The 990 will be reviewed by management and the ics board.

Form 990, Part VI, Section B, Line 12C

A conflict of interest policy relating specifically to receiving program benefits is issued annually to all staff and board members. A signature is not required to be kept on file. Direct managers, executive director, and human resources are all responsible for enforcing the conflict of interest policy. For conflicts of interest related to property ownership of a unit that is assisted by the program: conflicts of interest must be eliminated by: 1. The attainment by ics of the appropriate waiver(s) from any and all pertinent agencies; 2. The employee divesting him/herself of the ownership of the property; 3. The termination of the employee's employment with ics. 4. The employee voluntarily for conflicts of interest related to family relationships with program participants: conflicts of interest must be eliminated by at least the following: 1. The attainment by ics of the appropriate waiver(s) from any and all pertinent agencies; 2. The employee removing him/herself from the relationship; or 3. The termination of the employee's employment with ics. For conflicts of interest related to personal relationships in the workplace: the parties involved will be given the opportunity to apply for another internal position if one is available. If no position is available, either or both parties may resign from employment or ics will make the employment status decision. Up to 30 calendar days will be allowed for this process. Ics reserves the right to make any and all hiring or termination decisions at any time when a conflict or the potential for conflict arises because of a personal relationship.

Form 990, Part VI, Section B, Line 15

The chairman of the board, along with the board of directors, prepare the annual salary of the executive director based upon annual increases and comparability to other midsize nonprofit organizations. The executive director, along witht eh senior accountant, prepare the annual budget every summer/fall to determine an overall salary increase. Research of comparable positions are conducted (primarily borown county wages) and analyzed to ics's salaries. If applicable, wages are adjusted to market. Managers decide wage increases for their direct reports based upon the total amount of dollars the managers are assigned by the program. The process described here was last completed in 2024.

Financial Statement Notes

PART IV, LINE 2B:

The account exists for the family self-sufficiency (fss) clients. Ics will establish an account for fss clients. As the clients improve their income, this dynamic will lower their respective monthly assistance. The difference between the clients old rental assistance payments and the new payments, based on the client's increased income, is then deposited into the fss escrow account which earns interest. Once the client(s) graduate from fss, the clients are entitled to their amount in the escrow account.

THROUGHOUT 2024, THE PROGRAM SUPPORTED AN AVERAGE OF 68 PARTICIPANTS PER MONTH, WITH 4 GRADUATING FROM THE PROGRAM FOR MEETING THEIR ESTABLISHED GOALS. THESE GRADUATES TOOK WITH THEM A SAVINGS ACCOUNT THAT WAS HELD BY ICS DURING THEIR PARTICIPATION AND GREW MONTHLY AS PARTICIPANTS INCREASED THEIR EARNED INCOME. THE HOMEOWNERSHIP PROGRAM - ANOTHER PROGRAM WITHIN THE LARGER HOUSING CHOICE VOUCHER PROGRAM - SUPPORTED AN AVERAGE OF 39 PARTICIPANTS EACH MONTH WHO WERE ABLE TO PURCHASE THEIR OWN HOME AND RECEIVE MORTGAGE ASSISTANCE FROM THE PROGRAM.
