Mission

Physicians for human rights works at the intersection of medicine, science, and law to secure human rights and justice for all. We investigate and document human rights violations, give voice to survivors and witnesses, and plant seeds of reconciliation by ensuring that perpetrators can be held accountable for their crimes.

Physicians for human rights (phr) is an independent organization that uses the integrity of medicine and science to stop mass atrocities and severe human rights violations against individuals.

The executive committee is responsible for oversight of the financial statement audit and selection of the independant accounting firm. The review time period is every five years.

Form 990, Part I, Line 22

Prior period adjustments to unrestricted and temporarily restricted assets - reducing net assets by a total of $2,010,805 - are the result of management reclassifying certain restrictive grant agreements in conjunction with the auditors. This revenue is deferred and will be counted in future years.

Financial Statement Notes

PART X, LINE 2:

The entity is exempt from income taxes as a public charity under section 501(c)(3) of the internal revenue code. The entity recognizes and measures its unrecognized tax benefits in accordance with gaap. Under that guidance the entity assesses the likelihood, based on their technical merit, that tax positions will be sustained upon examination based on the facts, circumstances and information available at the end of each period. The measurement of unrecognized tax benefits is adjusted when new information is available, or when an event occurs that requires a change. Management annually reviews its tax positions and has determined that there are no material uncertain tax positions that require recognition in the financial statements. The entity's federal and state income tax returns are open and subject to examination from the 2012 return year and forward.

THE WIDESPREAD TARGETING OF MEDICAL FACILITIES AND HEALTH CARE PROFESSIONALS AMOUNTS TO WAR CRIMES AND CRIMES AGAINST HUMANITY. PHR CREATED AN ONLINE INTERACTIVE MAP OF THESE ATTACKS WHICH TRACKS THESE CRIMES AND HELPS INFORM HUMANITARIAN RESPONSES TO THE ONGOING CRISIS AND KEEP THESE ATTACKS ON THE GLOBAL POLICY AGENDA. HEALTH PROFESSIONALS ARE OFTEN THE FIRST TO RESPOND TO RAPE SURVIVORS, BUT MANY HAVE LITTLE TRAINING IN THE FORENSIC COLLECTION AND DOCUMENTATION OF EVIDENCE. IN RECOGNITION OF THIS GAP, PHR'S PROGRAM ON SEXUAL VIOLENCE IN CONFLICT ZONES IS WORKING TO INSTITUTIONALIZE THE IMPORTANT ROLE OF DOCTORS IN DOCUMENTING RAPE AND OTHER FORMS OF SEXUAL VIOLENCE BY COLLECTING AND PRESERVING FORENSIC MEDICAL EVIDENCE. PHR TRAINS