“Organization's process to review form 990 - the finance and audit committee is responsible for meeting annually with the foundation auditors to review the form 990. After review by this committee, the form 990 is distributed to the entire board of trustees in advance of a scheduled meeting of the full board. The foundation treasurer, or other member of the finance and audit committee who has met with the auditors, shall provide an overview of the document and respond to any questions posed by any trustee at the scheduled meeting. After a thorough review and satisfactory response to all questions posed, the chairman shall ask for a vote to accept the form 990 and to authorize the president and ceo to file with the internal revenue service.”
“Enforcement of conflicts policy trustees, staff and committee members are required to annually disclose, using a prescribed form, any organization with which they have a conflict of interest. A schedule of these conflicts is prepared and referenced throughout the year when action items are advanced. Abstentions are recorded in the meeting minutes for those with a conflict of interest.”
“Compensation process for top official - the president/ceo's annual review shall be conducted by the chairman of the board in the fourth quarter of each year in consultation with the executive committee, using the established ceo perfomance appraisal form. The annual appraisal, in conjunction with the salary tables published by the council on foundations and a comparison of salaries for similar positions at local not-for-profits, shall be the basis for consideration of any salary changes. Compensation process for officers - all salary changes for foundation staff must be approved by the board of directors.”

FOUNDATION DONORS WITH DONOR ADVISED FUNDS HAVE ALSO EMBRACED THE CONCEPT OF CAPACITY-BUILDING GRANT-MAKING. IN 2024, 41 CAPACITY-BUILDING GRANTS RANGING FROM $1,000 TO $100,000 AND TOTALING $659,400 WERE ISSUED. FINANCIAL PROCESS IMPROVEMENT, COMMUNICATIONS, AND DATA MANAGEMENT ARE FUNDING PRIORITIES, BUT GRANTS ARE ALSO ISSUED FOR FACILITY IMPROVEMENTS, PROGRAM EXPANSION AND TECHNOLOGY. GRANTS TOTALING $213,552 WERE AWARDED TO LOCAL FIRST RESPONDER ORGANIZATIONS THAT INCLUDED POLICE & FIRE DEPARTMENTS, EMS AND SWAT TEAMS. POST-SECONDARY SCHOLARSHIPS OF $134,000 WERE AWARDED TO LOCAL STUDENTS FURTHERING THEIR EDUCATION. ADDITIONALLY, JUST OVER $213,000 WAS AWARDED TO LOCAL STUDENTS ENROLLED IN PRIVATE K-12 SCHOOLS WHO DEMONSTRATED FINANCIAL NEED. |

FOR YEARS WE HAVE HOSTED FREE EDUCATIONAL SESSIONS FOR LOCAL NONPROFITS ON A VARIETY OF TOPICS IMPACTING THE SECTOR. WHILE WE HAD BEEN PLEASED WITH THE RESULTS OF THOSE SESSIONS, WE KNEW THAT A MORE COMPREHENSIVE EDUCATIONAL PROGRAM WAS NEEDED. IN RESPONSE, WE DEVELOPED THE COMMUNITY PILLARS PROGRAM WHICH PROVIDES IN-DEPTH EDUCATIONAL SESSIONS ON SIX BROAD TOPICS: MISSION, STRATEGY & EVALUATION; GOVERNANCE & LEADERSHIP; LEGAL COMPLIANCE & ETHICS; FINANCE & OPERATIONS; FUNDRAISING & RESOURCE DEVELOPMENT; AND PUBLIC AWARENESS & ADVOCACY. THE PILLARS PROGRAM WAS MODELED AFTER AN ACCREDITATION TOOL OF THE PENNSYLVANIA ASSOCIATION OF NONPROFIT ORGANIZATIONS, A LEADING AUTHORITY ON NONPROFIT GOVERNANCE AND MANAGEMENT. THE PILLARS PROGRAM CONVENED ITS SECOND ANNUAL CLASS IN THE FALL OF 2024 WITH A 25% INCREASE IN ENROLLMENT OVER LAST YEAR. LAUNCHED IN 2023, WCCF HOSTS THE COMMUNITY SNAPSHOT WEBSITE WHICH SERVES AS A COMMUNITY NEEDS ASSESSMENT TOOL FOR BOTH CHARITIES AND DONORS. INFORMATION GLEANED FROM OUR RESEARCH, FOCUS GROUPS AND ANNUAL SURVEY IS CONTINUOUSLY ACCESSIBLE TO ALL COMMUNITY MEMBERS. ON COMMUNITY SNAPSHOT, NONPROFITS HAVE THE ABILITY TO SPECIFY THEIR INDIVIDUAL NEEDS WHICH IS A COMPONENT UNIQUE TO OUR WEBSITE. THE RESULT IS A CENTRALIZED LOCATION TO LEARN ABOUT BROAD COMMUNITY NEEDS, AS WELL AS THE SPECIFIC NEEDS OF LOCAL NONPROFITS PROVIDING VALUABLE SERVICES IN OUR COMMUNITY. OUR DONORS HAVE QUICKLY EMBRACED THIS TOOL AND HAVE DIRECTED MORE THAN $100,000 IN GRANTS FROM DONOR ADVISED FUNDS TO NEEDS IDENTIFIED ON THE COMMUNITY SNAPSHOT WEBSITE. ANNUALLY, THE FOUNDATION HOSTS A GIVING EVENT, WCCF GIVES, WHICH IS CONDUCTED OVER SEVERAL MONTHS. COMMUNITY GIVING BEGINS ON JUNE 1 WITH CHECK CONTRIBUTIONS AND CONCLUDES ON A DESIGNATED DAY IN SEPTEMBER WHEN CREDIT CARD CONTRIBUTIONS ARE ALSO ACCEPTED FROM 8 A.M. TO 8 P.M. VIA A DEDICATED WEBSITE. THE WCCF DOES NOT CHARGE ANY FEES TO CHARITIES OR DONORS TO PARTICIPATE IN WCCF GIVES AND ANNUALLY SECURES A BONUS POOL TO ENCOURAGE GIVING. CUMULATIVELY, OVER $13,750,000 IN GRANTS HAS BEEN ISSUED THROUGH WCCF GIVES. |
