Mission

The mission of operation fresh start, inc. Is to empower emerging adults on a path to self-sufficiency through education, mentoring, and employment training. Operation fresh start (ofs) serves disconnected youth ages 16-24 in dane county and guiding them on their path to self-sufficiency. Ofs has helped over 8,000 young people on their path to education, employment and a better life! Ofs programs are designed to transform lives at a critical time in a young person's life. Our programs provide a path forward for disconnected youth through mentoring, education, and employment training. Ofs graduates earn their high school diploma and driver's license, then go on to continue their education and/or find self-sustaining employment.operation fresh start is working to ensure successful outcomes for current and future generations of low-income and people of color in our community.

The form 990 is reviewed by the executive director and the finance director and a copy is sent to the finance committee of the board of directors prior to filing with the internal revenue service.

Every staff member is responsible and is aware of the conflict of interest policy. Each staff person signs a statement that they have read and understand the employee handbook that includes the conflict of interest policy. Board members are restricted from participating in and/or voting on agenda items for which they have a direct conflict of interest. The executive director is responsible for assuring there is no conflict of interest with our board members annually.

All staff members receive an annual review based upon the individual's position description, independent employee development plan and standard core employment criteria. The board of directors uses this review and the united way of dane county sponsored nonprofit employment survey in determining the compensation package for the executive director.

Operation fresh start, inc. (ofs) is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. LEGACY PROGRAM: OPERATION FRESH START'S OLDEST PROGRAM PROVIDES YOUTH A PATH TO SELF-SUFFICIENCY THROUGH PERSONAL CHANGE, EDUCATION AND EMPLOYMENT TRAINING. EACH YOUTH IS ENGAGED FOR 20 HOURS A WEEK IN ON SITE PROGRAMMING AND AN ADDITIONAL YEAR OF FOLLOW UP SERVICES. LEGACY HAD ANOTHER SUCCESSFUL YEAR, ENROLLING 43 NEW PARTICIPANTS IN OUR PROGRAM YEAR. CONSERVATION CREWS WERE ABLE TO IMPROVE 452 ACRES OF PARKS AND PUBLIC LANDS. THAT'S AN 82% INCREASE FROM THE PREVIOUS YEAR AND THE MOST WE HAVE EVER IMPROVED IN A SINGLE PROGRAM YEAR!STRIVE PROGRAM: BETWEEN STRIVE CONSTRUCTION AND STRIVE HEALTHCARE, 4 YOUNG PEOPLE ENROLLED INTO PROGRAMMING WHICH RESULTED IN AN 50% COMPLETION RATE. STRIVE HEALTHCARE IN ITS SECOND YEAR ONCE AGAIN PROVED THAT WITH A DEDICATED TEAM (OPERATION FRESH START AND MADISON COLLEGE STAFF) THAT PROVIDES AMAZING WRAP AROUND SERVICES, GREAT THINGS CAN GET ACCOMPLISHED. THIS YEAR, STRIVE HEALTHCARE PARTICIPANTS SUCCESSFULLY COMPLETED THEIR 80 HOURS OF CLASSROOM AND LAB TIME AND COMPLETED THEIR 40 CLINICAL HOURS AT MERITER HOSPITAL. STRIVE CONSTRUCTION IS AN EVER-EVOLVING PROGRAM AND IS NOW REGISTERED WITH THE BUREAU OF APPRENTICE STANDARDS AS A CARPENTRY PRE-APPRENTICESHIP TRAINING PROGRAM. OVER THE COURSE OF 7 WEEKS, PARTICIPANTS WILL BE EXPOSED TO BASIC SKILLS IN THE CONSTRUCTION INDUSTRY AS WELL AS LIFE SKILLS. THEY WILL EARN OSHA 10 AND CPR/FIRST AID CERTIFICATIONS, VISIT CONSTRUCTION TRAINING CENTERS, WORK WITH EMPLOYMENT AND TRAINING STAFF TO PREPARE A PROFESSIONAL RESUME AND WORK ON INTERVIEW SKILLS TO PREPARE FOR AN END OF PROGRAM CAREER FAIR.OPTIONS: OUR OPTIONS PROGRAM SUPPORTS YOUNG ADULTS BETWEEN THE AGES OF 18 TO 24 IN FINISHING THEIR HIGH SCHOOL EDUCATION. OPTIONS HELPS THESE YOUNG ADULTS EXPLORE AND ENROLL IN PROGRAMS IN MADISON THAT BEST FIT THEIR INDIVIDUAL NEEDS. OPTIONS-ENGAGED YOUTH RECEIVE INDIVIDUALIZED INFORMATION ON HIGH SCHOOL CREDENTIAL PROGRAMS, ASSISTANCE ENROLLING IN PROGRAMMING, CONNECTIONS TO ADDITIONAL SUPPORTIVE SERVICES, AND CASE MANAGEMENT WHILE WORKING TOWARD THEIR CREDENTIAL. THIS YEAR WE ENGAGED 33 YOUNG ADULTS IN THE OPTIONS PROGRAM AND CELEBRATED 2 OPTIONS PARTICIPANTS WHO COMPLETED A HIGH SCHOOL CREDENTIAL.DRIVE PROGRAMMING: IN 2020, OPERATION FRESH START BEGAN DRIVE, A PROGRAM TO PROVIDE 18 -24-YEAR-OLDS A PATH TO A DRIVER'S LICENSE. IN DANE COUNTY A DRIVER'S LICENSE IS THE SECOND MOST SEEN QUALIFICATION FOR EMPLOYMENT. DRIVE ASSISTS YOUTH PREPARE TO PASS THE WRITTEN AND DRIVING TEST AND EARN A DRIVER'S LICENSE. 20 PARTICIPANTS WERE ENROLLED IN THE DRIVE PROGRAM THIS YEAR WITH 3 SUCCESSFULLY OBTAINING A DRIVER'S LICENSE AND 16 PROGRESSING THROUGH THE PROGRAM.

