THE EXECUTIVE COMMITTEE IS MADE UP OF THE FOUR OFFICERS, THE IMMEDIATE PAST CHAIR, AND UP TO THREE AT-LARGE BOARD MEMBERS. Members of the Executive Committee have the authority to act on behalf of the full Board during emergencies.

Form 990, Part VI, Section A, line 6

The association is made up of member organizations that provide services to individuals with intellectual disability and individuals living with autism, and associate members. These members have no ownership in the association.

The provider membership elects the governing board of directors.

There are two decisions that must be approved by the membership - the election of representatives to the governing body, and the approval for revisions to the association's by-laws.

The president/ceo performs the initial review of the 990. It is then distributed to and reviewed by the board of directors who approves the return before it is filed with the internal revenue service.

Form 990, Part VI, Section B, line 12C

The operations and member services manager monitors the conflict of interest policy. Annually board members must complete and update signed conflict of interest forms. New officers and board members are required to complete a conflict of interest form upon joining the organization.

Form 990, Part VI, Section B, line 15A

The executive committee has been authorized by the board of directors to act as the compensation committee when reviewing and establishing the compensation of the association's president/ceo, the compensation committee determines the ceo's compensation package and informs the board of directors of its action. The board of directors is provided the details of the package. It may then choose to vote its acceptance of the report or simply receive the report as information for the record. To determine the ceo's salary, par follows the rebuttable presumption process. Par uses market research and compensation studies to help determine the ceo's salary.

IRS990/Desc0Education - PAR disseminates information, analyses, research and training opportunities related to autism and intellectual disability services in Pennsylvania through PAR Mail (electronic publications). PAR develops and convenes conferences, workshops, and regularly-scheduled meetings and educational opportunities some of which are offered at no cost or are heavily subsidized to enable people with a vested interest in Pennsylvania's community disability service system to receive the most up-to-date and essential information necessary to help them ensure quality services for individuals with intellectual disability or autism and their families. PAR's website, www.par.net, offers numerous free resources designed to further educate people about autism and intellectual disability. During FY 2016-2017, PAR issued 205 publications via PAR Mail to a direct mailing list of Pennsylvania service provider corporate members. PAR's membership provides the majority of the services and supports in Pennsylvania for people living with autism or with an intellectual disability. PAR Mail is also sent to business associates that include a wide variety of organizations that have business relationships with PAR members, such as consultants, banks, insurance providers, legal and accounting firms. Providers and associates then disseminate PAR Mail throughout their organizations to tens of thousands of Pennsylvanians. PAR sends PAR Mail publications to government officials of the Pennsylvania Department of Human Services and to the major advocacy associations such as The Arc of PA and the Pennsylvania Waiting List Campaign. PAR also provides PAR Mail free of charge to families and consumers.

This information is also available free of charge to state and county governments who have the responsibility for administering and coordinating services for people who live with autism or an intellectual disability.PAR operates CareCareer, a statewide database of career opportunities in the fields of autism and intellectual disability where job seekers can search free of charge for meaningful careers.

IRS990/ProgSrvcAccomActy3Grp/Desc0Advocacy - PAR assumes a key leadership role in the development and implementation of comprehensive services and support systems that will enable providers to have the tools and resources necessary to provide person-centered services. PAR advocates for effective evidence-based policies, practices and quality frameworks to ensure that essential services for individuals will be available throughout their lifespan. PAR helps empower individuals and families who receive services and also those who are waiting to receive services through information exchange, partnership coalitions, as well as through an online action center (VoterVoice), PAR's facebook and Twitter. PAR assumed the leadership role in working with PA state government toward more responsible rules and regulations that govern services for people with intellectual disability and autism. Through a settlement agreement with the State, existing regulations have begun the revision process with considerable dialog between the public and private sectors. At the same time, the federal government made massive changes in rules that we are engaged in helping our members implement.PAR developed and coordinated a campaign to raise awareness of the workforce crisis occurring in Pennsylvania. Among PAR members alone, nearly 10,000 workers are leaving the field annually to find better paying jobs. PAR conducted a wage study in coordination with 6 other associations that showed approximately 4,200 vacancies are unfilled each day with workers being sought from temporary agencies or existing workers being required to do overtime because of the vulnerability of the individuals who cannot be left without support. Legislators and the state administration officials were invited to meet with a provider to observe the value of the direct support professional (DSP) and assist in raising the rates so that these workers, who do critical work, rise out of poverty-level pay. Dozens of legislators responded to invitations all over the state and awareness is spreading of this serious problem that faces Pennsylvania's citizens with disabilities as well as Pennsylvania's workers.PAR produced a 9-minute video entitle "Fix the DSP Crisis" that can be found at www.par.net or FixtheDSPCrisis.com. The video featured direct support professionals, a mother and her son and other individuals with disabilities.
