Mission

Valley forge educational services (vfes) offers a continuum of educational, summer, and employment-related programs for people with disabilities. The hallmark of our programs is our collaborative and holistic approach to each child, adolescent, and adult, recognizing his or her unique abilities and needs through team efforts. We are committed to helping students and participants develop a strong sense of self-worth, discover their talents, reach their goals, and plan for their futures. As we grow and evolve our programs, we continue to focus on our mission of preparing children and adults with special needs to realize their potential as contributing members of the community.

Governance Explanations

Form 990, Part VI, Section B, Line 11

Before filing with the irs, the form 990 is reviewed first by the finance committee of the board of trustees, which includes the executive management of the organization. The finance committee conducts a thorough review of the form 990 prior to the meeting of the full board of trustees, reviewing all line items of the core form as well as a review of all related schedules. After review and approval of the form 990 by the finance committee, the form 990 is presented to the full board of trustees for review. All trustees are provided a complete copy of the form 990 for review purposes. After all board members review and approve the form 990, the executive management of the organization then submits the completed form 990 to the irs.

Form 990, Part VI, Section B, Line 12C

All board members and senior management sign a conflict on interest disclosure form each year indicating any potential conflicts of interest. Family and business relationships are expressly mentioned in the conflict of interest disclosure. Both executive management and the board chair and vice chair monitor the policy to ensure compliance. Conflicts are resolved through board and executive management review.

Form 990, Part VI, Section B, Line 15

The executive committee of the board determines the compensation for the executive director. They perform an internal survey process that includes comparision of salaries within the industry to ensure officers' compensation is within fair market range. Other key officers' compensation is reviewed and approved as part of the overall organization's compensation approval process.

The conflict of interest policy, governing documents, and audited financial statements of the organization are available and provided to the public upon request. Copies of the audited financial statements may be obtained either in person at the corporate offices or may be mailed to the interested party. An abbreviated version of the financial statements is also included as part of the organization's annual report which is available to the public upon request.

Financial Statement Notes

PART V, LINE 4:

The organization's endowment funds are intended to be used for purposes of providing financial assistance to students and families for program tuition and fees purposes. Such funds have been established as permanently restricted for financial assistance purposes.

PART X, LINE 2:

The corporation accounts for uncertainties in income taxes in accordance with authoritative guidance, which prescribes a recognition threshold of more-likely-than-not to be sustained upon examination by the appropriate taxing authority. Measurement of the tax uncertainty occurs if the recognition threshold has been met. The corporation's federal exempt organization business income tax returns for the fiscal years ending june 30, 2014, 2013, and 2012 remain subject to examination by the irs.

