Mission and Program Overview

Mission

Keystone Human Services International (KHSI) is dedicated to advancing the Mission and Vision of Keystone Human Services (Parent) internationally. The struggle of children, adults and families living with mental health problems and/or intellectual disabilities is universal.

Major Activities

Activity 2
Keystone Foundation for Children and Families (Russia)Keystone Foundation for Children and Families (KFCF) focuses on support for children with disabilities and their families, as well as the thousands of children who languish in orphanages. Advocacy efforts highlight the importance of keeping children in the community and providing families with the necessary supports to promote a secure and meaningful life. Three psychologists working in Beslan, North Ossetia are funded annually. The psychological services provided are to children and families that were devastated by the terrorist attack at the school in Beslan. KFCF has been involved in several international internship grants. Keystone has become well respected in Russia and elsewhere through the organization's International Practical Trainee Program and professional exchange initiatives.

Open World Leadership Center, U.S. Library of CongressRussia Civic Hosting Program & Eurasian Countries Hosting ProgramThe Open World Program was established to enable emerging Russian leaders to gain firsthand exposure to the American system of democracy through visits to local governments and communities in the United States. The principles of accountability, transparency, and citizen involvement in government are among the concepts emphasized. This year, KHSI implemented another Open World grant, supporting the visit of a delegation from Russia. In May 2011, KHSI hosted 12 Russian professionals were hosted and focused on social issues/social services. Homestays are a centerpiece of the Open World experience and host families have been identified to provide this experience for the delegates. Training activities for this program will include visits to health care facilities, schools, homeless shelters, social service agencies, and NGOs focusing on the community's health, safety, and well-being. Delegations examine issues surrounding child welfare, elder care, disability rights, special education, and the prevention and treatment of infectious diseases and other medical conditions prevalent in Russia. Consultation to Community Based Rehabilitation Centers and Mobile Rehabilitation Teams in AzerbaijanKHSI has been awarded a third (continuation) grant from OSMHI to improve the professional capacities and services of Community Based Rehabilitation Centers (CBRCs) and Mobile Rehabilitation Teams (MRTs) in Azerbaijan. The project is focusing on early intervention services by providing consultation from specialists in speech therapy, occupational therapy, and child psychology as it pertains to children with autism, intellectual disabilities, and cerebral palsy. Deinstitutionalization Project in AzerbaijanA second project funded by OSMHI in Azerbaijan, the aim of this project is to provide a program of training, education, and technical assistance to the OSMHI-funded Social Services Initiative (SSI) Community for All - Azerbaijan (C4A-AZ) Deinstitutionalization Program. This consultation will be focused primarily on supporting the process of deinstitutionalization for people moving from the "Surahani Auxiliary Boarding School for Mentally and Physically Disabled Children - Number 7" in Azerbaijan.Activities for this consultation program include:Social Role Valorization (SRV)Person-centered PlanningPositive Behavioral Support (PBS) and other methods of clinical interventionOngoing distance-consultation (from U.S. and Moldova) provided over the term of the project to prepare for and follow on SRV, person-centered planning, and PBS trainings, as well as to address topics such as planning a summer camp for family/community reintegration and shared experiences between the Moldavian and Azeri teams.

IRS990/Description0Community for All MoldovaThrough the Community for All Moldova (C4A MD) initiative, funded by a grant from the Open Society Mental Health Initiative (OSMHI), KHSI is assisting the Moldavian government put into effect more innovative policies and practices regarding the rights of people with disabilities, in particular, focusing on the unjust institutionalization of children and adults with intellectual disabilities. Developed in collaboration with OSMHI, Soros Foundation Moldova, and the Moldavian Ministry of Labor, Social Protection and Families, the goal of this program is the closure of a long stay residential institution in Orhei, Moldova, and the development of comprehensive, coordinated, community based services as the alternative to institutional care. Over the long term, this initiative is focused on creating a future of full societal inclusion for all children and adults with intellectual disabilities in Moldova. During FY2011, the C4A MD Program opened its first community homes and by the end of the year three community homes in Hansca, Voloave, and Mitoc are in operation and serving individuals.Three foster care families have opened their homes to individuals from the Orhei institution.Mobile team services in Hincesti, Ialoveni, and Balti - more than 60 children with disabilities from villages with limited access to social services benefit now from these services. Five other rayons were selected to develop this service and are fully operational in Soroca, Edinet, Orhei, Leova, Chisinau, and Telenesti.Development of the pilot for inclusive education. Support is being offered to 23 children in preparation of the new academic year. Training is being conducted for teachers on assisting children with special educational needs.Joint Media Strategy GroupThis project, funded by the Health Media Initiative of the Open Society Foundations, is focused on increasing the population's awareness regarding disability issues, promoting the rights of persons with disabilities, fighting stigma and discrimination, and supporting the social inclusion of persons with disabilities. The Joint Media Strategy Group (JMSG) is a voluntary union of five NGOs that work with people with disabilities, and is focused on the development of common approaches and principles for the promotion of the social inclusion in the Republic of Moldova.The Joint Media Strategy Group have launched an awareness campaign that includes a radio series on the rights of people of disabilities, a supplement in a national newspaper, the development of a short video clip promoting the newly created foster care service, and the development of written success stories which are posted on the website.KHSIMA Children and Family Centers in Tudora and Bacioi, MoldovaIn addition to providing administrative support to the C4A MD Program, KHSIMA services also include educational and social inclusion supports to children and parents from vulnerable families in the villages of Tudora and Bacioi. Psychological services and other supports are also available to the parents of the children attending the Centers. KHSIMA's two Children and Family Centers are based on Keystone's successful Head Start Center model, with program integration to address the specific needs of each community where these Centers are established. Established in 2004 in the village of Tudora, the Unity Center serves 23 children annually whose circumstances indicate an environment of extreme risk. In 2007, with financial support from the European Commission, a second Center opened its doors in the town of Bacioi, a suburb of the Capital of Chisinau. Named Dream, this Center annually serves 35 children.

KHSI is the Founder of, and provides managerial oversight for two international non-governmental organizations (NGOs) which are organized to develop programs to support children, adults and families living with intellectual and other mental disabilities: Keystone Human Services International Moldova Association (KHSIMA) and Keystone Foundation for Children and Families (KFCF) in Russia.
