Mission

The treatment access and services center of berks county (tasc), inc. Is committed to combating the problems of chemical dependency and mental illness by: a) providing a central point of intake, evaluation, and referral for the public clients of berks county who are in need of drug and alcohol services; b) providing intensive case management and blended case management services for the chemically dependent and the mentally ill; and c) helping to reduce the number of drug and alcohol dependent and/or mentally ill people currently on the caseloads of public agencies and/or in public institutions.

The organization's fiscal manager sends an email of the form 990 to the board members prior to the filing due date, and reviews the form with the board and signing officer.

Form 990, Part VI, Section B, Line 12C

The organization has an anti-fraud policy and a personnel policy regarding conflict of interest under conduct, discipline and prohibitions. The board members have a discussion about any conflicts of interest at the annual board meeting and create a plan to address any issues that arise.

In determining compensation for the organization's executive director, the organization used comparability data from other social service organizations. The annual salary of the executive director was determined through a compensation study conducted by danielle reardon, president of paragon consulting, a human resources agency. During fiscal year 06/30/2018, the executive director recieved a $5,000 bonus and a 3% salary increase. Line staff received between a 1% and 3% salary increase based upon their annual performance evaluation. In fiscal year 6/30/18 salaries for the central intake unit clinical staff were increased in accordance with the afore-mentioned human resource agency study and comparative data for salaries in similar fields. The primary purpose of this increase was to reduce staff turnover and promote a continuity of service to tasc's consumers and the referral agencies to whom tasc serves.

Financial Statement Notes

PART X, LINE 2:

As a not-for-profit organization, the organization is generally exempt from federal and state income taxes. The organization is subject to federal and state income taxes on unrelated business income. The organization recognizes penalties and interest accrued related to income tax liabilities in the provision (benefit) for income taxes in its statements of income. At june 30, 2018 and 2017, there was no accrual for the payment of penalties and interest. When tax returns are filed, it is highly certain that some positions taken would be sustained upon examination by the taxing authorities, while others are subject to uncertainty about the merits of the position taken or the amount of the position that would ultimately be sustained. The benefit of a tax position is recognized in the financial statements in the period during which, based on all available evidence, management believes it is more likely than not that the position will be sustained upon examination, including the resolution of appeals or litigation processes, if any. Tax positions taken are not offset or aggregated with other positions. Tax positions that meet the more-likely-than-not recognition threshold are measured as the largest amount of tax benefit that is more than 50% likely of being realized upon settlement with the applicable taxing authority. The portion of the benefits associated with tax positions taken that exceeds the amount measured as described above is reflected as a liability for unrecognized tax benefits in the accompanying statements of financial position along with any associated interest and penalties that would be payable to the taxing authorities upon examination. The organization files informational form 990 in the u. S. Federal jurisdiction. The organization's informational form 990 is not subject to examination through the year ended june 30, 2014.

TASC ALSO PROVIDES ASSESSMENTS FOR JUVENILES INVOLVED IN ACT 53, WHEREBY A PARENT OR LEGAL GUARDIAN MAY PETITION THE COURT OF COMMON PLEAS FOR COMMITMENT OF THE MINOR TO INVOLUNTARY DRUG/ALCOHOL TREATMENT SERVICES. TASC WORKS CLOSELY AND PROVIDES COLLECTION SERVICES FOR INDIVIDUALS INVOLVED IN THE DRUG, DUI, MENTAL HEALTH, AND VETERANS TREATMENT COURT PROGRAMS. ALL REFERRAL SOURCES HAVE ONLINE ACCESS TO CLIENT RESULTS WITHIN 48 HOURS OF THE SPECIMEN COLLECTION DATE. DONORS ARE OBSERVED THROUGH A ONE-WAY MIRROR BY GENDER SPECIFIC MONITORS. TASC'S RECOVERY SUPPORT SPECIALISTS WORK CLOSELY WITH THE DUI AND DRUG TREATMENT COURT PROGRAMS, AS WELL AS INMATES AT THE BERKS COUNTY JAIL SYSTEM AND PATIENTS AT THE READING HOSPITAL DRUG AND ALCOHOL CENTER. IN FISCAL YEAR 2017/18 TASC PROVIDED SERVICES TO 191 INDIVIDUALS AMMASSING OVER 27,000 SERVICE UNITS.

JOSEPH'S HOSPITAL. WHEN A PATIENT IS IDENTIFIED AND CONSENTS TO SERVICES, A CRS COLLECTS PRIMARY INFORMATION AND PROIVDES EXPERIENCE, STRENGTH, AND HOPE IN HELPING THE PATIENT ACCESS RESIDENTAIL TREATMENT DIRECTLY FROM THE HOSPITAL. WHEN TAX RETURNS ARE FILED, IT IS HIGHLY CERTAIN THAT SOME POSITIONS TAKEN WOULD BE SUSTAINED UPON EXAMINATION BY THE TAXING AUTHORITIES, WHILE OTHERS ARE SUBJECT TO UNCERTAINTY ABOUT THE MERITS OF THE POSITION TAKEN OR THE AMOUNT OF THE POSITION THAT WOULD ULTIMATELY BE SUSTAINED. THE BENEFIT OF A TAX POSITION IS RECOGNIZED IN THE FINANCIAL STATEMENTS IN THE PERIOD DURING WHICH, BASED ON ALL AVAILABLE EVIDENCE, MANAGEMENT BELIEVES IT IS MORE LIKELY THAN NOT THAT THE POSITION WILL BE SUSTAINED UPON EXAMINATION, INCLUDING THE RESOLUTION OF APPEALS OR LITIGATION PROCESSES, IF ANY. TAX POSITIONS TAKEN ARE NOT OFFSET OR AGGREGATED WITH OTHER POSITIONS. TAX POSITIONS THAT MEET THE MORE-LIKELY-THAN-NOT RECOGNITION THRESHOLD ARE MEASURED AS THE LARGEST AMOUNT OF TAX BENEFIT THAT IS MORE THAN 50% LIKELY OF BEING REALIZED UPON SETTLEMENT WITH THE APPLICABLE TAXING AUTHORITY. THE PORTION OF THE BENEFITS ASSOCIATED WITH TAX POSITIONS TAKEN THAT EXCEEDS THE AMOUNT MEASURED AS DESCRIBED ABOVE IS REFLECTED AS A LIABILITY FOR UNRECOGNIZED TAX BENEFITS IN THE ACCOMPANYING STATEMENTS OF FINANCIAL POSITION ALONG WITH ANY ASSOCIATED INTEREST AND PENALTIES THAT WOULD BE PAYABLE TO THE TAXING AUTHORITIES UPON EXAMINATION. DURING FISCAL YEAR 06/30/2018, THE EXECUTIVE DIRECTOR RECIEVED A $5,000 BONUS AND A 3% SALARY INCREASE. LINE STAFF RECEIVED BETWEEN A 1% AND 3% SALARY INCREASE BASED UPON THEIR ANNUAL PERFORMANCE EVALUATION.
