Mission

The West Side Community Organization sustains the people of the West Side to build community power and to advance a more just and equitable community. WSCO also serves as the planning council for Saint Paul's District 3 (zip code 55107). WSCO envisions a just, united, self-reliant West Side where all of our people are connected, safe, healthy, and successful.

The West Side Community Organization (WSCO) powers the people of the West Side to work together to create a vibrant, thriving neighborhood for all.

Community Engagement & Leadership Development: WSCO launched the West Side Leadership Program in 2014: this program built a sustainable base of resident leaders from historically underrepresented communities on the West Side to carry-out transportation, food justice/health equity, and arts-related programming to improve the quality of life on the West Side. This work continued through 2015, and resulted in the following successes: * Transit-focused West Side Leadership Program members co-created the design and focus of Bike, Walk, Roll event, intended to build awareness of and start action toward bringing the community's vision around multimodal mobility and transportation to life. The event was held in June 2015. Forty-five West Siders attended the event, which involved walking, biking, or using transit to visit several sites across the neighborhood where cultural interpreters told stories about the West Side's history and assets. Those who completed the full tour were entered into a drawing for prizes donated by local businesses. Twenty attendees signed up to learn more about how to further transit issues on the West Side. * On July 25, 2015, the second annual Art on the Avenue took place on Smith Avenue on the West Side, and was visited by about 500 people. The event included 75 artists, nine of whom received a mini-grant and support from WSCO's partnership with Springboard for the Arts. Participating artists were diverse in culture, age, and stage in their artistic journey. The collaboration between cohort participants, businesses, and community stakeholders (schools, other nonprofits and service providers) under the Art on the Avenue event resulted in a positive economic development outcome: a vacant commercial space on Smith Avenue that agreed to serve as a gallery space during the event, signed a contract with its artist to permanently become a new home for Electric Machete, "a Twin Cities collective of artists and community organizers," who focus specifically on Latino and indigenous identity. * Throughout 2015 WSCO continued its collaboration, partnership, and fiscal sponsorship of Growing West Side, "a grassroots collaborative that cultivates opportunities to learn, to access locally grown food and to build authentic connections with neighbors to create a vibrant, thriving West Side community." Growing West Side now fully manages the West Side Farmer's Market and has developed further capacity around community education classes for growing food, composting, and soil improvements. Further, they have established a local seed library at Riverview Library. In fall of 2015, WSCO and its leadership cohort brought the partners (Growing West Side, Youth Farm, Humboldt Secondary School, Open World Learning School and Neighborhood Development Alliance) together to discuss ideas for management, use, and programming of a vacant lot envisioned as an urban farm/community garden. An application to secure a matching grant form the City of Saint Paul's STAR program was submitted.$0$70,124
Community Planning & Advocacy: As one of the City of Saint Paul's District Council partners, WSCO provides recommendations on building permits and variances to the Saint Paul Planning Commission, writes letters of support on behalf of community groups and businesses for projects and events that align with our mission, and weighs in on funding allocation decisions, such as the Capital Improvement Budget process. This work is led by West Side residents who meet monthly in our Riverfront Development and Land Use Committee (RDLU) In 2015, WSCO's RDLU Committee was integral in representing the voices in community planning decisions. For example, RDLU committee submitted letters and publicly testified in opposition to changes proposed to the West Side Flats Master Plan, a community-led land use and design document first adopted as an addendum to the Saint Paul Comprehensive Plan in 2001, and later revised. The final plan was adopted in June 2015, and while some concessions were made with regard to the proposed street grid, most of the vision community put forward remained. WSCO also reviewed several site plans for proposed mixed use development on the West Side Flats, again ensuring that the key design principles of the community were considered. We also hosted a community forum with regard to a specific Conditional Use Permit application for chemical storage expansion for a private business in the Southport Terminal, a barge channel operating on the Mississippi River. This dialogue lifted the concerns of residents, schools and churches nearby, and brought new scrutiny to the industrial zoning areas adjacent to residential areas.$0$42,074
Economic Development and Community Wealth-Building: In the fall of 2015, WSCO worked with the City of Saint Paul and Ramsey County Workforce Solutions to begin developing a West Side Entrepreneur and Business Expo event to take place in Spring in 2016. This work is, in part, trying to fill an organizing and service gap left when the Riverfront Economic Development Association folded in 2007. In 2015, we began partner and stakeholder outreach, and defined goals for the Expo event and working going forward.$0$28,049

