Conflicts of interest policy the appraisal foundation requires that each director, principal officer and member of a committee with governing board delegates powers sign annually a statement affirming his understanding of and agreement with the conflict of interest policy. Periodic reviews are conducted with the aid (if necessary) of outside advisors.

Executive compensation the executive compensation committee is composed of the current chair, vice chair and immediate past chair of the board of trustees; the current treasurer; and a member of the board of trustees independent from the executive committee. It meets annually to discuss the president's compensation and employment benefit package. Compensation decisions are made with the use of compensation reviews from outside consultants and current compensation surveys conducted by asae and other associations in the washington, dc area.

Financial statement footnote regarding fin 48 (asc 740) the foundation evaluates uncertainty in income tax positions based on a more-likely-than-not recognition standard. If that threshold is met, the tax position is then measured at the largest amount that is greater than 50% likely of being realized upon ultimate settlement. As of december 31, 2017 and 2016, there are no accruals for uncertain tax positions. If applicable, the foundation records interest and penalties as a component of income tax expense. Tax years from 2014 through the current year remain open for examination by tax authorities.

COMPLIANCE WITH THE PPAQC IS MANDATORY FOR MEMBERS OF FOUNDATION SPONSORING ORGANIZATIONS.THE AQB BEGAN EXPLORING ALTERNATIVES OPTIONS FOR OBTAINING A REAL PROPERTY APPRAISER CREDENTIAL IN JULY 2015. THIS EXAMINATION CONTINUED IN 2016 AND 2017 AS WELL. ALL TOLD, THE AQB PUBLISHED A CONCEPT PAPER, DISCUSSION DRAFT, AND FOUR EXPOSURE DRAFTS, AS WELL AS CONDUCTING SEVERAL PUBLIC MEETINGS AND TWO FOCUS GROUP SESSIONS. THE FOURTH EXPOSURE DRAFT WAS PUBLISHED ON NOVEMBER 1, 2017, WITH A WRITTEN COMMENT DEADLINE OF JANUARY 12, 2018. THE AQB ALSO INTENDS TO ACCEPT VERBAL COMMENTS AT ITS PUBLIC MEETING IN WASHINGTON, DC ON FEBRUARY 1, 2018, WHERE THE BOARD HOPES TO ADOPT REVISIONS TO THE REAL PROPERTY APPRAISER QUALIFICATION CRITERIA.AS IT DOES EACH YEAR, THE AQB WORKED WITH SUBJECT MATTER EXPERTS (SMES) TO DEVELOP ADDITIONAL EXAM QUESTIONS AND TEST FORMS FOR THE NATIONAL UNIFORM LICENSING AND CERTIFICATION EXAMINATIONS. THE AQB CERTIFIED USPAP INSTRUCTOR RECERTIFICATION PROGRAM FOR THE 2018-2019 EDITION OF THE UNIFORM STANDARDS OF PROFESSIONAL APPRAISAL PRACTICE (USPAP) BEGAN IN SEPTEMBER 2017, AND ALL USPAP INSTRUCTORS WILL BE REQUIRED TO SUCCESSFULLY RECERTIFY BY MARCH 31, 2018 BEFORE TEACHING A 2018-2019 USPAP COURSE. THE COURSE APPROVAL PROGRAM (CAP) CONTINUED TO BE AN EFFECTIVE VEHICLE FOR EDUCATION PROVIDERS AND STATE APPRAISER REGULATORY AGENCIES TO REVIEW AND APPROVE EDUCATIONAL OFFERINGS. AS OF DECEMBER 31, 2017, THERE WERE APPROXIMATELY 293 CAP-APPROVED COURSES.AS OF