To ensure that young people affected by the criminal justice system are afforded every opportunity to reclaim lives of dignity, self-fulfillment, and engagement in their communities. We are dedicated to improving the lives and futures of young people affected by the criminal justice system. A conviction, an arrest, or even a simple interaction with police can have lasting consequences for young people, threatening the stability they need to thrive. When our justice system creates barriers to success for youth, we use the law to help them leave the stigma of a criminal record behind. The results of the mass criminalization of young people of color serve as potentially lifelong impediments to the cornerstones of stability we all need. Youth Represent provides critical legal reentry services and education for young people, and we do so in their own communities. We also use the law to advocate for broader changes to the criminal legal system, and other systems that affect the young people

“Policy Reform & Youth Development (continued)Raise the Age Implementation AdvocacySince the passage of Raise the Age legislation we have advocated with City agencies to ensure that the letter and spirit of the law are followed, including for youth charged with serious offenses. We have also pushed for greater transparency about implementation, both through existing oversight bodies and by working with City Council members to introduce a Raise the Age data reporting bill. We have continued our advocacy for changes that would reduce the number of young people in the system, including reducing low-level arrests, expanding diversion, demanding police accountability, and reforming the bail system. And we use education and outreach to ensure that young people and families have tools to advocate for themselves in the youth justice system. Raise the Age MonitoringIn collaboration with CUNY and the Childrens Defense Fund, we developed a robust project to monitor the implementation of the RTA law including direct court observation, surveys of public defenders and service providers, public data analysis, and youth focus groups. The core of this project is over 500 observations of juvenile delinquency proceedings in Family Court and criminal proceedings of the Youth Parts of Superior Court collected by researchers in Brooklyn, Manhattan, the Bronx, and Queens in 2019 early and 2020. Further Youth Justice Reform: Raise the Age was a critical first step toward conforming New Yorks youth justice system to principles of youth development, but the law left out tens of thousands of emerging adults age 18 to 25the vast majority of them Black and Latinxwho are arrested each year in New York. It also left out the youngest children arrested and prosecuted as juvenile delinquents each year. Over the past year we laid the groundwork to expand on Raise the Age and promote robust youth justice reform in New York State by working with attorneys, advocates, and young people to develop and advocate for a Youth Justice Agenda for New York State.”

We worked on 311 cases in employment, housing, education, family, and criminal law, and reviewed criminal histories for 364 youth so they could have an accurate understanding of what will appear on background checks. We brought this model to a host of workforce development programs, alternatives-to-incarceration, mental health clinics, and shelters for LGBTQ and trans- and gender-nonconforming youth. In addition to these direct service numbers, we also greatly expanded our litigation efforts, filing class action and impact litigation cases against major NYC employers to combat the discriminatory practices they apply when hiring applicants with criminal histories and applicants of color. |

We are dedicated to improving the lives and futures of young people affected by the criminal justice system. A conviction, an arrest, or even a simple interaction with police can have lasting consequences for young people, threatening the stability they need to thrive. When our justice system creates barriers to success for youth, we use the law to help them leave the stigma of a criminal record behind. The results of the mass criminalization of young people of color serve as potentially lifelong impediments to the cornerstones of stability we all need. Youth Represent provides critical legal reentry services and education for young people, and we do so in their own communities. We also use the law to advocate for broader changes to the criminal legal system, and other systems that affect the young people |
