Governance Explanations

Form 990, Part VI, Section B, Line 11

A copy of the form 990 is provided to the organization's governing body before being filed. The form 990 is reviewed by the vice president of finance and the president before being filed.

Form 990, Part VI, Section B, Line 12C

Due to the nature of the small, close-knit community of sitting bull college, the president and cfo are aware of any conflicts of interest that could arise at any time during the year. The full board, president and cfo monitor it on a continual basis and discuss with the full board any potential conflicts that arise during the year.

Form 990, Part VI, Section B, Line 15

The full board participates in the evaluation of the college president and determines the compensation based upon performance and their knowledge of comparable positions at comparable colleges. The compensation of the other college employees are determined during the development of the annual budget that is reviewed and approved by the full board of directors. Annual increases are limited to cost of living with a performance adjustment.

Form 990, Part VI, Section C, Line 18

The organization makes its 990 and 990-t available to the public upon request.

Form 990, Part VI, Section C, Line 19

The organization keeps its governing documents, conflict of interest policy and financial statements on their website.

Form 990, Part III, Line 3

Native american scenic byway: the best byways in america july 2015 - the native american scenic byway has been included by men's journal magazine as one of the best byways in america. Men's journal is a lifestyle magazine focused on outdoor recreation and environmental issues as well as other topics geared toward active and adventurous lifestyles. The native american scenic byway includes a collection of roadways throughout the crow creek, lower brule, cheyenne river and standing rock reservations in south and north dakota. These roadways have been designated by the united states department of transportation as being diverse and distinct. There are only 150 roads that have been designated as america's byways. Sitting bull college is the byway organization for the standing rock segment. Bismarck, n.d. - the north dakota department of commerce announced a $959,462 tribal college grant for sitting bull college located in fort yates, n.d. The grant will support efforts to develop a basic and advanced heavy equipment operator program through the purchase of a fleet of equipment. The legislature authorized $3 million in workforce development grants for tribally controlled community colleges. The grants support degree- or certificate-granting programs that qualify students to earn highly recruited jobs in the state. Dr. Vermillion, president of sitting bull college stated, "sitting bull college is extremely excited and appreciative to be awarded a tribal college grant in the amount of $959,462. The opportunity for our students to learn hands-on heavy equipment training will open career doors of opportunity as well as fill the need for heavy equipment operators within the state. It is a win-win for the state and our students."

