Board Review of the Form 990The KHS Board has governance responsibility for the engagement of independent auditors and acceptance of the audit report for KHS and all subsidiaries. The Keystone Human Services Audit Committee is established to provide management of the audit process and the Organization's system of internal controls. Internal Control is comprised of all policies and procedures designed to assure the integrity of financial and operational accountability. Financial accountability is comprised of policies and procedures relating to the financial management functions designed to assure that financial transactions which flow from the services provided are executed and reported in compliance with all applicable regulations. This includes that accounting records and related financial reports are accurate representations of the executed transactions.In accordance with the foregoing responsibility of the KHS Audit Committee and in compliance with the new Form 990 governance implicit recommendation, the Form 990 of each KHS entities will be reviewed prior to filing.Salary note regarding President and Officers:Benefits include accrued expense pursuant to IRS 457b and 457f deferred compensation retirement plans.Executive compensation is allocated to specific program areas pursuant to regulatory and/or contract caps on participation in executive compensation.

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Other KHSIMA Children and Family Centers in Tudora and Bacioi, MoldovaIn addition to providing administrative support to the C4A MD Program, KHSIMA services also include educational and social inclusion services to children and parents from vulnerable families in the villages of Tudora and Bacioi. Psychological and other services are also available to the parents of the children attending the Centers. KHSIMAs two Children and Family Centers are based on Keystones successful Head Start Center model, with program integration to address the specific needs of each community where these Centers are established. Established in 2004 in the village of Tudora, the Unity Center serves 40 children annually whose circumstances indicate an environment of extreme risk. In 2007, with financial support from the European Commission, a second Center opened its doors in the town of Bacioi, a suburb of the Capital of Chisinau. Named Dream, this Center annually serves 47 children. Education and Training Center in ChisinauThe recently purchased Keystone Moldova Education Center (secured with grant funds) will house Keystone Moldovas ongoing education program which has gained a strong reputation throughout the country. A lack of training and continuing education for disability specialists resulted in local government partnering with Keystone to fill this gap. Upon completion, Keystone Moldovas Education Center will be the only fully accessible meeting facility in Moldovas capital. As per the business plan, the facility is critical not only for Keystones mission, but it will also be marketable to other groups looking for accessible meeting space.

IRS990/Desc0Community for All MoldovaThrough the Community for All Moldova (C4A MD) initiative, KHSI is assisting the Moldavian government put into effect policies and practices regarding the rights of people with disabilities, in particular, focusing on the unjust institutionalization of children and adults with intellectual disabilities. Developed in collaboration with OSMHI, Soros Foundation Moldova, and the Moldavian Ministry of Labor, Social Protection and Families, the goal of this program is the closure of a long stay residential institution in Orhei, Moldova, and the development of community based services as the alternative to institutional care. Over the long term, this initiative is focused on creating a future of full societal inclusion for all children and adults with intellectual disabilities in Moldova. The Moldavian Government is allocating funds for the services developed by local public administrations with Keystone Moldovas support in annual national budget. To date, 122 children and adults have been moved from Orhei institution and an additional 46 individuals have been prevented from entering institutionalization with the support of the C4A MD team. Individuals have either been reunited with biological families, extended families, foster families or have moved into community homes.

IRS990/ProgSrvcAccomActy2Grp/Desc0KHSI provides the infrastructure from a programmatic and administrative standpoint to organize professionals in the field of human services in foreign countries to meet the needs of their citizens with disabilities. KHSI is the Founder of, and provides managerial oversight for, an international non-governmental organization (NGO), Keystone Human Services International Moldova Association (KHSIMA). KHSIMA develops programs to support children, adults and families living with intellectual and other mental disabilities in the Republic of Moldova. KHSIMA has an office in Chisnau, Moldova and files required regulatory financial reports, maintain bank accounts, and conduct general business affairs. The Founder does not have access to the subsidiary's bank accounts. KHSIMA receives funding through the pursuit of grants which are pursued in partnership with KHSI. Additionally, KHSI implements its own grant programs and provides consulting services in other countries outside of the United States including the Republic of India and the Republic of Kazakhstan.

IRS990/ProgSrvcAccomActy3Grp/Desc0Institutional Consultancy Through leveraged relationships based on Keystones continued participation and leadership in the area of disabilities in the Clinton Global Initiative (CGI), a proposal was submitted to the Rural India Supporting Trust that is intended to establish a values-based capacity building and leadership development institute for all of India in partnership with The Hans Foundation (THF), also a CGI member. The Institute would also work with theNational and Regional Governments of India on technical assistance, policy, regulations and legislation related to disability services.The Hans Foundation is a charitable trust created to endow not-for-profit organizations in India. Dennis W. Felty and key staff members traveled to India in February 2015 to meet with THF/RIST, learn about current resources for people with disabilities, identify leaders in the disability arena, and to explore how current services can be strengthened.KHSI also became a consultant for the UNICEF Kazakhstan to develop a roadmap for deinstitutionalization. Generated through a contract with UNICEF Kazakhstan, this award was a direct result of our work in Moldova to develop community-based systems that decreased admissions to institutions while promoting the community integration of over 120 children and adults.
