Mission

The Central Pennsylvania Conservancy (CPC) works in an 8-county Central PA region to conserve natural resources and open space for the benefit of current and future generations through land acquisitions, donated conservation easements, education, and outreach.

The mission of Central Pennsylvania Conservancy (CPC) is to acquire, preserve, and protect local land and natural resources in a five-county, South-Central PA region.

Financial Statement Notes

Part II, Line 9: Organization Reporting of conservation easements.

The Conservancy acquires, protects, and holds land for conservation purposes. Land is valued at cost or, in the case of donated land, at fair value on the date of the contribution.The Conservancy capitalizes certain costs incurred during the time the land is beingacquired and protection activities are underway. These costs include due diligence,demolition of structures, legal fees, and miscellaneous other items to return the land to its natural state.The Conservancy holds certain conservation easements and deed restrictions(easements), each representing a legal interest in land owned by another person or entity. The easements grant the Conservancy the right to use, control, and/or protect the land for conservation purposes. Easements can be acquired by donations from landowners or by the sale of a piece of land owned by the Conservancy, where part of the agreement is that the Conservancy retains the easement on the land after sale. Easements acquired through donation and easements established by retention of rights are not recorded in the financial statements. Additionally, the Conservancy obtains easements through purchases directly from owners. Purchased easements are recorded at cost and reduced to a carrying value of zero by expensing the amount of the easement purchase funded by revenue without donor restrictions and/or the amount of any restricted grants received specifically for the easement purchases.THE ENTITY SOMETIMES SELLS LAND TO AN ORGANIZATION TO BE MANAGED AS A HABITAT FOR WILDLIFE. STATE LAW RESTRICTS THE AMOUNT THE ORGANIZATION CAN PAY PER ACRE OF LAND; THEREFORE, THE PROPERTY IS SOLD FOR LESS THAN MARKET VALUE. THE DIFFERENCE BETWEEN THE ACTUAL SALES PROCEEDS AND THE FAIR MARKET VALUE IS RECORDED AS A DONATION OF LAND.

CPC's Land Protection Committee directs the land protection activities of the organization within a five-county service area: Cumberland, Franklin, Perry, Dauphin, and Juniata Counties. CPC has prioritized the protection of key landscapes in our region: the Kittatinny Ridge Corridor and the South Mountain Landscape, targeting healthy forests, wildlife habitat, watershed and riparian protection, agricultural preservation, public access for outdoor recreation, and culturally important areas that define our natural heritage. The committee also oversees stewardship and annual monitoring of 31 conservation easement properties and 5 nature preserves. During 2024, CPC purchased 900+ acres of Camp Tuckahoe that will be transferred from CPC to DCNR and related entities for public use.