DOCTORS AND NURSES IN THE COMPREHENSIVE AND SECURE DOCUMENTATION OF THE PHYSICAL INJURIES AND PSYCHOLOGICAL TRAUMA EXPERIENCED BY SURVIVORS OF SEXUAL VIOLENCE. PHR ALSO TRAINS LAW ENFORCEMENT PERSONNEL, LEGAL PROFESSIONALS, AND THE JUDICIARY ABOUT THE IMPORTANCE OF MEDICAL EVIDENCE. THIS YEAR, PHR TRAININGS INCLUDED MILITARY JUDGES, WHOSE JURISDICTION INCLUDES SENSITIVE CASES SUCH AS MASS CRIMES AND SEXUAL VIOLENCE, SO THAT THEY BETTER UNDERSTAND FORENSIC MEDICAL DOCUMENTATION. IN TOTAL, PHR HAS TRAINED OVER 800 DOCTORS, NURSES, POLICE OFFICERS, LAWYERS, AND JUDGES. TO SUPPORT AND REINFORCE FORENSIC SKILLS, PHYSICIANS FOR HUMAN RIGHTS CREATED MEDICAPT, AN INNOVATIVE MOBILE APPLICATION THAT EMPOWERS THE MEDICAL, LEGAL, AND LAW ENFORCEMENT PROFESSIONALS WE TRAIN TO USE TECHNOLOGY TO COLLECT, ANALYZE, SECURELY STORE, AND SAFELY SHARE FORENSIC EVIDENCE FOR USE IN JUSTICE SETTINGS. MEDICAPT HELPS PRESERVE CHAIN OF CUSTODY, SAFEGUARD PATIENT PRIVACY, PROTECT WITNESS IDENTITIES, AND PREVENT DESTRUCTION OR LOSS OF VITAL EVIDENTIARY INFORMATION. MEDICAPT IS A SIMPLE CONCEPT THAT ORIGINATED IN THE FIELD AND WON FIRST PRIZE IN THE 2013 USAID-HUMANITY UNITED TECH CHALLENGE FOR ATROCITY PREVENTION. IT IS A TWO-PRONGED APPLICATION - ONE FOR MOBILE DEVICES, SUCH AS SMARTPHONES AND TABLETS WITH BUILT-IN CAMERAS, FOR DOCTORS' USE WHEN EXAMINING SURVIVORS OF TORTURE INCLUDING SEXUAL VIOLENCE AND A WEBSITE THROUGH WHICH POLICE INVESTIGATORS, LAWYERS, AND JUDGES CAN ACCESS CASE INFORMATION. TAKEN TOGETHER THESE FEATURES WORK TO MITIGATE THE DANGERS ASSOCIATED WITH ASSISTING VICTIMS AND SURMOUNT LOGISTICAL OBSTACLES TO JUSTICE DESCRIBED ABOVE. WITH MEDICAPT, DOCTORS AND NURSES CAN DIRECTLY INPUT STANDARD MEDICAL INFORMATION, TAKE PHOTOGRAPHS OF SURVIVORS' INJURIES, AND UPLOAD RECORDS TO SECURE SERVERS. THIS CAN SOLVE THE PROBLEM THAT HOSPITALS AND POLICE STATIONS FREQUENTLY LACK LOCKED STORAGE FACILITIES TO PROPERLY SAFEGUARD PATIENT RECORDS AND FORENSIC MEDICAL DOCUMENTATION FROM DESTRUCTION OR LOSS. THIS FEATURE ALSO HELPS MAINTAIN CHAIN OF CUSTODY AND MINIMIZES RISK OF RETALIATION AGAINST DOCTORS, THEIR PATIENTS, WITNESSES, AND OTHERS IN THE INVESTIGATION AND ADJUDICATION PROCESS. USING A DIGITAL PLATFORM TO RECORD OBSERVATIONS AND DOCUMENT EVENTS ADDRESSES THE CHRONIC LACK OF RESOURCES, SUCH AS CASE MANAGEMENT SYSTEMS AND EVEN PENS AND PAPER NEEDED FOR CUSTOMARY DOCUMENTATION PURPOSES. AND BECAUSE MEDICAPT ENABLES ENCRYPTED DIGITAL INFORMATION TRANSFER, IT BRIDGES THE VAST DISTANCES THAT PROFESSIONALS NORMALLY HAVE TO TRAVEL - FROM REMOTE CRIME SCENES TO HEALTHCARE FACILITIES TO POLICE STATIONS TO COURTHOUSES - TO SUBMIT EVIDENCE IN SEXUAL VIOLENCE PROSECUTIONS.

