Form 990, Part III, Line 4A, Program Service Accomplishments:

Addictions Training and Workforce Development (ATWD) Project: This workforce development project provides the required 270 hours of education needed for individuals who are interested in becoming licensed or certified alcohol and drug counselors. The full curriculum of courses is provided at eight sites throughout the state, free of charge to participants. Advanced training is also provided for CADC and LCADC professionals. Training services were expanded to include Peer Recovery Specialist trainings specifically for the OORP Program. Scholarships for free classes for those interested in becoming a Certified Prevention Specialist (CPS) are also offered through NJPN and other approved providers throughout the state. Training and Technical Assistance for the State's 17 Regional Substance Abuse Prevention Coalitions: The New Jersey Division of Mental Health and Addiction Services created a network of Regional Coalitions to address the state's substance abuse prevention priorities. NJPN was selected to provide technical assistance and support to the 17 Regional Coalitions regarding implementing the Strategic Prevention Framework including needs assessment, capacity building, planning, and implementation. Guided by national research as well as its own experiences, NJPN facilitates, participates in and provides technical assistance and support to the 17 coalitions. NJPN works with each regional coalition to successfully assess data, determine consumption patterns and consequences, prioritize needs, and develop a comprehensive strategic plan and logic model specific to their region and based upon relevant topics as guided by the four state-identified priorities. Through trainings, webinars and one-on-one technical assistance, NJPN is supporting the effective implementation of environmental strategies that will make population-level change within New Jersey. Evaluation Support for the Regional Coalitions: NJPN has been contracted by Rutgers to assist them in providing evaluation support to the 17 Regional Coalitions. The Evaluation Team has created consistent data collection tools that the Regional Coalitions have utilized during their needs assessment process to capture statewide information on the substance abuse trends, policy scan details and prevention resources. As this project moves forward, a comprehensive evaluation plan will be developed and implemented to measure the successes of the Regional Coalition Project. Military Personnel and their Families: NJPN coordinates this statewide project through a network of local prevention partners that provide prevention programs to military personnel and their families. Military personnel and their families are facing many challenges that can significantly impact their lives. Often, these challenges trigger stressors that can lead to family dysfunction, substance abuse, and other negative outcomes. NJPN developed two evidence-based programs to help support the New Jersey military community. These programs build on the strengths of these inspiring individuals and families and provide an opportunity to focus on family and life balance through parental and youth skill building, improved family communication and healthy coping skills to reduce stress. Military Family Nights and Achieving Personal Balance offer a prevention intervention that can strengthen the military community. NJ Drug Free Communities (Impact NJ): In September 2014, the IMPACT NJ Coalition received a Drug-free Communities grant from the Office of National Drug Control Policy (ONDCP). It is one of only two statewide grants of this kind in the country. The IMPACT NJ Coalition focuses on reducing alcohol and marijuana use among youth 18 and under throughout the State of New Jersey. Building from current and previous coalitions coordinated by NJPN, IMPACT NJ brings together state and local leaders who are dedicated to sharing their expertise and time and work collaboratively to achieve common goals. NJ Highway Traffic Safety: A special educational track was created for NJPN's Annual Addiction Conference that was funded through the Division of Highway Traffic Safety Department. This track targeted preventionists and offered a power session and two workshops that made the connection between drug and alcohol use by youth and the high risk of drinking and drugged driving. WISE: Wellness Initiative for Senior Education The WISE Program is a wellness and prevention program targeting older adults, which is designed to help them celebrate healthy aging, make healthy lifestyle choices and avoid substance misuse. It provides valuable educational services to older adults on topics including medication misuse and management, stress management, depression, and substance misuse. Created by NJPN and implemented locally by prevention agencies across the country, WISE promotes health through education concerning high-risk behaviors in older adults. The curriculum is listed on SAMHSA's National Registry of Evidence-Based Programs and Practices (NREPP) and the Administration for Community Living's Aging and Disability Evidence-Based Programs and Practices (ADEPP). NJPN provides Facilitator Trainings in New Jersey and across the country to prepare professionals to implement this evidence-based curriculum. Hundreds of facilitators have been trained and are currently implementing this program in over 10 states.

Financial Statement Notes

Part X, Line 2:

The Agency's federal exempt returns for 2015-2017 are subject to examination by the IRS, generally for three years after they were filed. The Agency's state informational returns for 2014-2017 are subject to examination up to four years after they were filed. The statute of limitations does not apply to unfiled returns. The Agency believes that all required returns have been filed. The Agency's policy is to classify income tax related interest and penalties, if incurred, in interest expense and miscellaneous expense, respectively. Accounting principles generally accepted in the United States of America require that a liability be recorded for uncertain tax positions taken, if it is determined that the tax positions taken would more-likely-than-not be denied upon examination by taxing authorities. Management of the Agency has analyzed the tax positions taken in its filings with the Federal Government and State of New Jersey, and concluded that no tax positions have been taken that would not be sustained upon examination. Accordingly, the Agency has not recorded any reserves, or related accruals for interest and penalties for uncertain tax positions at June 30, 2018 and 2017.

The Agency's state informational returns for 2014-2017 are subject to examination up to four years after they were filed. The statute of limitations does not apply to unfiled returns. The Agency believes that all required returns have been filed. The Agency's policy is to classify income tax related interest and penalties, if incurred, in interest expense and miscellaneous expense, respectively. Accounting principles generally accepted in the United States of America require that a liability be recorded for uncertain tax positions taken, if it is determined that the tax positions taken would more-likely-than-not be denied upon examination by taxing authorities. Management of the Agency has analyzed the tax positions taken in its filings with the Federal Government and State of New Jersey, and concluded that no tax positions have been taken that would not be sustained upon examination. Accordingly, the Agency has not recorded any reserves, or related accruals for interest and penalties for uncertain tax positions at June 30, 2018 and 2017.

