Vfes offers a continuum of educational, summer and employment-related programs for children and adults with disabilities. The hallmark of vfes programming is its collaborative and holistic approach to each child, adolescent and adult, recognizing his or her unique abilities and needs. The organization is committed to helping students and participants develop a strong sense of self-worth, discover their talents, reach their goals and plan for their futures. Vfes continues to focus on its mission of preparing children and adults with special needs to realize their potential as contributing members of the community.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Before filing with the irs, the form 990 is reviewed first by the finance committee of the board of trustees, which includes the executive management of the organization. The finance committee conducts a thorough review of the form 990 prior to the meeting of the full board of trustees, reviewing all line items of the core form as well as a review of all related schedules. After review and approval of the form 990 by the finance committee, the form 990 is presented to the full board of trustees for review. All trustees are provided a complete copy of the form 990 for review purposes. After all board members review and approve the form 990, the executive management of the organization then submits the completed form 990 to the irs.

Form 990, Part VI, Section B, Line 12C

All board members and senior management sign a conflict on interest disclosure form each year indicating any potential conflicts of interest. Family and business relationships are expressly mentioned in the conflict of interest disclosure. Both executive management and the board chair and vice chair monitor the policy to ensure compliance. Conflicts are resolved through board and executive management review.

Form 990, Part VI, Section B, Line 15

The executive committee of the board determines the compensation for the executive director. The committee performs an internal survey process that includes comparision of salaries within the industry to ensure officers' compensation is within fair market range. Other key officers' compensation is reviewed and approved as part of the overall organization's compensation approval process.

Form 990, Part VI, Section C, Line 19

The conflict of interest policy, governing documents, and audited financial statements of the organization are available and provided to the public upon request. Copies of the audited financial statements may be obtained either in person at the corporate offices or may be mailed to the interested party. An abbreviated version of the financial statements is also included as part of the organization's annual report which is available to the public upon request.

Financial Statement Notes

PART V, LINE 4:

The organization's endowment funds are intended to be used for purposes of providing financial assistance to students and families for program tuition and fees purposes. Such funds have been established as permanently restricted for financial assistance purposes.

PART X, LINE 2:

The corporation accounts for uncertainties in income taxes in accordance with authoritative guidance, which prescribes a recognition threshold of more-likely-than-not to be sustained upon examination by the appropriate taxing authority. Measurement of the tax uncertainty occurs if the recognition threshold has been met. The corporation's policy is to recognize interest related to unrecognized tax benefits in interest expense and penalties in operating expenses. No interest or penalties were recognized in 2019. The corporation's federal exempt organization business income tax returns for 2018, 2017, and 2016 remain subject to examination by the irs.

