Form 990, Part III, Line 4A, Program Service Accomplishments:

Annual Addiction Conference: NJPN's 15th Annual Addiction Conference was held this year and brought over 800 professionals together for the state's premier event focused on substance abuse prevention, early intervention, treatment and recovery support. The Conference facilitates the dialog between leaders at the local, county and state level in order to better serve New Jersey's communities. The focus is on educating the state's front-line professionals about critical issues surrounding substance abuse and providing a unique forum for networking, collaboration and workforce development. Educational sessions taught by national and state experts provide attendees with the latest research and information pertinent to their respective fields. This venue provides an opportunity for the addiction community to come together to learn more about their specific area of focus, as well as other topics and issues that will help to create a stronger continuum of care in New Jersey. NJ Highway Traffic Safety: A special educational track was created for NJPN's Annual Addiction Conference that was funded through the Division of Highway Traffic Safety Department. This track targeted preventionists and offered a power session and two workshops that made the connection between drug and alcohol use by youth and the high risk of drinking and drugged driving. Addictions Training and Workforce Development (ATWD) Project: This workforce development project provides the required 270 hours of education needed for individuals who are interested in becoming licensed or certified alcohol and drug counselors. The full curriculum of courses is provided at eight sites throughout the state, free of charge to participants. Advanced training is also provided for CADC and LCADC professionals. Scholarships for free classes for those interested in becoming a Certified Prevention Specialist(CPS) are also offered through NJPN and other approved providers throughout the state. Community Transformation Grant (CTG): NJPN was the lead agency for the CTG grant through funding from the Center for Disease Control and Prevention (CDC). This national initiative ended September 30, 2014. Through this initiative, NJPN created the Coalition for a Healthy NJ, which is still maintained, to encourage collaboration and coordinate public health initiatives throughout the state. The coalition focuses on chronic disease prevention and addresses five strategic directions identified by CDC. These five strategic directions include tobacco-free living, active living and healthy eating, high quality clinical preventive services, social and emotional wellness, and healthy and safe physical environment. Training and Technical Assistance for the State's 17 Regional Substance Abuse Prevention Coalitions: The New Jersey Division of Mental Health and Addiction Services created a network of Regional Coalitions to address the state's substance abuse prevention priorities. NJPN was selected to provide technical assistance and support to the 17 Regional Coalitions regarding implementing the Strategic Prevention Framework including needs assessment, capacity building, planning, and implementation. Guided by national research as well as its own experiences, NJPN facilitates, participates in and provides technical assistance and support to the 17 coalitions. NJPN works with each regional coalition to successfully assess data, determine consumption patterns and consequences, prioritize needs, and develop a comprehensive strategic plan and logic model specific to their region and based upon relevant topics as guided by the four state-identified priorities. Through trainings, webinars and one-on-one technical assistance, NJPN is supporting the effective implementation of environmental strategies that will make population-level change within New Jersey. Financial Statement Notes

Part X, Line 2:

The Agency's federal exempt returns for 2012-2014 are subject to examination by the IRS, generally for three years after they were filed. The Agency's state informational returns for 2011-2014 are subject to examination up to four years after they were filed. The statute of limitations does not apply to unfiled returns. The Agency believes that all required returns have been filed. The Agency's policy is to classify income tax related interest and penalties, if incurred, in interest expense and miscellaneous expense, respectively. Accounting principles generally accepted in the United States of America require that a liability be recorded for uncertain tax positions taken, if it is determined that the tax positions taken would more-likely-than-not be denied upon examination by taxing authorities. Management of the Agency has analyzed the tax positions taken in its filings with the Federal Government and State of New Jersey, and concluded that no tax positions have been taken that would not be sustained upon examination. Accordingly, the Agency has not recorded any reserves, or related accruals for interest and penalties for uncertain tax positions at June 30, 2015 and 2014.