IRS990EZ/ProgramSrvcAccomplishmentGrp/DescriptionProgramSrvcAccomTxt0Community Planning & Advocacy: As one of the City of Saint Paul's District Council partners, WSCO provides recommendations on building permits and variances to the Saint Paul Planning Commission, writes letters of support on behalf of community groups and businesses for projects and events that align with our mission, and weighs in on funding allocation decisions, such as the Capital Improvement Budget process. This work is led by West Side residents who meet monthly in our Riverfront Development and Land Use Committee (RDLU) In 2015, WSCO's RDLU Committee was integral in representing the voices in community planning decisions. For example, RDLU committee submitted letters and publicly testified in opposition to changes proposed to the West Side Flats Master Plan, a community-led land use and design document first adopted as an addendum to the Saint Paul Comprehensive Plan in 2001, and later revised. The final plan was adopted in June 2015, and while some concessions were made with regard to the proposed street grid, most of the vision community put forward remained. WSCO also reviewed several site plans for proposed mixed use development on the West Side Flats, again ensuring that the key design principles of the community were considered. We also hosted a community forum with regard to a specific Conditional Use Permit application for chemical storage expansion for a private business in the Southport Terminal, a barge channel operating on the Mississippi River. This dialogue lifted the concerns of residents, schools and churches nearby, and brought new scrutiny to the industrial zoning areas adjacent to residential areas.
IRS990EZ/ProgramSrvcAccomplishmentGrp/DescriptionProgramSrvcAccomTxt1Community Engagement & Leadership Development: WSCO launched the West Side Leadership Program in 2014: this program built a sustainable base of resident leaders from historically underrepresented communities on the West Side to carry-out transportation, food justice/health equity, and arts-related programming to improve the quality of life on the West Side. This work continued through 2015, and resulted in the following successes: * Transit-focused West Side Leadership Program members co-created the design and focus of Bike, Walk, Roll event, intended to build awareness of and start action toward bringing the community's vision around multimodal mobility and transportation to life. The event was held in June 2015. Forty-five West Siders attended the event, which involved walking, biking, or using transit to visit several sites across the neighborhood where cultural interpreters told stories about the West Side's history and assets. Those who completed the full tour were entered into a drawing for prizes donated by local businesses. Twenty attendees signed up to learn more about how to further transit issues on the West Side. * On July 25, 2015, the second annual Art on the Avenue took place on Smith Avenue on the West Side, and was visited by about 500 people. The event included 75 artists, nine of whom received a mini-grant and support from WSCO's partnership with Springboard for the Arts. Participating artists were diverse in culture, age, and stage in their artistic journey. The collaboration between cohort participants, businesses, and community stakeholders (schools, other nonprofits and service providers) under the Art on the Avenue event resulted in a positive economic development outcome: a vacant commercial space on Smith Avenue that agreed to serve as a gallery space during the event, signed a contract with its artist to permanently become a new home for Electric Machete, "a Twin Cities collective of artists and community organizers," who focus specifically on Latino and indigenous identity. * Throughout 2015 WSCO continued its collaboration, partnership, and fiscal sponsorship of Growing West Side, "a grassroots collaborative that cultivates opportunities to learn, to access locally grown food and to build authentic connections with neighbors to create a vibrant, thriving West Side community." Growing West Side now fully manages the West Side Farmer's Market and has developed further capacity around community education classes for growing food, composting, and soil improvements. Further, they have established a local seed library at Riverview Library. In fall of 2015, WSCO and its leadership cohort brought the partners (Growing West Side, Youth Farm, Humboldt Secondary School, Open World Learning School and Neighborhood Development Alliance) together to discuss ideas for management, use, and programming of a vacant lot envisioned as an urban farm/community garden. An application to secure a matching grant form the City of Saint Paul's STAR program was submitted.
IRS990EZ/ProgramSrvcAccomplishmentGrp/DescriptionProgramSrvcAccomTxt2Economic Development and Community Wealth-Building: In the fall of 2015, WSCO worked with the City of Saint Paul and Ramsey County Workforce Solutions to begin developing a West Side Entrepreneur and Business Expo event to take place in Spring in 2016. This work is, in part, trying to fill an organizing and service gap left when the Riverfront Economic Development Association folded in 2007. In 2015, we began partner and stakeholder outreach, and defined goals for the Expo event and working going forward.
