Offering a comprehensive array of social services, including case management, food, housing, adult education and family literacy. A total of 1,571 primarily low-income households were served.

Form 990, Part III

Part iii, line 4a, continued: homelessness prevention is crisis intervention by housing coaches to prevent eviction and assist tenants remain in their existing housing. Services include mediating conflicts, communicating with landlords, and making referrals to appropriate services in the community. In montgomery county, 1 household was served (1 adult, 1 child). Emergency shelter is provided for families and single women through an interfaith hospitality network (ihn), which is a collaboration between 29 local faith communities and keystone opportunity center to provide shelter and social services to families experiencing homelessness in montgomery county and upper bucks county. The ihn brings many different organizations together to help the guests regain their housing, independence, and dignity when life's misfortunes (job loss, disability, fire, domestic violence, and more) occur. Each month, two different congregations (one in each county) provide overnight lodging, home cooked meals, and hospitality. The guests spend their days at work or at the keystone opportunity center day center. Keystone opportunity center case managers meet with the families to develop goals and monitor action steps such as finding housing, jobs or government assistance. Client education includes job preparedness, financial advising, household management, parenting, and nutrition. Through this program keystone opportunity center provided 2,306 nights of shelter (one bed per night per person); social services, including counseling, referrals, and nutritional and parenting classes. The community supported the program with 1,272 volunteers serving a total of 21,039 hours. In montgomery county 13 households were served (14 adults, 19 children). For the 33 clients exiting the program, 17 moved to permanent housing, 10 moved to transitional housing, 5 moved to a temporary and 1 moved to other housing situation. In bucks county 2 households were served (3 adults, 2 children). For the 5 clients exiting the program, 2 moved to permanent housing, 2 moved to a temporary housing situation 1 moved to institutional housing. Rapid re-housing is designed to move households quickly from literal homelessness to permanent affordable housing while providing needed social services to ensure stability. A variety of federal, county and local funding sources are utilized for services. In montgomery county, 76 households were served (76 adults, 0 children). For the 47 clients exiting the program, 39 moved to permanent housing, 1 moved to transitional housing, 1 moved to a temporary housing situation, 3 moved to institutional housing and 3 moved to some other type of housing. Transitional housing helps community members facing homelessness progress from crisis to stability with well-maintained rental housing for up to two years. Keystone opportunity center owned or managed 16 transitional housing units and provided 13,537 nights of shelter (one bed per night per person); social services, including counseling, referrals, nutritional and parenting classes, and a mandatory action plans to help them move toward independence in permanent housing. In montgomery county, 13 households were served (18 adults, 24 children). For the 22 clients exiting the program, 19 moved to permanent housing and 2 moved to institutional housing and 1 moved to other housing situation. In bucks county, 7 households were served (9 adults, 15 children). For the 11 clients exiting the program, 8 moved to permanent housing, 2 moved to temporary housing and 1 moved to institutional housing. Permanent affordable housing provides rental units at reduced rates which are established by hud annually. Keystone opportunity center owned or leased 14 units and provided 5,376 nights of housing. Keystone opportunity center holds client funds as part of a financial goal planning program. Families are encouraged to set aside funds in a savings account to care for emergency expenses. Keystone holds the money in escrow while a case manager works with the families to manage the funds. When a family leaves the program, the funds are returned to them via a bank-issued check.

The organization is exempt from federal income taxes under provisions of section 501(c)(3) of the internal revenue code, and from pennsylvania taxation under the applicable provisions of the commonwealth's non-profit organization statutes. Keystone utilizes asc 740-10, accounting for uncertainty in income taxes, as it related to uncertain tax positions. Management has reviewed its current and past federal and state income tax positions, and has determined that the tax positions taken are certain and there is no likelihood that a material tax assessment would be made if the respective government agencies examined the tax returns subject to audit. Accordingly, no provision for the effect of uncertain tax positions has been recorded, nor have any related interest and penalties been accrued. The irs and state taxing authorities retain the right to review filed tax returns, generally for three years after they are filed. However, keystone is no longer subject to income tax examinations for years prior to 2013, is not currently under audit, and has not been contacted by any of these tax jurisdictions.

IN THE SOUDERTON AREA SCHOOL DISTRICT, 467 HOUSEHOLDS WERE SERVED (555 ADULTS, 415 CHILDREN) A TOTAL OF 248,340 POUNDS OF FOOD, TOILETRIES, CLEANING AND PAPER PRODUCTS WERE DISTRIBUTED INCLUDING 187,204 POUNDS DONATED FROM THE COMMUNITY AND 57,865 POUNDS FROM GOVERNMENT PROGRAMS WITH THE ASSISTANCE OF MORE THAN 114 VOLUNTEERS (SERVING 3,397 HOURS).
