The Dauphin County Library System strengthens the community by promoting literacy and providing resources and services for information, education, and recreation.

The mission of DCLS is focused on promoting literacy & lifelong learning through a variety of services. The four most central services are:1.lending of books, magazines &DVD's 2.Providing free public computing 3. providing programs that enhance learning 4. providing librarians to answer questions.

Governance Explanations

Form 990, Part VI, Section A, Line 7A

The Board of Trustees is comprised of 17 members, 12 of which are elected to three-year terms by the governing body. The remaining 5 are appointed for a one-year term by the Dauphin County Commissioners.

Form 990, Part VI, Section B, Line 11B

The process to review the Form 990 is for the Finance Director to present and review the completed document with the Executive Director and the Finance Committee of the Board of Trustees. After obtaining the committee approval, it is presented to the full Board of Trustees. Once all questions have been answered satisfactorily, the form is filed with the Internal Revenue Service.

Form 990, Part VI, Section B, Line 12C

The Executive Committee at their January meeting annually reviews the Conflict of Interest policy. Any necessary revisions are made at that time. The policy is then presented and reviewed at the January Board of Trustee meeting. All trustees, the Executive Director and the Finance Director are given a copy for their records, as well as required to sign and return a copy, including any known conflicts. The Finance Director collects the signed documents, which are retained in the system files. One member of the Board of Trustees did not return a completed and signed conflict of interest statement in 2015.

Form 990, Part VI, Section B, Line 15

The Personnel Committee of the Board along with the Finance Director, conducts an analysis of salary and benefits for the organization. Primary focus is placed on senior staff in the review with the Board Committee. Wage and benefit data is gathered from various sources, including survey of not-for-profit organizations in Pennsylvania and surveys by various library associations. The compensation of the Executive Director is determined by the Board of Trustees, while the Finance Director's salary is set along with the rest of the staff. All increases are approved by the Board of Trustees.

Form 990, Part I, Line 6

In 2015, there were 216 volunteers (composed of 199 regular volunteers and 17 trustees who served as the governing body for the Dauphin County Library System). All are part-time volunteers. All regular volunteers submit monthly time sheets; hours are recorded and tracked in a database. The hours from regular volunteers totaled 8,407 hours and benefited the organization with duties based on maintaining the collection, supporting children's programming and community outreach, and keeping our Library buildings clean and landscapes green. Hours by the governing body (trustees) were determined to be 371 hours based on attendance records for committee and Board meetings. Therefore the grand total was 8,778 volunteer hours benefiting the Dauphin County Library System.

Part V, #4: Dauphin County Library System has permanent Endowments that provided funding for the Lively Minds and the Joan Y. Leopold Children's Book Week programs, and library materials for the Alexander Family and East Shore Area Libraries. The System also has Board designated Endowments that are designated for the following purpose: 1. maintenance on the historic McCormick Riverfront Library building; 2. continuing education; 3. library materials; 4. general operating expenses; 5. youth services.