Students must submit an application for review and must meet specific criteria set by DMHAS for approval. NJPN provides scholarship to approved applicants to attend CPS classes. Each month the host agencies invoice NJPN for reimbursement for the scholarship students that successfully complete the course and receives the agreed upon amount per student plus a small administrative fee. Online CADC Scholarships: Through the ATWD grant, NJPN permits a limited number of students (based on the budgeted amount) in need of three or less courses to graduate to take their remaining courses through a web-based program. NJPN registers the students using the online course service provider program, which generates a user name and password for approved students to log on and take the course. NJPN receives a weekly report from the online course provider indicating which students successfully completed the course requirements within that specific week so NJPN may track student progress and number of scholarships distributed. Each month the online course provider invoices NJPN for reimbursement and receives the agreed upon amount per student plus an administrative fee. ACS Online Scholarships: Through the ATWD grant, NJPN provides scholarships to individuals attending approved ACS sessions. Students must submit an application for review and must meet specific criteria set by NJDMHAS for approval. NJPN provides scholarship vouchers to the students attend approved classes. Each month the host agencies invoice NJPN for reimbursement for the scholarship students that successfully complete the course and receives the agreed upon amount per student plus a small administrative fee. Other scholarships: CRAFT Scholarships: Through the ATWD grant, NJPN provided scholarships to individuals who had attended the CRAFT training so that they may continue on with the certification process through the developers of the CRAFT evidence based program. IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2Addictions Training and Workforce Development (ATWD) Project: This workforce development project provides the required 270 hours of education needed for individuals who are interested in becoming licensed or certified alcohol and drug counselors. The full curriculum of courses is provided at eight sites throughout the state, free of charge to participants. Advanced training is also provided for CADC and LCADC professionals. Training services were expanded to include Peer Recovery Specialist trainings specifically for the OORP Program. Scholarships for free classes for those interested in becoming a Certified Prevention Specialist (CPS) are also offered through NJPN and other approved providers throughout the state. Training and Technical Assistance for the State's 17 Regional Substance Abuse Prevention Coalitions: The New Jersey Division of Mental Health and Addiction Services created a network of Regional Coalitions to address the state's substance abuse prevention priorities. NJPN was selected to provide technical assistance and support to the 17 Regional Coalitions regarding implementing the Strategic Prevention Framework including needs assessment, capacity building, planning, and implementation. Guided by national research as well as its own experiences, NJPN facilitates, participates in and provides technical assistance and support to the 17 coalitions. NJPN works with each regional coalition to successfully assess data, determine consumption patterns and consequences, prioritize needs, and develop a comprehensive strategic plan and logic model specific to their region and based upon relevant topics as guided by the four state-identified priorities. Through trainings, webinars and one-on-one technical assistance, NJPN is supporting the effective implementation of environmental strategies that will make population-level change within New Jersey. Evaluation Support for the Regional Coalitions: NJPN has been contracted by Rutgers to assist them in providing evaluation support to the 17 Regional Coalitions. The Evaluation Team has created consistent data collection tools that the Regional Coalitions have utilized during their needs assessment process to capture statewide information on the substance abuse trends, policy scan details and prevention resources. As this project moves forward, a comprehensive evaluation plan will be developed and implemented to measure the successes of the Regional Coalition Project. Military Personnel and their Families: NJPN coordinates this statewide project through a network of local prevention partners that provide prevention programs to military personnel and their families. Military personnel and their families are facing many challenges that can significantly impact their lives. Often, these challenges trigger stressors that can lead to family dysfunction, substance abuse, and other negative outcomes. NJPN developed two evidence-based programs to help support the New Jersey military community. These programs build on the strengths of these inspiring individuals and families and provide an opportunity to focus on family and life balance through parental and youth skill building, improved family communication and healthy coping skills to reduce stress. Military Family Nights and Achieving Personal Balance offer a prevention intervention that can strengthen the military community. NJ Drug Free Communities (Impact NJ): In September 2014, the IMPACT NJ Coalition received a Drug-free Communities grant from the Office of National Drug Control Policy (ONDCP). It is one of only two statewide grants of this kind in the country. The IMPACT NJ Coalition focuses on reducing alcohol and marijuana use among youth 18 and under throughout the State of New Jersey. Building from current and previous coalitions coordinated by NJPN, IMPACT NJ brings together state and local leaders who are dedicated to sharing their expertise and time and work collaboratively to achieve common goals. This track targeted preventionists and offered a power session and two workshops that made the connection between drug and alcohol use by youth and the high risk of drinking and drugged driving. WISE: Wellness Initiative for Senior Education The WISE Program is a wellness and prevention program targeting older adults, which is designed to help them celebrate healthy aging, make healthy lifestyle choices and avoid substance misuse. It provides valuable educational services to older adults on topics including medication misuse and management, stress management, depression, and substance misuse. Created by NJPN and implemented locally by prevention agencies across the country, WISE promotes health through education concerning high-risk behaviors in older adults. The curriculum is listed on SAMHSA's National Registry of Evidence-Based Programs and Practices (NREPP) and the Administration for Community Living's Aging and Disability Evidence-Based Programs and Practices (ADEPP). NJPN provides Facilitator Trainings in New Jersey and across the country to prepare professionals to implement this evidence-based curriculum. Hundreds of facilitators have been trained and are currently implementing this program in over 10 states.
