Plan nh, founded in 1989, has a mission to foster excellence in the planning, design and development of new hampshire's built environment. We raise awareness of the link between the built environment and the health and vitality of our communities. Our membership is comprised of architects, engineers, landscape architects, planners, builders and real estate professionals, financial and insurance firms and others with an interest in how we build, what we build and where and its impact on our daily lives. Plan nh has a vision of an economically, socially, and vibrant new hampshire in which: our changing context (weather and climate changes, shifting demographics, new ways of thinking about food and energy sources, more) is taken into consideration during planning and related decisions. Towns and neighborhoods balance necessary growth with preserving their unique senses of place. Compact, mixed-use areas are encouraged. EXECUTIVE DIRECTOR ROBIN LEBLANC CONTINUED HER PARTICIPATION IN THE NH ALLIANCE FOR HEALTHY AGING, INCLUDING AS A MEMBER OF THE STEERING COMMITTEE AND THE ZONING AND HOUSING WORKGROUP IN 2015, NEW HAMPSHIRE HOUSING HAD APPROACHED PLAN NH WITH A PROPOSAL TO FUND A MUNICIPAL TECHNICAL ASSISTANCE GRANT PROGRAM, WHICH WE WOULD ADMINISTER. THE PURPOSE OF THE PROGRAM IS TO PROVIDE FUNDING TO MUNICIPALITIES WHO WISH TO CREATE OR REVISE THEIR ZONING ORDINANCES TO MAKE THEM MORE "HOUSING FRIENDLY." IN 2017, PROJECTS IN HINSDALE AND PETERBOROUGH, BEGUN IN 2016, PASSED TOWN MEETING. BOSCAWEN AND FRANCONIA FINISHED THEIR LANGUAGE BUT WAITED UNTIL 2017 TOWN MEETING TO PUT THE PROJECTS TO A VOTE. ALSO IN 2017, THE TOWN OF CANDIA WAS AWARDED AN MTAG GRANT TO LOOK AT THEIR FOUR CORNERS NEIGHBORHOOD AND CREATE A VILLAGE DISTRICT-TYPE OF ZONING, WHICH WOULD INCLUDE MIXED-USE DEVELOPMENT AND MORE HOMES. THE PROJECT WAS COMPLETED IN DECEMBER OF 2017 BUT THE PLANNING BOARD FELT THAT MORE TIME WAS NEEDED TO ABSORB THIS NEW TYPE OF ZONING AND DEVELOPMENT IN THE TOWN SO HELD OFF ON PUTTING IT ON THE WARRANT FOR MARCH TOWN MEETING. ROCHESTER WAS ALSO AWARDED A GRANT BUT WAS NOT ABLE TO START UNTIL 2017. IN YET ANOTHER ROUND OF APPLICATIONS, FARMINGTON, JACKSON AND DOVER WERE ALL SELECTED AS PROGRAM PARTICIPANTS. THIS IS AN IMPORTANT PROGRAM FOR THE STATE. "IT GIVES PLANNING BOARDS HORSE-POWER TO GET THINGS DONE, " SAID ONE CONSULTANT, GIVING ESPECIALLY CASH-AND TIME-STRAPPED COMMUNITY PLANNERS AN OPPORTUNITY TO ACTUALLY GET SOMETHING DONE. EXPANDING HOUSING CHOICES IS A CHALLENGE FOR JUST ABOUT EVERY TOWN IN THE GRANITE STATE, AND THIS PROGRAM PROVIDES TOOLS TO ACTUALLY SIT DOWN AND ADDRESS IT. “Plan nh conducted three community design charrettes in 2017: wilton on july 21 and 22, which looked at what their downtown could do to attract more economic vitality somersworth on september 22 and 23, during which the team focused on an underutilized parcel in the center of the downtown and developed recommendations for a re-vitalization in support of the larger area and city as a whole. Kensington on october 20 and 21, for which we were asked to make recommendations to bring more people to the town's center and to connect the two ends of the center for a more cohesive feel. 37 volunteers (aggregate) contributed time and talent to these charrettes. If each contributed 20 hours at 100/hour, that's 74,000 in time given to all three communities. As of the end of 2017, we have conducted 66 charrettes in 62 communities, helping their citizens to identify the vision they have for their town center or other significant neighborhood, and developing recommendations as to how that vision might be achieved over time.”