THIS YEAR, FOLLOWING MONTHS OF INTENSE ADVOCACY BY PHR AND OTHERS URGING THE U.S. GOVERNMENT TO RELEASE THE SENATE SELECT COMMITTEE ON INTELLIGENCE'S (SSCI) REPORT ON CIA TORTURE TO ENSURE A FULL ACCOUNTING OF ABUSE THAT OCCURRED, THE SSCI RELEASED THE EXECUTIVE SUMMARY OF ITS REPORT. PHR IMMEDIATELY CONVENED A TEAM OF PHYSICIANS AND PSYCHOLOGISTS AND ISSUED A REPORT OF HEALTH PROFESSIONALS' COMPLICITY IN THE CIA PROGRAM THAT DEBUNKED ASSERTIONS THAT TORTURE WAS EITHER SAFE OR EFFECTIVE - TWO OF THE JUSTIFICATIONS USED BY DEFENDERS OF THE CIA PROGRAM. PHR FOUND THAT PSYCHOLOGISTS, DOCTORS, AND OTHER HEALTH PROFES SIONALS HELPED TO DEVELOP AND IMPLEMENT ABUSIVE INTERROGATION TECHNIQUES AND PROVIDED LEGAL COVER FOR TORTURE IN VIOLATION OF THEIR PROFESSIONAL ETHICS, AND CONCLUDED THAT WITHOUT THE PARTICIPATION OF HEALTH PROFESSIONALS, THE CIA'S ILLEGAL PROGRAM MIGHT HAVE BEEN PREVENTED. MEDIA STORIES HIGHLIGHTED PHR'S CALL FOR CRIMINAL ACCOUNTABILITY AND PROFESSIONAL SANCTIONS FOR THOSE RESPONSIBLE FOR TORTURE, AS WELL AS OUR CALL FOR A FEDERAL COMMISSION TO INVESTIGATE THE ROLE OF HEALTH PROFESSIONALS. WE ALSO CONTINUED TO CALL FOR AN END TO THE FORCE-FEEDING OF DETAINEES ON HUNGER STRIKE AT GUANTANAMO BAY. PHR LEVERAGED OUR MEDICAL EXPERTISE TO LAUNCH A TARGETED ADVOCACY EFFORT AGAINST FORCE-FEEDING AS A HUMAN RIGHTS VIOLATION, HIGHLIGHTING THE PRACTICE AS UNETHICAL, UNLAWFUL, AND MEDICALLY UNSOUND. THIS YEAR, PHR LAUNCHED A CAMPAIGN TO SUPPORT A U.S. NAVY NURSE WHO BECAME THE FIRST MEDICAL OFFICER IN GUANTANAMO'S HISTORY TO REFUSE TO FORCE-FEED DETAINEES, RECOGNIZING IT AS A VIOLATION OF HIS PROFESSIONAL ETHICS. WHEN THE NAVY SOUGHT TO DISCHARGE THE NURSE, PHR COORDINATED PUBLIC SUPPORT THROUGH OUTREACH TO MEDICAL AND MILITARY EXPERTS AS WELL AS PROFESSIONAL ORGANIZATIONS INCLUDING THE AMERICAN NURSES ASSOCIATION, INTERNATIONAL COUNCIL OF NURSES, AMERICAN MEDICAL ASSOCIATION AND WORLD MEDICAL ASSOCIATION, URGING THEM TO ISSUE PUBLIC STATEMENTS. THE ADVOCACY CAMPAIGN RESULTED IN THE NAVY'S DECISION TO FORGO DISCHARGE PROCEEDINGS AGAINST THE NURSE. THE ANA - GALVANIZED BY PHR - ALSO MADE THE ISSUE OF FORCE-FEEDING ITS OWN, HONORING THE NURSE IN ABSENTIA WITH ITS FIRST EVER YEAR OF ETHICS AWARD THIS SUMMER. PHR PROVIDES ASYLUM SEEKERS WITH MEDICAL AND PSYCHOLOGICAL EVALUATIONS TO DOCUMENT TORTURE AND ABUSE, AND HELPS PROTECT THESE SURVIVORS BY IMPROVING THE QUALITY OF HEALTH CARE IN IMMIGRATION DETENTION CENTERS, REDUCING THE USE OF IMMIGRATION DETENTION, AND ELIMINATING ARBITRARY AND UNJUSTIFIED BARRIERS TO ASYLUM. PHR'S ASYLUM PROGRAM PROVIDES PRO BONO EXAMINATIONS TO THOSE SEEKING ASYLUM IN THE UNITED STATES TO EVALUATE THEIR CLAIMS AND TESTIFY ON THEIR BEHALF. WE TRAIN HEALTH PROFESSIONALS IN PROVIDING PHYSICAL AND PSYCHOLOGICAL EVALUATIONS OF VICTIMS OF TORTURE, ILL-TREATMENT, SEXUAL VIOLENCE, AND PERSECUTION, AND HAVE ESTABLISHED AN EXPERT NETWORK OF EVALUATORS. WE NOW HAVE MORE THAN 480 VOLUNTEERS WHO HAVE EVALUATED ASYLUM SEEKERS FROM OVER 69 COUNTRIES. EACH YEAR, HUNDREDS OF SURVIVORS SUBMIT AFFIDAVITS PREPARED BY PHR EXPERTS THAT CONFIRM ABUSE AND LEND SUPPORT TO THEIR ASYLUM APPLICATIONS. CASES THAT INVOLVE A PHR EXPERT RESULT IN ASYLUM BEING GRANTED APPROXIMATELY 90 PERCENT OF THE TIME, A FIGURE THAT FAR EXCEEDS THE NATIONAL AVERAGE, ILLUSTRATING THE POWER OF MEDICAL TESTIMONY. THIS YEAR, WE PLACED 482 ASYLUM CASES - THE GREATEST NUMBER TO DATE-WITH OUR NETWORK OF VOLUNTEERS. WE CONDUCTED SEVEN SEPARATE TRAININGS (FIVE AROUND THE UNITED STATES, AND TWO WEBINARS). IN ADDITION TO EVALUATIONS, PHR'S ASYLUM PROGRAM COLLABORATES WITH A NUMBER OF MEDICAL STUDENT-RUN HUMAN RIGHTS CLINICS THAT ARE DEDICATED TO PROVIDING FORENSIC EVALUATIONS FOR ASYLUM SEEKERS.
