enforcement, businesses, government, and others to share resources and work together to improve public health and safety. We work to foster collaboration among the multiple sectors of society that had previously been working concurrently, yet not in unison, to address the growing national concern for prescription medication abuse. CLAAD gathers information and research on prescription drug abuse, misuse, and diversion. We also coordinate grassroots activities amongst interested organizations and makes policy recommendations on prescription drug abuse with the goal of improving the public health.

DCBA Law & Policy's associate attorney prepared the form, and CLAAD's Executive Director, Michael C. Barnes, reviewed, revised and approved the form. The form was then sent to the other directors for their review and approval prior to submission. Upon unanimous approval, it was signed and filed.

Pursuant to CLAAD's Conflict of Interest policy, relevant directors, employees, independent contractors, and interns fill out conflict of interest disclosure forms annually. At the annual Board of Directors meeting, the directors review every conflict of interest disclosure form individually and then take a vote on whether they approve of the form.

After obtaining bids and fees, the Board of Directors determined that the compensation for DCBA Law & Policy is below fair market value. The Board of Directors made this determination in accordance with the Conflict of Interest policy. The Board of Directors also reviewed the pay of Executive Directors at other 501(c)(3)s, including Partnership at Drugfree.org, Youth Service American, and the Federalist Society, and determined that the pay of CLAAD's Executive Director is below fair market value.

IRS990/MissionDesc0The Center for Lawful Access and Abuse Deterrence (CLAAD) coordinates a comprehensive national effort to reduce prescription drug fraud, diversion, misuse, and abuse while advancing consumer access to high-quality health care. CLAAD enables health professionals, law enforcement, businesses, government, and others to share resources and work together to improve public health and safety. We work to foster collaboration among the multiple sectors of society that had previously been working concurrently, yet not in unison, to address the growing national concern for prescription medication abuse. CLAAD gathers information and research on prescription drug abuse, misuse, and diversion. We also coordinate grassroots activities amongst interested organizations and makes policy recommendations on prescription drug abuse with the goal of improving the public health.

CLAAD develops policy recommendations by gathering and synthesizing information, conducting original scholastic research, and drawing on the expertise of our coalition members. These policy recommendations are disseminated through CLAAD's work products, including our website, letters to policymakers, and legal briefs. CLAAD hosted the 6th National Prescription Drug Abuse Prevention Policy Consensus Meeting in 2013, which provided a forum for some 40 non-profit organizations, commercial entities, and issue experts to network and coordinate their efforts. The recommendations emanating from this annual meeting form the basis of CLAAD's policy positions for the following year.
