Mission

The treatment access and services center of berks county (tasc), inc. Is committed to combating the problems of chemical dependency and mental illness by: a) providing a central point of intake, evaluation, and referral for the public clients of berks county who are in need of drug and alcohol services; b) providing intensive case management and blended case management services for the chemically dependent and the mentally ill; and c) helping to reduce the number of drug and alcohol dependent and/or mentally ill people currently on the caseloads of public agencies and/or in public institutions.

The organization's fiscal manager sends an email of the form 990 to the board members prior to the filing due date, and reviews the form with the board and signing officer.

The organization has an anti-fraud policy and a personnel policy regarding conflict of interest under conduct, discipline and prohibitions. The board members have a discussion about any conflicts of interest at the annual board meeting and create a plan to address any issues that arise.

In determining compensation for the organization's executive director, the organization used comparability data from other social service organizations. The annual salary of the executive director was determined through a compensation study with assistance from a third party cpa firm. During fiscal year 6/30/2011, the executive director and the fiscal manager had their pre-2009 salaries reinstated and received a 3% increment. Supervisory staff had their pre-2009 salaries reinstated. Line staff received a one time payment equivalent to 3% of their annual salary in the 4th quarter of the fiscal year. In fiscal year 6/30/13 salaries remained the same as what was determined in the previous year. In fiscal year 06/30/14 all staff got an $800 increment, the executive director went out on permanent disability and the acting executive director got a $2,500 annual increment. A new executive director was hired 10/14/13.

Recovery support services - to serve adults with substance abuse or co-morbid substance abuse and mental illness who are identified as high-end users, those on a waiting list for ambulatory services, and those entering detoxification services using a recovery oriented system of care (rosc). In a rosc model, client needs are met through long-term supportive involvement that helps establish and solidify a personal program of recovery throughout the treatment continuum as opposed to a string of single episodes of treatment that are not necessarily connected and serve merely to address a particular crisis or situation. During the fiscal year 154 clients were provided with 3,136 units of service.

PART X, LINE 2:

As a not-for-profit organization, the organization is generally exempt from federal and state income taxes. The organization is subject to federal and state income taxes on unrelated business income. The organization recognizes penalties and interest accrued related to income tax liabilities in the provision (benefit) for income taxes in its statements of income. At june 30, 2014 and 2013, there was no accrual for the payment of penalties and interest. When tax returns are filed, it is highly certain that some positions taken would be sustained upon examination by the taxing authorities, while others are subject to uncertainty about the merits of the position taken or the amount of the position that would ultimately be sustained. The benefit of a tax position is recognized in the financial statements in the period during which, based on all available evidence, management believes it is more likely than not that the position will be sustained upon examination, including the resolution of appeals or litigation processes, if any. Tax positions taken are not offset or aggregated with other positions. Tax positions that meet the more-likely-than-not recognition threshold are measured as the largest amount of tax benefit that is more than 50% likely of being realized upon settlement with the applicable taxing authority. The portion of the benefits associated with tax positions taken that exceeds the amount measured as described above is reflected as a liability for unrecognized tax benefits in the accompanying statements of financial position along with any associated interest and penalties that would be payable to the taxing authorities upon examination. The organization files informational form 990 in the u. S. Federal jurisdiction. The organization's informational form 990 is not subject to examination through the year ended june 30, 2010.

