Governance Explanations

Form 990, Part VI, Section B, Line 11B

The Executive Director works closely with IAP's bookkeeping and accounting consulting firm to prepare the form, and then it is reviewed by a members of IAP's Board of Directors who serves on the Board Finance Committee.

Form 990, Part VI, Section B, Line 12C

When a conflict of interest arises, questions to gauge compliance are asked at each staff and board member's annual review meeting.

Form 990, Part VI, Section B, Line 15

IAP's salary scale was reviewed in 2012 via the following process: The Executive Director worked with a Board member to review data from the "2011 Fair Pay for Northern California Nonprofits," as well as data gathered on the salary scale of 10 of IAP's peer organizations, collected via soliciting data from those organizations' directors. Based on this data, a new salary scale was proposed as well as specific salaries for each position. The board approved the scale, and also proposed and approved the salaries of the Executive Director and CFO/Operations Director. For other staff, the Executive Director set their salaries, based on the approved scale.

Form 990, Part VI, Section C, Line 19

IAP makes its governing documents (bylaws, articles of incorporation), conflict of interest policy and financial statements available to the public upon reasonable request.

IRS990/Desc0Since its founding, IAP has been instrumental in establishing stronger protections for people's land and housing rights at global institutions such as the World Bank's International Finance Corporation, Asian Development Bank, and the private banks that have signed on to the Equator Principles. At its core, IAP works to ensure all people can shape the decisions that affect their homes, environment and communities. Development should not cause human rights abuses and should not leave anyone worse off. IAP believes development should be created and experienced by the same people. When community-led, development often is truly transformative for all. When development projects cause harm, IAP works with the local communities and the organizations supporting them to ensure their rights are respected and, if necessary, the community is provided a sufficient remedy. IAP works at the intersections of community-led development, human rights and finance to Change the Rules and Support the Frontlines. Specifically, IAP identifies the financial institutions and standard-setting processes that have the greatest impact on people's ability to shape their own development and defend their housing and land rights. To influence the policy of these financiers, IAP assists community representatives to gather their own community-based research on the impacts of particular projects and to advocate for new evidence-based policy solutions and practices at these institutions. GLOBAL ADVOCACY TEAM - IAP's Global Advocacy Team initiative brings together incredible community activists from several countries to conduct action-research and mobilize their communities to change policy at a specific international development institution. With the Global Advocacy Team initiative, IAP identifies key opportunities for change at specific development institutions. Exceptional community representatives are selected and supported to transform their firsthand experience into cutting-edge new policy ideas. Members of the Global Advocacy Team represent communities that have faced or are facing forced eviction as a result of a bank's policy and projects. Experts in how bank policy affects local communities, the Global Advocacy Team members are the architects for new rules and practice at the world's most influential banks. The initiative will release a global report in 2014 which will be used for advocacy purposes at development finance institutions and local and national governments. THE COALITION FOR HUMAN RIGHTS IN DEVELOPMENT A newly formed global coalition of social movements, civil society organizations, and grassroots groups, Bank on Human Rights works to ensure all development finance institutions respect human rights. The coalition strives to bring more coordination to a global movement led by communities and supported by civil society organizations. Bank on Human Rights will direct its advocacy at some of the most influential development institutions-starting with the World Bank. IAP is one of the founding members of the coalition and sits on the Steering Committee. More than 50 members have joined the Coalition since its inception. An International Secretariat is now being set up with designated staff to support the Coalition's collective work. IAP creates tools to identify and respond to development projects likely to cause human rights and environmental abuses. IAP's tools and initiatives aim to deliver and exchange expert advice, trainings and materials with the affected communities. When assisting specific frontline struggles, IAP supports the local campaign objectives directed towards the financial institution funding or influencing the project. COMMUNITY ACTION GUIDES The people who live in communities affected by forced eviction should play a leadership role in changing the rules of development. Their first-hand experience equips them with perspectives and expertise to create policy solutions and development plans that truly work. IAP, with local activi

IRS990/ProgSrvcAccomActy2Grp/Desc0At its core, IAP works to ensure all people can shape the decisions that affect their homes, environment and communities. In its program area Support the Frontlines, IAP creates tools to identify and respond to development projects likely to cause human rights and environmental abuses. IAP, with local activists, produces Community Action Guides to start or strengthen campaigns directed towards the funders of these projects. One such tool, the Community Action Guide to the Asian Development Bank, is a training manual activists and communities are using across Asia-Pacific to integrate advocacy toward the Asian Development Bank into their existing campaigns and consider their development own priorities. EARLY WARNING SYSTEM The Early Warning System ensures local communities, and the organizations that support them, have verified information about proposed projects likely to cause widespread human rights abuses and about clear strategies for advocacy. The project facilitates exchange of advice, tools and resources with communities that want to integrate bank advocacy into their existing campaigns. The data collected includes critical information about projects at international and regional development-finance institutions including the Asian Development Bank, the African Development Bank, the IFC, and the World Bank, among others. It includes the first web-based tool to centralize information on development projects that have the highest likelihood to impact human rights worldwide.
