Mission

The organization's mission is to identify communities in metropolitan areas that have deteriorated or are in danger of deterioration and facilitate rehabilitation of housing stock by providing property management and development services to nonprofit organizations and also to provide services to low to moderate income persons.

Form 990, Part III, line 3

Mercy Portfolio Services (MPS) was formed in 2009 as a response to the nation's foreclosure crisis. MPS addressed the crises through two major programs: 1) Management of Neighborhood Stabilization Program (NSP) funds provided by the federal government to states and municipalities. NSP funds were used to acquire, rehabilitate and reoccupy foreclosed homes; and 2) Participation in the Mortgage Resolution Fund (MRF), a partnership with Enterprise Community Partners, Housing Partnership Network, and National Community Stabilization Trust whose mission was also neighborhood stabilization. MRF purchased delinquent mortgages from lenders and restructured the mortgages, enabling families to save their homes from foreclosure or transition to suitable housing. As of December 31, 2015, pursuant to the applicable agreements, MPS ceased its NSP management activities, excluding only record retention obligations set forth in those agreements. MRF, and its subsidiaries, have ceased purchasing loans, and are in the process of disposing of their remaining assets comprised primarily of REO properties.

Financial Statement Notes

Part X, Line 2:

MHI and its consolidated nonprofit corporations are exempt from federal and state income taxes under Section 501(c)(3) of the Internal Revenue Code and comparable state statutes. MHI did not have any unrelated business income for the years ended December 31, 2016 and 2015. All nonprofit corporations are required to file tax returns with the IRS and other taxing authorities. Accordingly, these financial statements do not reflect a provision for income taxes and there are no other tax positions which must be considered for disclosure. For the years ended December 31, 2016 and 2015, the Company did not identify any uncertain tax positions that qualify for either recognition or disclosure in the financial statements. Income tax returns filed by the entities are subject to examination by the internal revenue service for a period of three years. While no income tax returns are currently being examined by the internal revenue service, tax years since 2013 remain open.

MHI did not have any unrelated business income for the years ended December 31, 2016 and 2015. All nonprofit corporations are required to file tax returns with the IRS and other taxing authorities. Accordingly, these financial statements do not reflect a provision for income taxes and there are no other tax positions which must be considered for disclosure. For the years ended December 31, 2016 and 2015, the Company did not identify any uncertain tax positions that qualify for either recognition or disclosure in the financial statements. Income tax returns filed by the entities are subject to examination by the internal revenue service for a period of three years. While no income tax returns are currently being examined by the internal revenue service, tax years since 2013 remain open.

MPS addressed the crises through two major programs: 1) Management of Neighborhood Stabilization Program (NSP) funds provided by the federal government to states and municipalities. NSP funds were used to acquire, rehabilitate and reoccupy foreclosed homes; and 2) Participation in the Mortgage Resolution Fund (MRF), a partnership with Enterprise Community Partners, Housing Partnership Network, and National Community Stabilization Trust whose mission was also neighborhood stabilization. MRF purchased delinquent mortgages from lenders and restructured the mortgages, enabling families to save their homes from foreclosure or transition to suitable housing. As of December 31, 2015, pursuant to the applicable agreements, MPS ceased its NSP management activities, excluding only record retention obligations set forth in those agreements. MRF, and its subsidiaries, have ceased purchasing loans, and are in the process of disposing of their remaining assets comprised primarily of REO properties.
