Mission

Valley forge educational services (vfes) offers a continuum of educational, summer, and employment-related programs for people with disabilities. The hallmark of our programs is our collaborative and holistic approach to each child, adolescent, and adult, recognizing his or her unique abilities and needs through team efforts. We are committed to helping students and participants develop a strong sense of self-worth, discover their talents, reach their goals, and plan for their futures. As we grow and evolve our programs, we continue to focus on our mission of preparing children and adults with special needs to realize their potential as contributing members of the community.

Governance Explanations

Form 990, Part VI, Section B, Line 11

Before filing with the irs, the form 990 is reviewed first by the finance committee of the board of trustees, which includes the executive management of the organization. The finance committee conducts a thorough review of the form 990 prior to the meeting of the full board of trustees, reviewing all line items of the core form as well as a review of all related schedules. After review and approval of the form 990 by the finance committee, the form 990 is presented to the full board of trustees for review. All trustees are provided a complete copy of the form 990 for review purposes. After all board members review and approve the form 990, the executive management of the organization then submits the completed form 990 to the irs.

Form 990, Part VI, Section B, Line 12C

All board members and senior management sign a conflict on interest disclosure form each year indicating any potential conflicts of interest. Family and business relationships are expressly mentioned in the conflict of interest disclosure. Both executive management and the board chair and vice chair monitor the policy to ensure compliance. Conflicts are resolved through board and executive management review.

Form 990, Part VI, Section B, Line 15

The executive committee of the board determines the compensation for the executive director. The committee performs an internal survey process that includes comparision of salaries within the industry to ensure officers' compensation is within fair market range. Other key officers' compensation is reviewed and approved as part of the overall organization's compensation approval process.

The conflict of interest policy, governing documents, and audited financial statements of the organization are available and provided to the public upon request. Copies of the audited financial statements may be obtained either in person at the corporate offices or may be mailed to the interested party. An abbreviated version of the financial statements is also included as part of the organization's annual report which is available to the public upon request.

Financial Statement Notes

PART V, LINE 4:

The organization's endowment funds are intended to be used for purposes of providing financial assistance to students and families for program tuition and fees purposes. Such funds have been established as permanently restricted for financial assistance purposes.

PART X, LINE 2:

The corporation accounts for uncertainties in income taxes in accordance with authoritative guidance, which prescribes a recognition threshold of more-likely-than-not to be sustained upon examination by the appropriate taxing authority. Measurement of the tax uncertainty occurs if the recognition threshold has been met. The corporation's policy is to recognize interest related to unrecognized tax benefits in interest expense and penalties in operating expenses. No interest or penalties were recognized in 2016.