“Networking for our members and related professionals and providing opportunities to inform and inspire are high on our list of priorities. An after hours was hosted by aecm in newmarket, in an old blacksmith shop that had been converted to engineering office space. About 30 people attended, and besides networking, enjoyed a program about the restoration and rehabilitation of the building. In concord in march of 2017, plan nh had its first-in-at-least-a-decade day and a half conference. The title was the role of community design in supporting an aging population. Sessions included remarks from thought leaders at the nh center for policy studies, smart growth america (keynote), aarp nh, southern nh planning commission, tri-state learning collaborative, heal-nh, jsa architects, transport nh and more. About 90 people attended the gathering, including legislators, architects, planners, landscape architects, engineers and more. In october 2017, plan nh had a second conference, this time in dover. The title was the role of community design in supporting economic development. Chris parker at city of dover hosted a walk-about the first morning and then started the session with a talk about their approach to development and why it has been successful. This talk was followed by one from molly donovan at unh cooperative extension who introduced the notion of the importance of quality of life as a driver of economic development. The following day, we heard from shanna draheim of the michigan municipal league, who shared with us what they had learned about the eight asset areas communities of any size need to focus on as foundations to economic vibrancy. These remarks were followed by a panel of dover residents and business people, the founders of access portsmouth (which underscored the importance of wheelchair and other accessibility), nh preservation alliance and finally, a representative of the new nh department of business and economic affairs. About 80 people attended and one said that it was the best-organized conference she had ever attended.”
“Our annual awards evening was held june 21 at the derryfield in manchester: the annual merit awards recognized outstanding examples of sustainable planning, design, and/or development that included social responsibility and collaboration. In addition, these are examples of how the built environment can have a positive impact on the social, economic and/or environmental fabric of the community: o access portsmouth a web-based program that indicates which restaurants and other venues in portsmouth are accessible, including entrances, aisle widths, bathroom design and more. The site includes best places to park and what routes around town are most enjoyable to those in a wheelchair. O portsmouth african burying ground memorial park, portsmouth. This is a public monument built on a city street where the remains of almost 200 slaves had been found a decade earlier.. While serving as a memorial to the slaves who lived in portsmouth's early days, it is also an actual burial ground, and the place was created to raise awareness and for reflection and meditation. O other projects receiving awards in 2017 were: -allenstown community center -building on hope/manchester police athletic league building renovations -the flats @ hanover commons, manchester -river's edge apartments, laconia -jim mitchell community park, warner -new england sweetwater farm and distillery, winchester the scholarship and fellowship awards, in partnership with the nh charitable foundation, awarded 2,400 to thirteen students who call nh home and are studying in a field related to the plan nh mission. On that same evening, roger hawk, a planner in the state for over 30 years, a strong supporter of plan nh (including president) and who died early 2016, was recognized as villager of the year. The board welcomed new members sarah richards and caroline corriveau each of warrenstreet architects (concord), brian gehris of milestone engineering and construction (concord), paul roberson of the rowley agency (concord), and bruce hamilton of bruce ronayne hamilton architects in new ipswich. Vic reno stepped down after a long stint of almost 30 years.”