OTHER ASSESSMENT SERVICES PROVIDED BY TASC INCLUDE THE COURT REPORTING NETWORK (CRN), WHICH IS THE STATE-MANDATED SCREENING FOR ALL INDIVIDUALS ADJUDICATED FOR A DRIVING UNDER THE INFLUENCE (DUI) OFFENSE AND THE RELAPSE RISK ASSESSMENT FOR INDIVIDUALS ENTERING THE DUI SECOND TIME OFFENDERS PROGRAM. TASC ALSO PROVIDES ASSESSMENTS FOR JUVENILES INVOLVED IN THE ACT 53 PROCESS (ACT 53 PROVIDES THAT A PARENT OR LEGAL GUARDIAN MAY PETITION THE COURT OF COMMON PLEAS FOR COMMITMENT OF THE MINOR TO INVOLUNTARY DRUG/ALCOHOL TREATMENT SERVICES IF THE MINOR IS INCAPABLE OF ACCEPTING OR UNWILLING TO ACCEPT VOLUNTARY TREATMENT). TASC'S CENTRAL INTAKE UNIT SERVED 6,542 CLIENTS DURING FYE 6/30/2014, OF WHICH 3,676 WERE UNIQUE CLIENTS. TASC ALSO MANAGES THE LOCAL SINGLE COUNTY AUTHORITY'S AUTOMATED CLIENT MANAGEMENT SYSTEM, BY PROVIDING INITIAL TREATMENT AUTHORIZATIONS, CONTINUED STAY REVIEWS, LEVEL OF CARE CHANGE AUTHORIZATIONS AND UTILIZATION/BILLING RECONCILIATION. THESE SERVICES ARE PERFORMED BY TASC'S UTILIZATION MANAGEMENT UNIT. 4,487 CLIENTS WERE SERVEDPRE-TREATMENT GROUP - THE PURPOSE OF THE PRE-TREATMENT GROUP IS TO TAKE AWAY ALL BARRIERS TO TREATMENT. REFERRING AGENCIES, BERKS COUNTY ADULT PROBATION, CHILDREN & YOUTH SERVICES, DRUG COURT, DUI TREATMENT COURT & REMEDIAL INTERMEDIATE PUNISHMENT PROGRAM, AND BERKS CONNECTIONS/PRETRIAL SERVICES, RECEIVE ATTENDANCE AND DRUG TEST OUTCOME RESULTS ONE BUSINESS DAY AFTER THE SCREENING IS DONE. THREE OR FIVE PANEL TESTS ARE DONE ON THE OBSERVED URINE COLLECTED BY THE APPROPRIATE MALE AND FEMALE MONITORS THROUGH MIRRORED OBSERVATION ROOMS. THE CLIENTS PAY A FEE ($8.00) FOR THIS SERVICE. TASC'S URINE COLLECTION CENTER SERVED 3,275 UNIQUE CLIENTS AND COLLECTED 20,677 URINE SAMPLES DURING FYE 6/30/2014.URINE KITS (ALSO KNOWN AS PASS THROUGHS) - AT THE REQUEST OF COUNCIL ON CHEMICAL ABUSE, INC., BEGINNING JULY 1, 2009 TASC PURCHASES URINE DRUG TEST KITS FOR RESALE TO BOTH COUNCIL FUNDED HALFWAY HOUSE PROGRAMS AT THE YMCA, BERKS COUNSELING SERVICES, EASY DOES IT, AND OTHER HOUSING PROGRAMS IN BERKS COUNTY SUCH AS THE HOPE RESCUE MISSION.THE PURPOSE OF THE URINE KITS AT THE HOUSE IS TO GIVE THE HOUSE PROGRAM STAFF A RESOURCE THAT THEY CAN USE TO CONFIRM THAT THEIR HOUSING CLIENTS REMAIN DRUG-FREE AS PER THE REQUIREMENTS OF THE PROGRAM. THE USE OF THESE DIP KITS IS VERY EFFECTIVE AS THEY CAN BE USED AT ANY TIME, AND THEY ARE VERY COST EFFECTIVE.TASC WORKS WITH THE HOUSES TO DETERMINE THE NUMBER OF URINE KITS NEEDED AND ORDERS AND NOTIFIES THE HOUSING STAFF THAT THEY CAN PICK UP AND SIGN FOR THE KITS. TASC THEN INVOICES COUNCIL OR THE HOUSING PROGRAM THAT MADE THE REQUEST.URINE DIPS - URINE DIPS ARE URINE TESTS DONE ON URINE COLLECTED FROM TASC'S REGULAR CLIENTS WHO REPORT TO THE COLLECTION CENTER WHEN CALLED. THE COUNCIL REIMBURSES TASC FOR THESE SERVICES ON A FEE FOR SERVICE BASIS ($3.50 EACH FOR A 5-PANEL AND $9.00 EACH FOR SYNTHETIC DRUGS). THESE TESTS COST THE COUNCIL LESS THAN THE TESTS SENT TO ST. JOE'S LAB. DURING THE FISCAL YEAR 154 CLIENTS WERE PROVIDED WITH 3,136 UNITS OF SERVICE.

WHEN TAX RETURNS ARE FILED, IT IS HIGHLY CERTAIN THAT SOME POSITIONS TAKEN WOULD BE SUSTAINED UPON EXAMINATION BY THE TAXING AUTHORITIES, WHILE OTHERS ARE SUBJECT TO UNCERTAINTY ABOUT THE MERITS OF THE POSITION TAKEN OR THE AMOUNT OF THE POSITION THAT WOULD ULTIMATELY BE SUSTAINED. THE BENEFIT OF A TAX POSITION IS RECOGNIZED IN THE FINANCIAL STATEMENTS IN THE PERIOD DURING WHICH, BASED ON ALL AVAILABLE EVIDENCE, MANAGEMENT BELIEVES IT IS MORE LIKELY THAN NOT THAT THE POSITION WILL BE SUSTAINED UPON EXAMINATION, INCLUDING THE RESOLUTION OF APPEALS OR LITIGATION PROCESSES, IF ANY. TAX POSITIONS TAKEN ARE NOT OFFSET OR AGGREGATED WITH OTHER POSITIONS. TAX POSITIONS THAT MEET THE MORE-LIKELY-THAN-NOT RECOGNITION THRESHOLD ARE MEASURED AS THE LARGEST AMOUNT OF TAX BENEFIT THAT IS MORE THAN 50% LIKELY OF BEING REALIZED UPON SETTLEMENT WITH THE APPLICABLE TAXING AUTHORITY.