WE HAVE HELPED OVER 8,000 YOUNG PEOPLE ON THEIR PATH TO HIGHER EDUCATION, EMPLOYMENT AND A BETTER LIFE! OFS PROGRAMS ARE DESIGNED TO TRANSFORM LIVES AT A CRITICAL TIME IN A YOUNG PERSON'S LIFE. OUR PROGRAMS PROVIDE A PATH FORWARD FOR DISCONNECTED YOUTH THROUGH MENTORING, EDUCATION, AND EMPLOYMENT TRAINING. CREW MEMBERS RECEIVE ON-SITE TRAINING IN GREEN CONSTRUCTION TECHNIQUES. THE END RESULT IS A WELL-BUILT, ENERGY-EFFICIENT, HAZARD-FREE HOME THAT IS AN ASSET TO THE HOMEBUYER AND NEIGHBORHOOD, AS WELL AS A SOURCE OF PRIDE TO THE OPERATION FRESH START CREW WHO BUILT IT. GRADUATE CREW: GRADUATE CREW IS AN OFS PROGRAM FOR THOSE YOUNG PEOPLE WHO SHOW REAL PROMISE AND INTEREST IN THE TRADES. THIS FULL-TIME, HIRE-FOR-SERVICE CREW WORKS ON RESIDENTIAL AND COMMERCIAL CONSTRUCTION PROJECTS IN THE COMMUNITY. OFS GRAD CREW HAD A BUSY YEAR; THE CREW TOOK LEAD AS THE GENERAL CONTRACTOR ON THE HEALING HOUSE PROJECT AND BUILT A LOCAL MEDICAL RESPITE CENTER FOR HOMELESS PATIENTS, RENOVATED A QUONSET HUT LOCATED IN THURBER PARK INTO A COMMUNITY ART STUDIO FOR THE TOWN OF BLOOMING GROOVE.