DECEMBER 31, 2017, THE AQB EVALUATED AND APPROVED A TOTAL OF NINE UNDERGRADUATE COLLEGE AND UNIVERSITY PROGRAMS, WHILE FIVE GRADUATE PROGRAMS WERE REVIEWED AND APPROVED. USPAP CONTAINS STANDARDS FOR ALL TYPES OF APPRAISAL SERVICES INCLUDING REAL ESTATE, PERSONAL PROPERTY, BUSINESS, AND MASS APPRAISAL. COMPLIANCE WITH USPAP IS MANDATORY FOR STATE LICENSED AND CERTIFIED APPRAISERS INVOLVED IN FEDERALLY RELATED REAL ESTATE TRANSACTIONS.CHANGES FOR THE 2018-2019 EDITION OF USPAP WERE ADOPTED BY THE ASB AT ITS PUBLIC MEETING IN DALLAS, TEXAS ON FEBRUARY 3, 2017. THE ADOPTED CHANGES GO INTO EFFECT ON JANUARY 1, 2018. PROGRAM ATTENDANCE SINCE 2009 INCLUDES 54 OF THE 55 STATES AND JURISDICTIONS, WITH 481 ATTENDEES COMPLETING LEVEL 1, 344 COMPLETING LEVEL 2 AND 154 COMPLETING LEVEL 3. THE ASC FUNDS THE ATTENDANCE BY STATE REGULATORS AT INVESTIGATOR TRAINING COURSES THROUGH THE STATE GRANT PROCESS.TWO VALUATION ROUNDTABLES WERE HELD TO DISCUSS TRENDING ISSUES IN THE APPRAISAL PROFESSION. THIS GROUP OF KEY REAL PROPERTY STAKEHOLDERS MET, RECOGNIZING IMPROVEMENTS CAN BE MADE, OVERWHELMINGLY SUPPORTED THE UNIQUE STRUCTURE OF THE CURRENT APPRAISER REGULATORY SYSTEM AND THE STRONG PARTNERSHIP THAT HAS DEVELOPED OVER MANY YEARS OF COOPERATIVE EFFORT. THEY ALSO STRESSED THERE IS A CONTINUED NEED FOR ONE SET OF PROFESSIONAL STANDARDS, THE UNIFORM STANDARDS OF PROFESSIONAL APPRAISAL PRACTICE (USPAP). OTHER TOPICS DISCUSSED INCLUDED THE NEED TO DEVELOP A UNIFORM PROCESS FOR REQUESTS FOR RECONSIDERATION OF VALUE.IN AN EFFORT TO PROVIDE TIMELY INFORMATION TO APPRAISERS, THE FOUNDATION MADE SIGNIFICANT STRIDES IN PRODUCING LIVE AND RECORDED WEBINARS. IN MAY, THE FOUNDATION OFFERED A FREE WEBINAR TITLED ALTERNATIVES TO EVALUATIONS: USING RESTRICTED APPRAISAL REPORTS IN YOUR PRACTICE, RECORDED A WEBINAR ON THE CHANGES TO THE 2018-2019 EDITION OF USPAP AND PRODUCED ITS FIRST LIVE STREAM OF A PUBLIC MEETING. THE UNIFORM APPRAISAL STANDARDS FOR FEDERAL LAND ACQUISITIONS, MORE COMMONLY KNOWN AS THE "YELLOW BOOK," WAS RELEASED IN DECEMBER 2016. THE FOUNDATION IS THE PUBLISHER OF THE BOOK, AND IT IS AVAILABLE FOR PURCHASE IN BOTH PRINT AND ELECTRONIC VERSIONS. IN ADDITION, THE FOUNDATION WILL ACT AS THE WHOLESALER FOR YELLOW BOOK-RELATED COURSES.THE ORIGINAL FIVE-YEAR MEMORANDUM OF UNDERSTANDING (MOU) WITH THE US DEPARTMENT OF ENERGY (DOE) WAS RENEWED FOR THREE MORE YEARS. AS PART OF THAT AGREEMENT, THE FOUNDATION WILL OFFER GUIDANCE ON THE VALUATION OF GREEN OR HIGH-PERFORMANCE PROPERTIES. TWO VALUATION ADVISORIES HAVE ALREADY BEEN ISSUED: VALUATION OF GREEN AND HIGH PERFORMANCE PROPERTY: BACKGROUND AND CORE COMPETENCY, AND VALUATION OF GREEN AND HIGH PERFORMANCE PROPERTY: ONE TO FOUR-UNIT RESIDENTIAL. THE FOUNDATION CONTINUES TO PARTICIPATE IN VARIOUS INTERNATIONAL ACTIVITIES THAT INCLUDING ACTIVE ROLES IN THE INTERNATIONAL VALUATION STANDARDS COUNCIL (IVSC), THE INTERNATIONAL PROPERTY MEASUREMENT STANDARDS COUNCIL (IPMSC), AND THE INTERNATIONAL ETHICS STANDARDS COALITION (IESC).