“150 individuals and/or companies donated time, talent, and/or treasure to plan nh committees, programs, events and more. Executive director robin leblanc continued her participation in the nh alliance for healthy aging, including as a member of the steering committee and the zoning and housing workgroup in 2015, new hampshire housing had approached plan nh with a proposal to fund a municipal technical assistance grant program, which we would administer. The purpose of the program is to provide funding to municipalities who wish to create or revise their zoning ordinances to make them more "housing friendly." in 2017, projects in hinsdale and peterborough, begun in 2016, passed town meeting. Boscawen and franconia finished their language but waited until 2017 town meeting to put the projects to a vote. Also in 2017, the town of candia was awarded an mtag grant to look at their four corners neighborhood and create a village district-type of zoning, which would include mixed-use development and more homes. The project was completed in december of 2017 but the planning board felt that more time was needed to absorb this new type of zoning and development in the town so held off on putting it on the warrant for march town meeting. Rochester was also awarded a grant but was not able to start until 2017. In yet another round of applications, farmington, jackson and dover were all selected as program participants. This is an important program for the state. "it gives planning boards horse-power to get things done, " said one consultant, giving especially cash-and time-strapped community planners an opportunity to actually get something done. Expanding housing choices is a challenge for just about every town in the granite state, and this program provides tools to actually sit down and address it. The annual golf event was held at the canterbury woods golf course. About 100 players registered in support of plan nh and our scholarship program. Plan nh continues to send newsletters and blogs on a not-regular basis, maintain the plan nh website and more in an effort to inform and inspire regarding ideas and trends and methods to creating healthy and vibrant communities across the state.”

KENSINGTON ON OCTOBER 20 AND 21, FOR WHICH WE WERE ASKED TO MAKE RECOMMENDATIONS TO BRING MORE PEOPLE TO THE TOWN'S CENTER AND TO CONNECT THE TWO ENDS OF THE CENTER FOR A MORE COHESIVE FEEL. 37 VOLUNTEERS (AGGREGATE) CONTRIBUTED TIME AND TALENT TO THESE CHARRETTES. IF EACH CONTRIBUTED 20 HOURS AT 100/HOUR, THAT'S 74,000 IN TIME GIVEN TO ALL THREE COMMUNITIES. AS OF THE END OF 2017, WE HAVE CONDUCTED 66 CHARRETTES IN 62 COMMUNITIES, HELPING THEIR CITIZENS TO IDENTIFY THE VISION THEY HAVE FOR THEIR TOWN CENTER OR OTHER SIGNIFICANT NEIGHBORHOOD, AND DEVELOPING RECOMMENDATIONS AS TO HOW THAT VISION MIGHT BE ACHIEVED OVER TIME. |