WITHIN THE YEAR, THE SCHOOL IMPLEMENTED LIFE CENTERED CAREER AND COMMUNITY EDUCATION (LCCE) CURRICULUM FOR THE APPLICATION OF DAILY-LIVING, SELF-DETERMINATION AND EMPLOYMENT SKILLS. THE CURRICULUM PLACES AN EMPHASIS ON SELF-AWARENESS, HEALTH AND SELF-CARE, SOCIAL INTERACTION, PROBLEM-SOLVING, HOUSEHOLD AND MONEY MANAGEMENT, CAREER EXPLORATION AND DAILY LIVING SKILLS. COURSE CONTENT IS MODIFIED TO MEET THE INDIVIDUAL STUDENT NEEDS BASED UPON GOALS OUTLINED IN THE INDIVIDUAL EDUCATIONAL PLAN (IEP). STUDENTS ARE PROVIDED MANY OPPORTUNITIES TO ACQUIRE DAILY LIVING, EMPLOYABILITY AND INTERPERSONAL SKILLS AS WELL AS ENHANCE POSITIVE SELF-ESTEEM AND SELF-DETERMINATION LEADING TO GREATER SELF-SUFFICIENCY. THE LUMA CENTER IS HOME TO THE VANGUARD SCHOOL'S PRE-K/K AND K/1 CLASSROOMS, STARPOINT AND STARPOINT 2. SUPPORTING THE ACADEMIC AND THERAPEUTIC NEEDS OF OUR YOUNGEST STUDENTS, CLASSES ARE TAUGHT BY A SPECIAL EDUCATION TEACHER WITH INTEGRATED SUPPORT FROM AND COLLABORATION WITH SPEECH-LANGUAGE PATHOLOGISTS AND OCCUPATIONAL THERAPISTS. STARPOINT UTILIZED INDIVIDUALIZED DEVELOPMENTALLY APPROPRIATE PRACTICES TO PROVIDE A SAFE, SUPPORTIVE AND NURTURING ENVIRONMENT WHEREIN CHILDREN DEVELOP ACADEMICALLY, PHYSICALLY, SOCIALLY, EMOTIONALLY AND COGNITIVELY. THE VANGUARD SCHOOL ELEMENTARY PROGRAM OFFERS STUDENTS THE OPPORTUNITY TO THRIVE IN SMALL CLASSES, EACH WITH A CERTIFIED SPECIAL EDUCATION TEACHER AND A CLASSROOM AIDE. IN RESPONSE TO GROWING STUDENT NEEDS, WE HAVE ADDED FOUR SPEECH-LANGUAGE INTENSIVE CLASSROOMS FOR STUDENTS WITH AUTISM AND SPEECH SOUND DISORDERS. THE ELEMENTARY SCHOOL ADMINISTRATORS SPEARHEADED NUMEROUS INITIATIVES TO PROVIDE GROUPS OF STUDENTS WITH THE SUPPORT NEEDED TO ACHIEVE SOCIAL AND ACADEMIC GROWTH. A NEW EMPHASIS WAS PLACED ON THE PRACTICAL APPLICATION OF MATH AND SCIENCE SKILLS THROUGH A DAILY APPLIED MATH PROGRAM. THE VALUE DOLLARS STORE WAS BUILT FOR STUDENTS TO VISIT AND PRACTICE THEIR MATH SKILLS IN A PRACTICAL, HANDS-ON WAY. THE POSITIVE BEHAVIOR SUPPORT IN SCHOOLS TEAM IMPLEMENTED A CORE VALUES MATRIX, A TOKEN ECONOMY SYSTEM WHICH INCLUDES QUARTERLY BREAKFASTS FOR STUDENTS WHO MAINTAINED 80% AVERAGE OR ABOVE ON THEIR POINT SHEETS. OUR ONLINE TOKEN ECONOMY SYSTEM HELPS EDUCATOR REINFORCE DESIRED ACADEMIC AND PROSOCIAL BEHAVIORS. POINTS ARE ASSIGNED TO PREFERRED POSITIVE BEHAVIORS AND REWARDED ON AN ONGOING BASIS.FOCUSING ON STUDENT HEALTH AND WELLNESS, STUDENTS STAYED PHYSICALLY ACTIVE BY UTILIZING ONLINE AND SMARTBOARD BRAIN-BREAK PROGRAMS AND YOGA IN THE CLASSROOM ON A REGULAR BASIS. PROGRAMS ARE OF VARYING FORMATS AND LENGTHS AND BUILD ON PARTICIPANTS' INTERESTS TO HELP THEM SUCCEED, LEARN AND GROW. FROM THE DEVELOPMENT OF SOCIAL AND DAILY LIVING SKILLS TO EXPERIENCING OPPORTUNITIES TO HAVE FUN AND MAKE NEW FRIENDS, SUMMER MATTERS PROGRAMS MAXIMIZE EACH PARTICIPANT'S POTENTIAL. THE EXTENDED SCHOOL YEAR (ESY) PROGRAM HAD 200 STUDENTS, 4-21 YEARS OF AGE, PARTICIPATE. OF THOSE STUDENTS, 34 PARTICIPATED IN OUR VANGUARD TRANSITION CENTER (VTC) SUMMER EXPERIENCE PROGRAM. THE VTC SUMMER EXPERIENCE OFFERS AN OPPORTUNITY FOR YOUNG ADULTS TO MAINTAIN CRITICAL VOCATIONAL AND LIFE SKILLS. SOME OF OUR YOUNG ADULTS ALSO SPENT ONE WEEK AT EASTERN UNIVERSITY IN OUR INDEPENDENT LIVING RESIDENCY. THE SUMMER VOYAGERS PROGRAM WELCOMED SIX STUDENTS FROM THE COMMUNITY. THE MORNINGS FOCUSED ON STRENGTHENING KEY ACADEMIC SKILLS IN THE AREAS OF READING, MATH AND LANGUAGE ARTS AS WELL AS TEACHING STUDENTS STRATEGIES TO STRENGTHEN EXECUTIVE FUNCTION SKILLS AND SUPPORT THEIR UNIQUE LEARNING STYLES. AFTERNOONS REINFORCED KEY EXECUTIVE FUNCTION AND SOCIAL SKILLS IN THE CONTEXT OF RECREATIONAL ACTIVITIES INCLUDING KARATE, CREATIVE ARTS, SWIMMING AND VARIOUS COMMUNITY OUTINGS.SUMMER L.I.F.E. CAMPS SUPPORTED 88 CAMPERS, 8 YEARS OF AGE AND OLDER, FROM PENNSYLVANIA, DELAWARE, VIRGINIA, SOUTH CAROLINA, NEW YORK AND MARYLAND AT CAMP KWEEBEC'S PROPERTY IN SCHWENKSVILLE, PA. SCHOOL YEAR RETREATS OFFERED THE OPPORTUNITY TO TRAVEL TO FENWICK ISLAND, DELAWARE AND WARRENTON, VIRGINIA. THE FOCUS OF SUMMER L.I.F.E. IS TO SUPPORT CAMPERS AS THEY CULTIVATE FRIENDSHIPS, EXPAND THEIR REPERTOIRE OF LEISURE AND RECREATIONAL ACTIVITIES AND PRACTICE DAILY LIVING SKILLS AWAY FROM HOME. MANY SUMMER L.I.F.E. PARTICIPANTS QUALIFIED FOR FINANCIAL ASSISTANCE THROUGH THE EDUCATIONAL IMPROVEMENT TAX CREDIT (EITC) SCHOLARSHIP PROGRAM.ENTERING ITS SECOND YEAR, THE VOCATIONAL IMMERSION PROGRAM (VIP), A FOUR-WEEK INTENSIVE PROGRAM, FOR PARTICIPANTS, AGES 18-24, EQUIPPED YOUNG ADULTS WITH KEY EMPLOYMENT READINESS SKILLS. PARTICIPANTS EXPERIENCED CLASSROOM-BASED INSTRUCTION, ONLINE LEARNING, WORKPLACE INTERNSHIPS AND A WEEK-LONG SUPPORTED INDEPENDENT LIVING RESIDENCY. THE PROGRAM INCLUDED PRE-EMPLOYMENT TRANSITION SERVICES WITH A STRONG FOCUS ON WORK READINESS, TRANSITION SUPPORT SERVICES, EMPLOYMENT TRAINING INITIATIVES, CAREER EXPLORATION AND DISCOVERY AND COMMUNITY-BASED VOCATIONAL TRAINING.
