“The foundation's endowments consist of several funds established for a variety of purposes. Its endowments include a donor-restricted endowment fund as well as several funds designated by the board of directors to function as endowments. The policy of the foundation states it is the intention of the board of directors to set the payout rate at a level to provide for a disciplined stream of income. The spending policy for each individual endowment fund is based on the rolling twelve-quarter average of the market values of the fund. For the year ending december 31, 2016, the board of directors approved a payout rate of up to 4% on certain designated endowment funds. The foundation is a beneficiary of an endowment fund of york county community foundation. The community foundation maintains variance power over distributions from the fund. As beneficiary, the foundation is entitled to annual distributions from the fund, based upon the community foundation's spending policy.”