AT THE FAIR, THIRTY FIVE EXTERNAL ORGANIZATIONS PROVIDED VITAL INFORMATION FOR INDIVIDUALS WITH DISABILITIES, COMMUNITY AND EDUCATION PROFESSIONALS, FAMILIES AND CAREGIVERS. IN JANUARY, VFES HELD THE ELEVENTH ANNUAL SPECIAL KIDS CAMP EXPO. MORE THAN 200 FAMILIES AND PROFESSIONALS FROM SOUTHEASTERN PENNSYLVANIA LEARNED ABOUT EDUCATIONAL AND RECREATIONAL SUMMER PROGRAMS OFFERED TO YOUTH AND ADULTS WITH SPECIAL NEEDS.THE VANGUARD SCHOOL IS AN APPROVED PRIVATE SCHOOL (APS) AND PROGRAM OF VFES. THE VANGUARD SCHOOL PROVIDES PROGRAMS FOR STUDENTS WITH PENNSYLVANIA DEPARTMENT OF SPECIAL EDUCATION EXCEPTIONALITIES OF AUTISM, SPEECH-LANGUAGE DISORDERS, EMOTIONAL DISTURBANCE AND/OR OTHER HEALTH IMPAIRMENT (OHI). STUDENTS WHO EXPERIENCE DEVELOPMENTAL DISABILITIES OR SOCIAL-EMOTIONAL OR BEHAVIORAL DIFFICULTIES ARE ALSO ELIGIBLE FOR OUR PROGRAM. THE VANGUARD SCHOOL INCLUDES PROGRAMS FOR PRE-KINDERGARTEN, ELEMENTARY, MIDDLE, HIGH SCHOOL, POST-SECONDARY EDUCATION, VOCATIONAL TRAINING AND EXTENDED SCHOOL YEAR (ESY).DURING THE 2018 CALENDAR YEAR, THE VANGUARD SCHOOL SERVED 254 STUDENTS, INCLUDING 47 STUDENTS IN THE ADULT EXTENSION OF THE SCHOOL, THE VANGUARD TRANSITION CENTER (VTC). VANGUARD STUDENTS REPRESENTED 56 SCHOOL DISTRICTS THROUGHOUT PENNSYLVANIA AND THE STATE OF DELAWARE. THE VTC PROVIDED 47 STUDENTS, 18-21 YEARS OF AGE, WITH WORKFORCE READINESS SKILLS THROUGH EITHER ON-CAMPUS SKILLS TRAINING OR COMMUNITY-BASED VOCATIONAL EXPERIENCES.STAFF CONTINUED TO INTEGRATE POSITIVE BEHAVIOR INTERVENTION SUPPORTS (PBIS) AS A SCHOOL-WIDE FRAMEWORK RESULTING IN BEING RECOGNIZED FOR FIDELITY IN TIER 1 AND TIER 2 INTERVENTIONS AT THE STATE LEVEL. THE ADMINISTRATION ALSO EXPANDED PEER COACHING AND MENTORING, AND INCREASED TRAINING AND IMPLEMENTATION OF TEAM-INITIATED PROBLEM SOLVING INTO CLASSROOM PRACTICES. TO FACILITATE THESE PRACTICES, AN INSTRUCTIONAL COACH PROVIDED PROGRAM CONSULTATION AND TRAINING IN SEVERAL CLASSROOMS. STAFF ALSO CONTINUED EFFORTS TO BE A TRAUMA-INFORMED ORGANIZATION. LASTLY, TRAINING IN UKERU, A RESTRAINT- AND SECLUSION-FREE CARE MANAGEMENT TECHNIQUE, CONTINUED TO BE IMPLEMENTED THROUGHOUT THE SCHOOL. TO AID THE IMPLEMENTATION OF UKERU TECHNIQUES, ADDITIONAL EQUIPMENT WAS PURCHASED FOR GREATER STAFF ACCESSIBILITY THROUGHOUT THE CAMPUS. THE ELEMENTARY SCHOOL PROGRAM EXPANDED TO 13 CLASSROOMS IN 2018. THE INTENSIVE THERAPEUTIC CLASSROOMS (ITCS) CONTINUE TO FLOURISH AND HAVE ALLOWED STUDENTS TO GET THE NECESSARY SUPPORTS IN ORDER TO TRANSITION INTO OUR TYPICAL CLASSROOMS WITH A TIER 1 FOCUS. ITCS PROVIDE SUPPORT WITH AN INTERDISCIPLINARY TEAM THAT USES EVIDENCE-BASED BEHAVIORAL AND PROBLEM-SOLVING SKILLS TO MANAGE FRUSTRATION AND ANGER. TRAINING, CONSULTATION AND APPLIED BEHAVIOR ANALYSIS (ABA) SUPPORTS WERE EXTENDED TO MORE CLASSROOMS THROUGH THE AUTISM INITIATIVE. A NEW LANGUAGE ARTS CURRICULUM WAS ALSO ADDED TO THE ELEMENTARY SCHOOL PROGRAM.IN THE MIDDLE SCHOOL AND HIGH SCHOOL PROGRAMS, THE CURRICULUM CONTINUED TO EMPHASIZE CAREER READINESS, SOCIAL SKILLS AND PROBLEM SOLVING, AS WELL AS ON-THE-JOB TRAINING AT COMMUNITY-BASED WORKSITES. PARTICIPANTS TRAVELED FROM PENNSYLVANIA, DELAWARE AND NEW JERSEY TO ATTEND PROGRAMS AT CAMP KWEEBEC IN SCHWENKSVILLE, PENNSYLVANIA; MT. GILEAD IN STROUDSBURG, PENNSYLVANIA; AND FENWICK ISLAND, DELAWARE. THE FOCUS OF SUMMER MATTERS IS TO SUPPORT PARTICIPANTS AS THEY CULTIVATE FRIENDSHIPS, EXPAND THEIR REPERTOIRE OF LEISURE AND RECREATIONAL ACTIVITIES, AND PRACTICE DAILY LIVING SKILLS AWAY FROM HOME.