The Agency's state informational returns for 2011-2014 are subject to examination up to four years after they were filed. The statute of limitations does not apply to unfiled returns. The Agency believes that all required returns have been filed. The Agency's policy is to classify income tax related interest and penalties, if incurred, in interest expense and miscellaneous expense, respectively. Accounting principles generally accepted in the United States of America require that a liability be recorded for uncertain tax positions taken, if it is determined that the tax positions taken would more-likely-than-not be denied upon examination by taxing authorities. Management of the Agency has analyzed the tax positions taken in its filings with the Federal Government and State of New Jersey, and concluded that no tax positions have been taken that would not be sustained upon examination. Accordingly, the Agency has not recorded any reserves, or related accruals for interest and penalties for uncertain tax positions at June 30, 2015 and 2014.

IRS990ScheduleI/SupplementalInformationDetail/ExplanationTxt0CPS Scholarships: Through the ATWD grant, NJPN provides scholarships to Certified Prevention Specialist students attending approved CPS classes offered throughout the state. Students must submit an application for review and must meet specific criteria set by NJDMHAS for approval. NJPN provides vouchers to the students to use for the approved classes. Each month the host agencies invoice NJPN for reimbursement for the scholarship students and receives the agreed upon amount per student plus a small administrative fee. Online CADC Scholarships: Through the ATWD grant, NJPN permits a limited number of students (based on the amount we budgeted) who need five or less courses to graduate to take online courses. NJPN registers the students using the online course provider program, who then issue the students with a user name and password to log on and take the class. NJPN receives a weekly report from the online course provider that tells us which students completed their courses within that specific week so we can track how many scholarships are distributed. Each month the online course provider invoices us for reimbursement and receives the agreed upon amount per student plus an administrative fee. College Scholarships: Through the ATWD grant, NJPN was able to pilot a project intended to help offset costs of college tuition for students entering the treatment, prevention, or social work field for the Spring 2015 semester. Students who were interested in the reimbursement had to submit an application for review and approval and include information regarding the courses taken, such as a course description and total tuition costs. Approved students must submit proof that they received a final grade of a "B or higher in order to be issued the reimbursement. All scholarships were disbursed after the completion of the semester, ensuring that scholarship monies were used for their intended purpose. NJPN Conference Sponsorship: NJPN provided complimentary event registrations for staff members of The Department of Human Services. Conference scholarships are non-cash, providing little opportunity for the misuse of funds.

NJ Highway Traffic Safety: A special educational track was created for NJPN's Annual Addiction Conference that was funded through the Division of Highway Traffic Safety Department. This track targeted preventionists and offered a power session and two workshops that made the connection between drug and alcohol use by youth and the high risk of drinking and drugged driving. Addictions Training and Workforce Development (ATWD) Project: This workforce development project provides the required 270 hours of education needed for individuals who are interested in becoming licensed or certified alcohol and drug counselors. The full curriculum of courses is provided at eight sites throughout the state, free of charge to participants. Advanced training is also provided for CADC and LCADC professionals. Scholarships for free classes for those interested in becoming a Certified Prevention Specialist(CPS) are also offered through NJPN and other approved providers throughout the state. Community Transformation Grant (CTG): NJPN was the lead agency for the CTG grant through funding from the Center for Disease Control and Prevention (CDC). This national initiative ended September 30, 2014. Through this initiative, NJPN created the Coalition for a Healthy NJ, which is still maintained, to encourage collaboration and coordinate public health initiatives throughout the state. The coalition focuses on chronic disease prevention and addresses five strategic directions identified by CDC. These five strategic directions include tobacco-free living, active living and healthy eating, high quality clinical preventive services, social and emotional wellness, and healthy and safe physical environment. Training and Technical Assistance for the State's 17 Regional Substance Abuse Prevention Coalitions: The New Jersey Division of Mental Health and Addiction Services created a network of Regional Coalitions to address the state's substance abuse prevention priorities. NJPN was selected to provide technical assistance and support to the 17 Regional Coalitions regarding implementing the Strategic Prevention Framework including needs assessment, capacity building, planning, and implementation. Guided by national research as well as its own experiences, NJPN facilitates, participates in and provides technical assistance and support to the 17 coalitions. NJPN works with each regional coalition to successfully assess data, determine consumption patterns and consequences, prioritize needs, and develop a comprehensive strategic plan and logic model specific to their region and based upon relevant topics as guided by the four state-identified priorities. Through trainings, webinars and one-on-one technical assistance, NJPN is supporting the effective implementation of environmental strategies that will make population-level change within New Jersey.