SESSIONS INCLUDED REMARKS FROM THOUGHT LEADERS AT THE NH CENTER FOR POLICY STUDIES, SMART GROWTH AMERICA (KEYNOTE), AARP NH, SOUTHERN NH PLANNING COMMISSION, TRI-STATE LEARNING COLLABORATIVE, HEAL-NH, JSA ARCHITECTS, TRANSPORT NH AND MORE. ABOUT 90 PEOPLE ATTENDED THE GATHERING, INCLUDING LEGISLATORS, ARCHITECTS, PLANNERS, LANDSCAPE ARCHITECTS, ENGINEERS AND MORE. IN OCTOBER 2017, PLAN NH HAD A SECOND CONFERENCE, THIS TIME IN DOVER. THE TITLE WAS THE ROLE OF COMMUNITY DESIGN IN SUPPORTING ECONOMIC DEVELOPMENT. CHRIS PARKER AT CITY OF DOVER HOSTED A WALK-ABOUT THE FIRST MORNING AND THEN STARTED THE SESSION WITH A TALK ABOUT THEIR APPROACH TO DEVELOPMENT AND WHY IT HAS BEEN SUCCESSFUL. THIS TALK WAS FOLLOWED BY ONE FROM MOLLY DONOVAN AT UNH COOPERATIVE EXTENSION WHO INTRODUCED THE NOTION OF THE IMPORTANCE OF QUALITY OF LIFE AS A DRIVER OF ECONOMIC DEVELOPMENT. THE FOLLOWING DAY, WE HEARD FROM SHANNA DRAHEIM OF THE MICHIGAN MUNICIPAL LEAGUE, WHO SHARED WITH US WHAT THEY HAD LEARNED ABOUT THE EIGHT ASSET AREAS COMMUNITIES OF ANY SIZE NEED TO FOCUS ON AS FOUNDATIONS TO ECONOMIC VIBRANCY. THESE REMARKS WERE FOLLOWED BY A PANEL OF DOVER RESIDENTS AND BUSINESS PEOPLE, THE FOUNDERS OF ACCESS PORTSMOUTH (WHICH UNDERSCORED THE IMPORTANCE OF WHEELCHAIR AND OTHER ACCESSIBILITY), NH PRESERVATION ALLIANCE AND FINALLY, A REPRESENTATIVE OF THE NEW NH DEPARTMENT OF BUSINESS AND ECONOMIC AFFAIRS. IN 2017, PROJECTS IN HINSDALE AND PETERBOROUGH, BEGUN IN 2016, PASSED TOWN MEETING. BOSCAWEN AND FRANCONIA FINISHED THEIR LANGUAGE BUT WAITED UNTIL 2017 TOWN MEETING TO PUT THE PROJECTS TO A VOTE. ALSO IN 2017, THE TOWN OF CANDIA WAS AWARDED AN MTAG GRANT TO LOOK AT THEIR FOUR CORNERS NEIGHBORHOOD AND CREATE A VILLAGE DISTRICT-TYPE OF ZONING, WHICH WOULD INCLUDE MIXED-USE DEVELOPMENT AND MORE HOMES. THE PROJECT WAS COMPLETED IN DECEMBER OF 2017 BUT THE PLANNING BOARD FELT THAT MORE TIME WAS NEEDED TO ABSORB THIS NEW TYPE OF ZONING AND DEVELOPMENT IN THE TOWN SO HELD OFF ON PUTTING IT ON THE WARRANT FOR MARCH TOWN MEETING. ROCHESTER WAS ALSO AWARDED A GRANT BUT WAS NOT ABLE TO START UNTIL 2017. IN YET ANOTHER ROUND OF APPLICATIONS, FARMINGTON, JACKSON AND DOVER WERE ALL SELECTED AS PROGRAM PARTICIPANTS. THIS IS AN IMPORTANT PROGRAM FOR THE STATE. "IT GIVES PLANNING BOARDS HORSE-POWER TO GET THINGS DONE, " SAID ONE CONSULTANT, GIVING ESPECIALLY CASH-AND TIME-STRAPPED COMMUNITY PLANNERS AN OPPORTUNITY TO ACTUALLY GET SOMETHING DONE. ABOUT 90 PEOPLE ATTENDED THE GATHERING, INCLUDING LEGISLATORS, ARCHITECTS, PLANNERS, LANDSCAPE ARCHITECTS, ENGINEERS AND MORE. IN OCTOBER 2017, PLAN NH HAD A SECOND CONFERENCE, THIS TIME IN DOVER. THE FOLLOWING DAY, WE HEARD FROM SHANNA DRAHEIM OF THE MICHIGAN MUNICIPAL LEAGUE, WHO SHARED WITH US WHAT THEY HAD LEARNED ABOUT THE EIGHT ASSET AREAS COMMUNITIES OF ANY SIZE NEED TO FOCUS ON AS FOUNDATIONS TO ECONOMIC VIBRANCY. ALSO IN 2017, THE TOWN OF CANDIA WAS AWARDED AN MTAG GRANT TO LOOK AT THEIR FOUR CORNERS NEIGHBORHOOD AND CREATE A VILLAGE DISTRICT-TYPE OF ZONING, WHICH WOULD INCLUDE MIXED-USE DEVELOPMENT AND MORE HOMES. THE PROJECT WAS COMPLETED IN DECEMBER OF 2017 BUT THE PLANNING BOARD FELT THAT MORE TIME WAS NEEDED TO ABSORB THIS NEW TYPE OF ZONING AND DEVELOPMENT IN THE TOWN SO HELD OFF ON PUTTING IT ON THE WARRANT FOR MARCH TOWN MEETING.
