Par's mission is to strengthen the capacity of its members to provide person-centered services to pennsylvanians with intellectual disability and/or autism.

Governance Explanations

Form 990, Part VI, Section A, Line 1

The executive committee is made up of the four officers, the immediate past chair, and up to three at-large board members. Members of the executive committee have the authority to act on behalf of the full board during emergencies.

Form 990, Part VI, Section A, Line 6

The association is made up of member organizations that provide services to individuals with intellectual disability and individuals living with autism, and associate members. These members have no ownership in the association.

The provider membership elects the governing board of directors.

Form 990, Part VI, Section A, Line 7B

There are two decisions that must be approved by the membership - the election of representatives to the governing body, and the approval for revisions to the association's by-laws.

Form 990, Part VI, Section B, Line 11B

The president/ceo performs the initial review of the 990. It is then distributed to and reviewed by the board of directors who approves the return before it is filed with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

The operations and member services manager monitors the conflict of interest policy. Annually board members must complete and update signed conflict of interest forms. New officers and board members are required to complete a conflict of interest form upon joining the organization.

Form 990, Part VI, Section B, Line 15A

The executive committee has been authorized by the board of directors to act as the compensation committee when reviewing and establishing the compensation of the association's president/ceo, the compensation committee determines the ceo's compensation package and informs the board of directors of its action. The board of directors is provided the details of the package. It may then choose to vote its acceptance of the report or simply receive the report as information for the record. To determine the ceo's salary, par follows the rebuttable presumption process. Par uses market research and compensation studies to help determine the ceo's salary.

PAR ADVOCATES FOR EFFECTIVE EVIDENCE-BASED POLICIES, PRACTICES AND QUALITY FRAMEWORKS TO ENSURE THAT ESSENTIAL SERVICES FOR INDIVIDUALS WILL BE AVAILABLE THROUGHOUT THEIR LIFESPAN. PAR HELPS EMPOWER INDIVIDUALS AND FAMILIES WHO RECEIVE SERVICES AND ALSO THOSE WHO ARE WAITING TO RECEIVE SERVICES THROUGH INFORMATION EXCHANGE, PARTNERSHIP COALITIONS, PAR'S FACEBOOK AND TWITTER, AS WELL AS THROUGH AN ONLINE ACTION CENTER (VOTERVOICE).PAR ASSUMED THE LEADERSHIP ROLE IN WORKING WITH THE PA STATE GOVERNMENT TOWARD MORE RESPONSIBLE RULES AND REGULATIONS THAT GOVERN SERVICES FOR PEOPLE WITH INTELLECTUAL DISABILITY OR AUTISM THROUGH AN EXTENSION TO OUR SETTLEMENT AGREEMENT WITH THE STATE TO THE BENEFIT OF SERVICES TO INDIVIDUALS WITH DISABILITIES AND THEIR FAMILIES. PAR CONVENED NUMEROUS STAKEHOLDER GROUPS TO ADVISE AND REVIEW FIVE SETS OF REGULATIONS THAT WILL REPLACE REGULATIONS THAT WERE HARMFUL TO THE CITIZENS OF PA. THE REGULATORY PACKAGE OF APPROXIMATELY 1000 PAGES INCLUDING PREAMBLE RESULTED AFTER SIGNIFICANT EDITING BY THE STATE BASED ON COMMENTS AND RECOMMENDATIONS. OVER HALF OF PAR'S NUMEROUS RECOMMENDATIONS WERE ACCEPTED IN THE FINAL FORM REGULATIONS.PAR DEVELOPED AND COORDINATED A CAMPAIGN TO RAISE AWARENESS FOR THE WORKFORCE CRISIS OCCURRING IN PENNSYLVANIA. IN THE AUTISM AND INTELLECTUAL DISABILITY FIELD, OVER 13,000 DIRECT SUPPORT PROFESSIONAL (DSP) WORKERS ARE LEAVING THE FIELD ANNUALLY TO FIND BETTER PAYING JOBS, WHICH HAS DEVASTATING EFFECTS ON PEOPLE WHO DEPEND ON DSPS FOR THEIR DAILY SUPPORT. PAR'S INITIATED A WAGE STUDY, CONDUCTED WITH 6 OTHER ASSOCIATIONS, WHICH SHOWED ALMOST 6,000 VACANCIES ARE UNFILLED EACH DAY WITH WORKERS BEING SOUGHT FROM TEMPORARY AGENCIES OR EXISTING WORKERS BEING REQUIRED TO DO OVERTIME BECAUSE OF THE VULNERABILITY OF THE INDIVIDUALS WHO CANNOT BE LEFT WITHOUT SUPPORT. THIS BECAUSE OF INSUFFICIENT STATE RATES. THE STATE AND FEDERAL MEDICAID ARE THE SOLE FUNDERS OF THESE SERVICES.PAR CONDUCTED A CALLING CAMPAIGN TO PENNSYLVANIA'S GOVERNOR IN WHICH APPROXIMATELY 10,000 PEOPLE FROM ALL OVER THE STATE CALLED IN TO HIS OFFICE AND ASKED HIM TO INCLUDE FUNDING FOR DSP WAGES IN THE FY18/19 PA BUDGET. PAR ALSO CONDUCTED A CALLING CAMPAIGN TO PA LEGISLATORS TO ASK THEM TO ADD FUNDING FOR DSP WAGES TO THE PA BUDGET.PAR HAS CONTINUED TO MAINTAIN AND DEVELOP WWW.FIXTHEDSPCRISIS.COM WITH UP TO DATE INFORMATION AND CALLS TO ACTION. THE WEBSITE HOUSES A 9-MINUTE VIDEO ENTITLED "FIX THE DSP CRISIS" WHICH PAR CREATED. THE VIDEO FEATURED DIRECT SUPPORT PROFESSIONALS, A MOTHER AND HER SON AND OTHER INDIVIDUALS WITH DISABILITIES.PAR WORKED WITH A RESPECTED RESEARCH INSTITUTE AND 2 OTHER PENNSYLVANIA ID/A ASSOCIATIONS TO COMMISSION A DSP COMPENSATION PRACTICES SURVEY WHICH PROVIDED EVIDENCE TO SHOW THAT CURRENT DSP WAGES ARE FORCING MANY WORKERS TO RELY ON PUBLIC ASSISTANCE, AND THAT APPROPRIATING FUNDING TO RAISE DSP WAGES TO $15/HOUR WOULD RESULT IN A NET SAVINGS IN PUBLIC DOLLARS IN REDUCED OVERTIME COSTS AND RELIANCE ON PUBLIC FUNDING. PAR ADVOCATED STRONGLY FOR MEDICAID FUNDING ALONG WITH OUR NATIONAL ASSOCIATION ANCOR. PAR'S ADVOCACY ALONG WITH CONCERNED CITIZENS ACROSS THE COUNTRY RESULTED IN THE FAILURE OF THE SENATE HEALTHCARE BILL, WHICH WOULD HAVE THREATENED MEDICAID FUNDING, WHICH REPRESENTS 50% OF FUNDING FOR SERVICES TO PEOPLE WITH INTELLECTUAL DISABILITY AND AUTISM.
