Mission

The treatment access and services center of berks county (tasc), inc. Is committed to combating the problems of chemical dependency and mental illness by: a) providing a central point of intake, evaluation, and referral for the public clients of berks county who are in need of drug and alcohol services; b) providing intensive case management and blended case management services for the chemically dependent and the mentally ill; and c) helping to reduce the number of drug and alcohol dependent and/or mentally ill people currently on the caseloads of public agencies and/or in public institutions.

Financial Statement Notes

PART X, LINE 2:

As a not-for-profit organization, the organization is generally exempt from federal and state income taxes. The organization is subject to federal and state income taxes on unrelated business income. The organization recognizes penalties and interest accrued related to income tax liabilities in the provision (benefit) for income taxes in its statements of income. At june 30, 2020 and 2019, there was no accrual for the payment of penalties and interest. When tax returns are filed, it is highly certain that some positions taken would be sustained upon examination by the taxing authorities, while others are subject to uncertainty about the merits of the position taken or the amount of the position that would ultimately be sustained. The benefit of a tax position is recognized in the financial statements in the period during which, based on all available evidence, management believes it is more likely than not that the position will be sustained upon examination, including the resolution of appeals or litigation processes, if any. Tax positions taken are not offset or aggregated with other positions. Tax positions that meet the more-likely-than-not recognition threshold are measured as the largest amount of tax benefit that is more than 50% likely of being realized upon settlement with the applicable taxing authority. The portion of the benefits associated with tax positions taken that exceeds the amount measured as described above is reflected as a liability for unrecognized tax benefits in the accompanying statements of financial position along with any associated interest and penalties that would be payable to the taxing authorities upon examination. The organization files informational form 990 in the u. S. Federal jurisdiction. The organization's informational form 990 is not subject to examination through the year ended june 30, 2017.

OTHER ASSESSMENT SERVICES PROVIDED BY TASC INCLUDE THE COURT REPORTING NETWORK (CRN), WHICH IS THE STATE-MANDATED SCREENING FOR ALL INDIVIDUALS ADJUDICATED FOR A DRIVING UNDER THE INFLUENCE (DUI) OFFENSE. TASC ALSO PROVIDES ASSESSMENTS FOR JUVENILES INVOLVED IN THE ACT 53 PROCESS WHEREBY A PARENT OR LEGAL GUARDIAN MAY PETITION THE COURT OF COMMON PLEAS FOR COMMITMENT OF THE MINOR TO INVOLUNTARY DRUG/ALCOHOL TREATMENT SERVICES. IN ADDITION, TASC CONDUCTS ASSESSMENTS AND TREATMENT REFERRALS FOR INMATES AT THE BERKS COUNTY JAIL SYSTEM AS PART OF THE MA JAIL PROGRAM. TASC'S CENTRAL INTAKE UNIT SERVED 3,791 CLIENTS DURING FYE 6/30/2020, OF WHICH 2,947 WERE UNIQUE CLIENTS. IN 2019 TASC EXPANDED THE CIU SERVICE TO INCLUDE CLINICAL CASE MANAGEMENT AS A PART OF THE EVALUATION AND TREATMENT REFERRAL PROCESS. FOLLOWING COMPLETION OF THE CLINICAL DRUG AND ALCOHOL ASSESSMENT, CLINICAL CASE MANAGERS COMPLETE A RECOVERY PLAN THAT IDENTIFIES CLIENT NEEDS ACCORDING TO 11 LIFE DOMAINS THAT, IF LEFT UNADDRESSED, OFTEN RESULT IN RELAPSE OR TREATMENT NON-COMPLIANCE. 50% OF THE INDIVIDUALS EVALUATED IN THE TASC CENTRAL INTAKE UNIT ARE INCLUDED IN CASE MANAGEMENT SERVICES.

TASC WORKS CLOSELY AND PROVIDES COLLECTION SERVICES FOR INDIVIDUALS PARTICIPATING IN THE DRUG, DUI, MENTAL HEALTH, AND VETERANS TREATMENT COURT PROGRAMS. ALL REFERRAL SOURCES HAVE ONLINE ACCESS TO CLIENT RESULTS WITHIN 48 HOURS OF THE SPECIMEN COLLECTION DATE. DONORS ARE OBSERVED THROUGH A ONE-WAY MIRROR BY GENDER SPECIFIC MONITORS. ALL SPECIMENS COLLECTED ARE SENT TO REDWOOD TOXICOLOGY FOLLOWING ALL FEDERALLY APPROVED CHAIN OF CUSTODY PROCEDURES. DONORS REMIT A $6 CO-PAY AT THE TIME OF SERVICE. ESPECIALLY DESIGNED FOR INDIVIDUALS NEW TO RECOVERY WHO RECENTLY COMPLETED RESIDENTIAL SUBSTANCE ABUSE TREATMENT OR ARE PARTICIPATING IN OUTPATIENT COUNSELING, TASC ASSIGNS A CERTIFIED RECOVERY SPECIALIST TO PROVIDE SERVICES THAT INCLUDE, BUT ARE NOT LIMITED TO, TRANSPORTING TO AND ATTENDING 12 STEP MEETINGS, ACQUISITION OF FOOD, CLOTHING, AND SHELTER, EMPLOYMENT ASSISTANCE, ADMISSION TO DETOXIFICATION AND FURTHER TREATMENT, IF NECESSARY, AND EMOTIONAL SUPPORT. TASC'S RECOVERY SUPPORT SPECIALISTS WORK CLOSELY WITH THE DUI AND DRUG TREATMENT COURT PROGRAMS, AS WELL AS INMATES AT THE BERKS COUNTY JAIL SYSTEM AND PATIENTS AT THE READING HOSPITAL DRUG AND ALCOHOL CENTER. IN FISCAL YEAR 2019/20 TASC PROVIDED SERVICES TO 706 INDIVIDUALS AMMASSING OVER 25,000 SERVICE UNITS.WARM HAND-OFF PROGRAM - TASC PROVIDES WARM HAND-OFF INTERVENTION SERVICES TO EMERGENCY ROOM PATIENTS AT BOTH READING AND PENN STATE/ST. JOSEPH'S HOSPITAL WHO ARE IDENTIFIED BY HOSPITAL STAFF AS APROPRIATE FOR DRUG AND ALCOHOL TREATMENT. TASC CRS STAFF WORK ON-SITE 24/7 AT READING HOSPITAL, AND WORK ON AN "ON CALL" BASIS AT PSU/ST.JOSEPH'S HOSPITAL. WHEN A PATIENT IS IDENTIFIED AND CONSENTS TO SERVICES, A CRS COLLECTS PRIMARY INFORMATION AND PROVIDES EXPERIENCE, STRENGTH, AND HOPE IN HELPING THE PATIENT ACCESS RESIDENT TREATMENT DIRECTLY FROM THE HOSPITAL. IN FISCAL YEAR 2019-20 TASC PROVIDED WARM HAND-OFF INTERVENTION SERVCIES TO OVER 1,131 PATIENTS, 55% OF WHOM WERE ADMITTED INTO RESIENTIAL TREATMENT OR DETOXIFICATION SERVICES.
