Mission

DARCC is committed to the prevention of sexual violence in North Texas and compassionately serving those impacted by it.

DARCC provides survivors and their families and friends with crisis intervention and resources to reclaim their lives. Services are available to anyone impacted by sexual violence. All services are confidential, offered free of charge, and available in English and Spanish.

Governance Explanations

Form 990, Part VI, Line 1A: Explanation of Delegated Broad Authority to Committee

The Executive Committee shall possess the power and authority of the Board of Directors in the management of the business and affairs of DARCC, to the extent such power and authority are delegated by the Board, and except as may otherwise be provided by provisions of law or the Bylaws. When the Board of Directors consists of 10 or fewer members, it shall be comprised of the Chair, Vice Chair, and Secretary of the Board. When the Board of Directors consists of more than 10 members, it shall also include 2, at-large Directors who are nominated and elected by the Board.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

Persons covered - Any director, member of a committee with governing board delegated powers, or any other person who is a "disqualified person" as defined in Section 4958(f)(1) of the Internal Revenue Code and as amplified by Section 53.4958-3 of the IRS Regulations, who has a direct or indirect financial interest.Monitoring proposed or ongoing transactions for conflicts of interest - An interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts. Each covered person must annually sign a statement which affirms that such person received a copy of the policy, read and understands it, agrees to comply with it, and understands that the Organization must engage primarily in activities which accomplish one or more of its tax-exempt purposes. Periodic reviews shall be conducted which, at a minimum, consider whether compensation arrangements and benefits are reasonable and whether partnerships, etc. conform to the Organization's written policies, are properly recorded, reflect reasonable investment or payment, further charitable purposes, and do not result in inurement, impermissible private benefit, or an excess benefit transaction.Dealing with potential conflicts of interest and the level at which determinations of whether a conflict exists are made - After disclosure of the financial interest and all material facts and any discussion with the interested person, the interested person shall leave the associated meeting while the remaining board or committee members decide if a conflict of interest exists.Dealing with actual conflicts, the level at which actual conflicts are reviewed, and restrictions imposed on the interested person - An interested person may make apresentation at the governing board or committee meeting but must then leave duringthe discussion of, and the vote on, the transaction or arrangement. The chairpersonof the governing board or committee shall, if appropriate, appoint a disinterestedperson or committee to investigate alternatives to the proposed transaction orarrangement. After exercising due diligence, the governing board or committee shalldetermine whether the Organization can obtain with reasonable efforts a moreadvantageous transaction or arrangement from a person or entity that would not giverise to a conflict of interest. If this is not reasonably possible, the governingboard or committee shall determine by a majority vote of the disinterested directorswhether the transaction or arrangement is in the Organization's best interest, forits own benefit, and fair and reasonable. In conformity with that determination, itshall makes its decision as to whether to enter into the transaction or arrangement.

The level of compensation for the CEO is determined by the board after reviewing comparability data as documented in the minutes. This process was last undertaken in February 2018, during which the DFW Nonprofit Salary and Benefit Survey 2015-2016 was considered.

Part X : FIN48 Footnote

Management has concluded that any tax positions which would not meet the more-likely-than-not criterion of Financial Accounting Standards Board (FASB) Accounting Standards Codification (ASC) Topic 740-10, Accounting for Income Taxes, would be immaterial to the financial statements taken as a whole. Accordingly, the accompanying financial statements do not include any provision for uncertain tax positions, and no related interest or penalties have been recorded in the operating statement or accrued in the statement of financial position. Federal and state tax returns of the Organization are generally open to examination by the relevant taxing authorities for a period of three years from the date on which the returns are filed.

IRS990/Desc0Advocacy - DARCC's Advocacy and Crisis Services program is dedicated to providing crisis intervention and advocacy services to individuals impacted by sexual violence. All advocates, both staff and volunteer, complete a rigorous and comprehensive 40-hour OAG approved sexual assault advocate training provided by DARCC on a quarterly basis. In 2020, the advocacy team trained 165 community volunteers to provide hotline and hospital advocacy. These committed volunteers provided almost 17,000 hours of their time to support survivors. These advocates accompany survivors to the hospital to provide support and information during the forensic sexual assault exam at any time of the day or night. They also staff DARCCs 24-hour crisis hotline and stand ready to offer expert crisis intervention, information, and referrals if needed, including referrals to no-cost legal services. Advocates also provide clients with ongoing support services including a needs assessment, assistance with Crime Victim's Compensation and Texas VINE (Victim Information & Notification Everyday). In 2020, DARCC advocates were unable to respond to the hospital to provide in-person support for survivors receiving a forensic exam. However, they offered telehealth options and continued to provide crisis intervention via the 24-hour hotline.

IRS990/ProgSrvcAccomActy2Grp/Desc0Counseling - DARCC provides professional, trauma-informed counseling services to those impacted by any form of sexual violence (includes sexual abuse, assault, harassment, stalking, etc.), all at NO COST to the survivors or their loved ones. DARCCs clinical team is made up of licensed master's level counselors or interns under the supervision of licensed staff. Counseling services include short- and long-term individual, couple, family, and group counseling, and all services are guided by trauma-informed principles and techniques. The clinical team focuses on providing care to the whole person through the use of various counseling interventions. These include art therapy, mindfulness, EMDR, Cognitive Behavioral Therapy, and more. In 2020, DARCCs counseling team pivoted to provide all services using a telehealth platform to ensure that all survivors had uninterrupted access to counseling and support through the pandemic.

IRS990/ProgSrvcAccomActy3Grp/Desc0Outreach, Prevention, & Education - DARCC educators take vital information about topics such as sexual violence and harassment, bullying, and gender socialization into the schools and community to effect change in beliefs and behavior for the purpose of ending sexual violence. These skilled educators were confronted with the reality of the COVID-19 pandemic and the inability to engage with the community in ways we have for the past decade, frequently and face-to-face. They creatively shifted all of their education content to be virtual and utilized social media to reach out and educate the community even during lockdowns and social distancing. Included in these general information trainings is a special type of education called Primary Prevention. Primary Prevention education is the gold standard in preventing sexual violence and is approved as the best practice for prevention education by the CDC and the Department of Justice. It differs from the risk reduction model of the past, which places the responsibility on the potential victim to keep themselves safe. This type of education highlights certain beliefs and cultural norms within our society that can lead to sexual abuse and assault. DARCC is overwhelmed with requests for both community education and Primary Prevention presentations within the Metroplex, and these requests are expected to continue to multiply each year as the issue of sexual violence becomes more prevalent in the mainstream societal conversation.