FA-14 THERE WERE 30 STUDENTS IN THE ASSOCIATES DEGREE PROGRAM & SP-15 THERE WERE 25 ENROLLED, ALL OF WHOM ARE ADVISED BY THREE DIFFERENT ADVISORS. AS ADVISORS, WE TRY TO HAVE STUDENTS MAJOR IN ANOTHER DEGREE PLAN BY THE END OF THEIR 2ND SEMESTER. REVIEWALL STUDENTS IN THE BACHELOR OF SCIENCE IN GENERAL STUDIES DEGREE PROGRAM TAKE THE HUM 497 CAPSTONE COURSE FOR ONE CREDIT TO GATHER ASSESSMENT DATA. THE FACULTY OF RECORD FOR THIS CLASS DELIVERS THE COURSE INDEPENDENT STUDY ON MYSBC. THIS HAS BEEN AN ISSUE IN PROFESSIONALISM WITHIN THE CAPSTONE. FOR EXAMPLE, STUDENTS PRESENTING THEIR FINAL RESEARCH DID NOT DRESS UP, SEEMED TO BE A LITTLE MORE CASUAL ABOUT THE PROCESS, AND DO NOT SEEM TO UNDERSTAND THE GRAVITY OF THEIR PRESENTATION. THE FACULTY OF RECORD WILL MEET WITH STUDENTS TWICE DURING THE SEMESTER TO HELP FACILITATE COURSE OUTCOMES. THE AA GENERAL STUDIES DEGREE ADDED A ONE CREDIT CAPSTONE COURSE TO HELP ASSIST IN GATHERING ASSESSMENT DATA. ONE STUDENT WAS ON THE OLD DEGREE PLAN, SO SHE STILL HAS NOT TAKEN THE CAPSTONE COURSE OR COMPLETED ASSESSMENT DATA. AGAIN, STUDENTS WILL NEED TO MEET WITH THE INSTRUCTOR FACE TO FACE TWO TIMES THROUGHOUT THE SEMESTER TO TALK ABOUT ISSUES AND GO THROUGH MATERIALS AND PROFESSIONALISM REQUIREMENTS. ACTIONSFACULTY OF RECORD WILL MEET AT LEAST TWICE A SEMESTER WITH ALL CAPSTONE COURSE STUDENTS (297 & 497). MORE CONVERSATION IN THE DEPARTMENT WILL BE HELD ON HOW TO ASSESS STUDENTS IN THE BEGINNING, MIDDLE, AND END OF THE DEGREE PLAN WITH EASE. 2. BUSINESS ADMINISTRATIONSTATISTICS:THERE WERE ON AVERAGE 25 STUDENTS ENROLLED AT THE ASSOCIATE AND 10 AT THE BACHELOR LEVEL IN BUSINESS ADMINISTRATION FOR THE 2014-2015 ACADEMIC. REVIEW:-MANY OUTCOMES CONTAIN MULTIPLE OBJECTIVES WHICH DO NOT CURRENTLY ALIGN WITH THE ADMINISTRATION OF THE PROGRAM'S CURRENT CURRICULUM. -THERE IS LACK OF AN APPROPRIATE NUMBER OF ASSESSMENT TOOLS ATTACHED TO THE MAJORITY OF PROGRAMS OUTCOMES. -THE BUSINESS AND MARKETING PLAN RUBRICS NEED TO BE REVIEWED. -ASSESSMENT MEASUREMENT TOOLS ARE VAGUE AND DO NOT EFFECTIVELY MEASURE THE CURRENT PROGRAM OBJECTIVES IN SOME CASES. -STUDENTS LACK A PROPER UNDERSTANDING OF THE OUTLINE PROCESS OF THE CREATION OF AN APA PAPER. -COMMUNICATION WITH ADJUNCTS IS STILL A CHALLENGE FOR THE DEPARTMENT AND HAS CONSISTENTLY BEEN A PROBLEM FOR THE DEPARTMENT FOR THE LAST FEW YEARS. ACTIONS: PROGRAM OUTCOMES NEED TO BE REVALUATED AND RESTRUCTURED TO ENSURE STUDENTS ARE BEING PREPARED FOR BUSINESS CAREERS. -ONCE PROGRAM OUTCOMES HAVE BEEN CLARIFIED THE DEPARTMENT WILL WORK TOWARDS THE CREATION OF AN OVERALL CURRICULUM MAP WHICH ADDRESSES HOW OUTCOMES WILL BE MET BY THE COURSES OFFERED WITHIN THE PROGRAMS. -THE BUSINESS PLAN AND MARKETING PLAN RUBRICS WILL BE REVALUATED AND ALIGNED WITH NEW PLANNING WEBSITES AND TEXTBOOKS. -REQUIRE OUTLINES FOR ALL APA PAPERS. -CREATE A TRAINING PROGRAM FOR ADJUNCTS WHICH FOCUSES ON COURSE ASSESSMENT AND USE OF MY SBC.-DEVELOP A METHOD OF EVALUATING ADJUNCT PERFORMANCE. -CREATE AN ADJUNCT INSTRUCTOR DATABASE. -FURLOUGH THE CERTIFICATE OF ENTREPRENEURSHIP AND A.S. DEGREE DUE TO LIMITED ENROLLMENT WHICH WAS MADE EVIDENT BY THE PROGRAM REVIEW. 3. NURSINGTHE FACULTY AND STUDENTS FOR THE DIVISION OF NURSING ASSESSMENT COMMITTEE REVIEWED THE ASSESSMENT AND PROGRAM DATA FOR THE 2013-2014 ACADEMIC YEAR ON 5 MAY 2015.