DURING THE YEAR, THE SCHOOL IMPLEMENTED LIFE CENTERED EDUCATION FOR THE APPLICATION OF DAILY-LIVING, SELF-DETERMINATION AND EMPLOYMENT SKILLS. THE CURRICULUM TASK FORCE EXAMINED AND ALIGNED HEALTH AND SEXUAL EDUCATION WITH PENNSYLVANIA STANDARDS FOR WHAT CHILDREN SHOULD KNOW IN THESE TOPIC AREAS. VANGUARD'S COMMITMENT TO EACH STUDENT'S INDIVIDUALITY, UNIQUE STRENGTHS AND PERSONAL DEVELOPMENT IS APPARENT IN OUR 22 GRADUATES THIS YEAR. THESE STUDENTS SUCCESSFULLY TRANSITIONED INTO THE WORK FORCE OR TO PURSUE POST-SECONDARY EDUCATION. THE ELEMENTARY SCHOOL ADMINISTRATORS SPEARHEADED NUMEROUS INITIATIVES TO PROVIDE GROUPS OF STUDENTS WITH THE SUPPORT NEEDED TO ACHIEVE SOCIAL AND ACADEMIC GROWTH. ONE MAJOR ACCOMPLISHMENT INCLUDED THE DEVELOPMENT OF THE NEW SPEECH LANGUAGE INTENSIVE PROGRAM (3 CLASSROOMS) FOR STUDENTS WITH AUTISM AND/OR SPEECH SOUND DISORDERS. ADDITIONALLY, A NEW EMPHASIS WAS PLACED ON THE PRACTICAL APPLICATION OF MATH AND SCIENCE SKILLS THROUGH A DAILY APPLIED MATH PERIOD AND A ONCE-PER-CYCLE SCIENCE ENRICHMENT ACTIVITY OR EXPERIMENT. STUDENTS STAYED PHYSICALLY ACTIVE BY UTILIZING ONLINE AND SMARTBOARD BRAIN-BREAK PROGRAMS IN THE CLASSROOM ON A REGULAR BASIS. THE POSITIVE BEHAVIOR SUPPORT IN SCHOOLS TEAM IMPLEMENTED A CORE VALUES MATRIX, TOKEN ECONOMY SYSTEM AND AN ELEMENTARY SCHOOL "VALUE DOLLAR STORE" TO HELP SUPPORT AND PROMOTE OUR STUDENTS' SOCIAL AND EMOTIONAL GROWTH. THE ELEMENTARY STUDENTS WERE ALSO AFFORDED MANY OPPORTUNITIES TO DEVELOP THEIR LITERACY SKILLS WITH A NON-JUDGMENTAL AUDIENCE BY READING TO THERAPY ANIMALS THROUGH THE NEW "READ TO PET PALS" PROGRAM. A NEW PROGRESS MONITORING SYSTEM ALLOWED TEACHERS TO BETTER USE DATA TO DRIVE THEIR DAILY INSTRUCTION AND HELP ALL ELEMENTARY STUDENTS MEET THEIR FULL POTENTIAL.IN THE MIDDLE SCHOOL, OUR CHILDREN CONTINUED THEIR JOURNEY REACHING FOR INCREASED INDEPENDENCE FROM THEIR PARENTS AND BECOMING MORE INVOLVED WITH THEIR PEERS, SCHOOL AND COMMUNITY AT LARGE. TO THIS END, A MAJOR FOCUS INCLUDED IMPROVING SELF-ADVOCACY SKILLS AND PROMOTING SELF-RELIANCE. TO FACILITATE SOCIAL SKILLS DEVELOPMENT, MANY OF THE STUDENTS PARTICIPATED IN LUNCH BUNCH, A MORE STRUCTURED LUNCH SESSION THAT PROVIDES OPPORTUNITIES TO CREATE FRIENDSHIPS AND ENCOURAGES POSITIVE PEER INTERACTIONS. TO EXPAND INDEPENDENT LIVING SKILLS, STUDENTS COOKED RECIPES FOR SPECIAL OCCASIONS AND DISCOVERED HEALTHY ALTERNATIVES TO UNHEALTHY FOOD.IN THE HIGH SCHOOL, ACADEMICS, CAREER PREPARATION, PRO-SOCIAL BEHAVIOR, DAILY-LIVING SKILLS AND COMMUNICATION WERE REINFORCED AND EXTENDED SYSTEMATICALLY THROUGH SCHEDULED CURRICULUM-RELATED COMMUNITY-BASED TRIPS. OUR STUDENTS ALSO ENJOYED MANY RECREATIONAL, LEISURE AND SOCIAL ACTIVITIES; THEY MADE LASTING MEMORIES WITH GOOD FRIENDS AT HOMECOMING, HOLIDAY CELEBRATIONS, MONTHLY DANCES AND PROM.THE VANGUARD TRANSITION CENTER PROVIDED 55 STUDENTS WITH WORKFORCE READINESS SKILLS, EITHER THROUGH ON-CAMPUS WORK EXPERIENCE OR THROUGH OUR COMMUNITY-BASED VOCATIONAL TRAINING PROGRAM. STAFF WORKED CLOSELY WITH THESE STUDENTS TO LEVERAGE THEIR EMPLOYABILITY STRENGTHS, REVIEW CAREER INTERESTS, INCREASE SELF-CONFIDENCE AND SELF-ADVOCACY AND BUILD ROUTINES TO PROMOTE HEALTH, WELLNESS AND RECREATION. VFES PARTNERED WITH THE AJ DREXEL AUTISM INSTITUTE TO EVALUATE THE VTC PROGRAM. THE INSTITUTE IS THE FIRST