The management of the lodge is by the group as a whole. There are officers but all the issues are approved by the total membership body. Also, as a small group, they determine among themselves stipends for officers as well as any review procedures. There is a formal budget committee and all the reports - the 990 included - are reviewed at the last meeting in june, as a rule, and reviewed again at the grand lodge level based on the report done in the format required by the national grand lodge. It is the requirement that an independent accountant review and prepare these documents before presented to the grand lodge. The local lodge then gets feedback from the reviewer from the elks as to danger signs or inappropriate procedures or practices to develop a plan of corrective actions. It seems to be a very fair and informational process.
