“Organization's process to review form 990 - the finance and audit committee is responsible for meeting annually with the foundation auditors to review the form 990. After review by this committee, the form 990 is distributed to the entire board of trustees in advance of a scheduled meeting of the full board. The foundation treasurer, or other member of the finance and audit committee who has met with the auditors, shall provide an overview of the document and respond to any questions posed by any trustee at the scheduled meeting. After a thorough review and satisfactory response to all questions posed, the chairman shall ask for a vote to accept the form 990 and to authorize the president and ceo to file with the internal revenue service.”
“Enforcement of conflicts policy trustees, staff and committee members are required to annually disclose, using a prescribed form, any organization with which they have a conflict of interest. A schedule of these conflicts is prepared and referenced throughout the year when action items are advanced. Abstentions are recorded in the meeting minutes for those with a conflict of interest.”

THE THREE LARGEST CAPACITY-BUILDING GRANTS AWARDED IN 2020 WERE $200,000 TO CASA FOR KIDS FOR A MARKETING/DEVELOPMENT INITIATIVE, $200,000 TO THE CHARLEROI PUBLIC LIBRARY FOR FACILITY IM-PROVEMENTS, AND $300,000 TO THE WASHINGTON HEALTH SYSTEM FOR TECHNOLOGY.TO HELP CELEBRATE OUR 25TH ANNIVERSARY IN 2020, THE FOUNDATION CONDUCTED A SPECIAL CHARITY OF EXCELLENCE INITIATIVE WHICH RESULTED IN UNRESTRICTED GRANTS OF $150,000 TO 25 LOCAL CHARITIES. BLUEPRINTS RECEIVED THE TOP GRANT OF $25,000 AND THE WASHINGTON AREA HUMANE SOCIETY RECEIVED $10,000. THE FOLLOWING CHARITIES RECEIVED GRANTS OF $5,000 EACH: BRAD-FORD HOUSE HISTORICAL ASSOCIATION, CASA FOR KIDS, DOMESTIC VIOLENCE SERVICES SWPA, DONORA PUBLIC LIBRARY, DRESS FOR SUCCESS, FRIENDS OF CANONSBURG TOWN PARK, GENESIS, LEMOYNE COMMUNITY CENTER, LITERACY COUNCIL OF SWPA, LITTLE LAKE THEATRE, LOW COST SPAY NEUTER, MEALS ON WHEELS @ THE CROSSROADS, MON VALLEY YMCA, MON VALLEY YOUTH & TEEN ASSOCIATION, MONONGAHELA VALLEY HOSPITAL, PENNSYLVANIA TROLLEY MUSEUM, PRESBYTERIAN SENIORCARE NETWORK, SOUTHWESTERN PA LEGAL SERVICES, CARE CENTER, TRPIL, VILLAGE OF FPC, WASHINGTON HOSPITAL, AND THE WASHINGTON SYMPHONIC ORCHESTRA.GRANTS OF $130,000 WERE AWARDED TO LOCAL FIRST RESPONDER ORGANIZATIONS INCLUDING VOLUNTEER FIRE DEPARTMENTS AND EMER-GENCY MANAGEMENT ORGANIZATIONS. GRANTS OF $45,000 WERE AWARDED TO PUBLIC SCHOOL DISTRICTS TO PURCHASE TECHNOLOGY AND OTHER MATERIALS. POST-SECONDARY SCHOLARSHIPS TOTALING $327,000 WERE AWARDED TO LOCAL STUDENTS, THE LARGEST OF WHICH WAS $72,000 TO A SINGLE STUDENT. SCHOLARSHIPS OF $198,000 WERE AWARDED TO FINANCIALLY-NEEDY FAMILIES FOR STUDENTS AT-TENDING ONE OF SEVERAL PRIVATE K-12 EDUCATIONAL INSTITUTIONS IN THE AREA.IN ADDITION TO GRANT-MAKING FUNDS WHOSE SPECIFIC CHARITABLE PURPOSES WERE DEFINED BY THE DONORS AT THE TIME THE FUNDS WERE CREATED, THE FOUNDATION ALSO MANAGES FIVE PERMANENT POOLED GRANT-MAKING FUNDS, WITH CONTRIBUTIONS RECEIVED BY MULTIPLE DONORS WHO SHARE A COMMON CHARITABLE INTEREST. CONTRIBUTIONS RECEIVED ON WCCF GIVES DAY ARE INCREASED BY A PERCENTAGE OF A $100,000 BONUS POOL. THE WCCF DOES NOT CHARGE ANY FEES TO THE CHARITIES OR TO THE DONORS TO FACILITATE WCCF GIVES. WCCF GIVES 2020 RESULTED IN GRANTS OF MORE THAN $1,300,000 TO LOCAL CHARITIES.IN 2020 THE FOUNDATION CREATED THE CLOSE TO HOME DISASTER & EMERGENCY FUND TO PROVIDE GRANTS TO HUMAN SERVICE OR-GANIZATIONS AND OTHER NONPROFITS SERVING WASHINGTON COUNTY, IN RESPONSE TO LOCAL DISASTERS AND EMERGENCIES. GRANTS OF $503,000 WERE ISSUED FROM THE FUND WHICH ADDRESSED IMMEDIATE NEEDS, SHORT-TERM NEEDS, AND LONG-TERM NEEDS RELATED TO THE COVID-19 VIRUS. THE GREATER WASHINGTON COUNTY FOOD BANK RECEIVED $135,000 FROM THE CLOSE TO HOME FUND, THE LARGEST AMOUNT AWARDED TO ANY CHARITY.THE FOUNDATION ALSO ADMINISTERS THE HEART OF GIVING STORYBOOK PROJECT WHICH SEEKS TO EDUCATE THE COMMUNITY ABOUT THE IMPORTANT WORK BEING DONE BY CHARITIES IN WASHINGTON COUNTY. STORIES, WHICH ARE OFTEN WRITTEN BY FOUNDATION VOL-UNTEERS, ARE INCLUDED ON A DESIGNATED WEBSITE OF THE FOUNDATION, AND ARE SHARED IN VARIOUS PRINTED AND ELECTRONIC PUBLI-CATIONS.