RESEARCH ORGANIZATION BUILT AROUND A PUBLIC HEALTH SCIENCE APPROACH TO UNDERSTANDING AND ADDRESSING THE CHALLENGES OF AUTISM. DESIGNED TO HELP MAINTAIN A CHILD'S DEVELOPMENTAL PROGRESS OVER THE SUMMER MONTHS, THE PROGRAMS FOCUS ON HELPING CHILDREN IMPROVE STUDY SKILLS AND COOPERATIVE SOCIAL INTERACTION IN BOTH ACADEMIC AND RECREATIONAL SETTINGS.THE EXTENDED SCHOOL YEAR (ESY) PROGRAM HAD 200 STUDENTS, 7-21 YEARS OF AGE, PARTICIPATE. OF THOSE STUDENTS, 30 PARTICIPATED IN OUR VANGUARD TRANSITION CENTER (VTC) SUMMER EXPERIENCE PROGRAM. THE VTC SUMMER EXPERIENCE OFFERED AN OPPORTUNITY FOR YOUNG ADULTS TO MAINTAIN CRITICAL VOCATIONAL AND LIFE SKILLS. SOME OF OUR YOUNG ADULTS ALSO SPENT ONE WEEK AT EASTERN UNIVERSITY IN OUR INDEPENDENT LIVING RESIDENCY.THE SUMMER VOYAGERS PROGRAM WELCOMED 10 STUDENTS FROM THE COMMUNITY. THE MORNINGS FOCUSED ON STRENGTHENING KEY ACADEMIC SKILLS IN THE AREAS OF READING, MATH AND LANGUAGE ARTS AS WELL AS TEACHING STUDENTS STRATEGIES TO STRENGTHEN EXECUTIVE FUNCTION SKILLS AND SUPPORT THEIR UNIQUE LEARNING STYLES. AFTERNOONS REINFORCED KEY EXECUTIVE FUNCTION AND SOCIAL SKILLS IN THE CONTEXT OF RECREATIONAL ACTIVITIES INCLUDING KARATE, CREATIVE ARTS, SWIMMING AND VARIOUS COMMUNITY OUTINGS.SUMMER L.I.F.E. CAMPS SUPPORTED 88 CAMPERS, 8+ YEARS OF AGE, FROM PENNSYLVANIA, DELAWARE, VIRGINIA, SOUTH CAROLINA, NEW YORK AND MARYLAND AT CAMP KWEEBEC'S PROPERTY IN SCHWENKSVILLE, PA. ADDITIONALLY, SUMMER L.I.F.E. OFFERED CAMPERS OPPORTUNITIES TO TRAVEL TO FENWICK ISLAND, DELAWARE AND WARRENTON, VIRGINIA. THE FOCUS WAS TO SUPPORT CAMPERS AS THEY CULTIVATED FRIENDSHIPS, EXPANDED THEIR REPERTOIRE OF LEISURE AND RECREATIONAL ACTIVITIES AND PRACTICED DAILY LIVING SKILLS AWAY FROM HOME. MANY OF OUR SUMMER L.I.F.E. PARTICIPANTS QUALIFIED FOR FINANCIAL ASSISTANCE THROUGH THE EDUCATIONAL IMPROVEMENT TAX CREDIT (EITC) SCHOLARSHIP PROGRAM.WE HOSTED THREE WEEKEND RETREATS THIS PAST YEAR, PROVIDING YOUTH AND YOUNG ADULTS OPPORTUNITIES TO LIVE AWAY FROM THEIR FAMILIES AND PRACTICE REAL-WORLD LIFE SKILLS AT CAMP KWEEBEC AND FENWICK ISLAND, DELAWARE. VANGUARD SCHOOL STUDENTS AND PAST SUMMER L.I.F.E. CAMPERS PARTICIPATED. MANY OF OUR WEEKEND RETREAT PARTICIPANTS ALSO QUALIFIED FOR FINANCIAL ASSISTANCE THROUGH THE EITC SCHOLARSHIP PROGRAM.OUR SEVENTH ANNUAL "SPECIAL KIDS" CAMP EXPO WAS A SUCCESS. OVER 100 FAMILIES AND PROFESSIONALS FROM SOUTHEASTERN PENNSYLVANIA LEARNED ABOUT EDUCATIONAL AND RECREATIONAL SUMMER PROGRAMS OFFERED TO YOUTH AND YOUNG ADULTS WITH SPECIAL NEEDS. VENDORS FROM THE REGION REPRESENTED A WIDE ARRAY OF PROGRAMS AND RESOURCES FOR FAMILIES INCLUDING DAY AND OVERNIGHT CAMPS, THERAPEUTIC PROGRAMS, RECREATIONAL PROGRAMS AND MORE.UNDER THE AUSPICES OF SUMMER MATTERS, VFES PILOTED A NEW PROGRAM, THE VOCATIONAL IMMERSION PROGRAM (VIP). THIS PROGRAM WAS DESIGNED TO EQUIP YOUNG ADULTS WITH AUTISM WITH KEY SOCIAL AND EMPLOYMENT READINESS SKILLS THROUGH A THREE-WEEK INTENSIVE PROGRAM THAT INCLUDES CLASSROOM-BASED INSTRUCTION, ONLINE LEARNING, WORKPLACE INTERNSHIPS WITH JOB COACHES AND A WEEK-LONG SUPPORTED LIVING EXPERIENCE. MET WITH OVERWHELMING POSITIVITY AND SUCCESS, VIP WILL RETURN FOR A FOUR-WEEK PROGRAM IN THE SUMMER OF 2016 WITH AN EXPANDED PARTICIPANT PROFILE TO SUPPORT PARTICIPANTS, 18-24 YEARS OF AGE, WITH A WIDER RANGE OF ABILITIES AND NEEDS.
