Mission and Program Overview

Mission

Physicians for human rights works at the intersection of medicine, science, and law to secure human rights and justice for all. We investigate and document human rights violations, give voice to survivors and witnesses, and plant seeds of reconciliation by ensuring that perpetrators can be held accountable for their crimes.

Major Activities

Activity 2
Persecution of health workers/medical neutrality phr documents the deliberate targeting of health care systems and personnel and advocates accountability for violators. Phr has documented government attacks on physicians, medical staff, and patients in bahrain, libya, and syria. In response, phr is supporting the medical neutrality protection act of 2011, a bipartisan bill co-drafted by phr that makes the protection of medical professionals and access to medical services a global policy priority for the us government. Additionally, phr is opposing a $50m arms sale to bahrain until human rights abuses are investigated. Through our "colleagues at risk" program, phr leads international campaigns on behalf of individual health professionals jailed for their human rights work. Phr was instrumental in securing the release of drs. Kamiar and arash alaei - hiv/aids doctors imprisoned by iran for their international advocacy work in 2008.
Activity 3
Mass atrocities phr holds perpetrators of mass atrocities accountable by using forensic science and epidemiology to document crimes and build capacity to further transitional justice. Phr has partnered with afghan civil society organizations and national stakeholders in a multi-year program to develop local forensic capabilities as the country moves away from conflict and seeks national healing by addressing past human rights violations. In libya, phr used its investigation of a massacre site to propose a systematic approach to addressing the question of the missing in libya, including alleged massacre sites and subsequent resulting mass graves. Phr's epidemiological survey of burma's chin state revealed extraordinary levels of state and military violence against civilians, including forced labor, religious persecution, beatings, killing, disappearances, torture, rape, and widespread pillaging. Phr has leveraged this research to maintain sanctions against the government until meaningful reform occurs. Following our three investigations into genocide in darfur, phr has mobilized health professionals, students, and members of the general public to press for urgently needed security in darfur and compensation and restitution for survivors.in addition to investigating mass graves, phr's international forensic program provides critical services to institutions, organizations, and individuals, through: forensic investigations (of both mass graves and individual deaths); identification of missing persons; evaluations, monitoring or review of forensic projects, reports, and services carried out by other entities and organization; and specialized training in forensic science, human identification, dna analysis, and international forensic investigations to improve the long-term sustainability of forensic investigations at an international level.
