Mission and Program Overview

Mission

To ensure that young people affected by the criminal justice system are afforded every opportunity to reclaim lives of dignity, self-fulfillment, and engagement in their communities. We are dedicated to improving the lives and futures of young people affected by the criminal justice system. A conviction, an arrest, or even a simple interaction with police can have lasting consequences for young people, threatening the stability they need to thrive. When our justice system creates barriers to success for youth, we use the law to help them leave the stigma of a criminal record behind. The results of the mass criminalization of young people of color serve as potentially lifelong impediments to the cornerstones of stability we all need. Youth Represent provides critical legal reentry services and education for young people, and we do so in their own communities. We also use the law to advocate for broader changes to the criminal legal system, and other systems that affect the young people

Form 990, Part VI, Line 4: Description of Significant Changes to Organizational Documents

During 2018 the by-laws were updated to be in compliance with the NYS Nonprofit Revitalization Act.

Form 990, Part VI, Line 11B: Form 990 Review Process

Form 990 will be shared with the board and reviewed at the next board meeting. In addition, it will be reviewed with the external CFO, the Executive Director, and the COO.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The compensation range for the ED was determined by an external consultant who used comparable industry ED salaries in New York. The executive committee of the board reviewed the qualifications of the ED and recommended a salary range to the full board which then approved the salary.

Form 990, Part VI, Line 15B: Compensation Review and Approval Process for Officers and Key Employees

Other positions have undergone similar analysis by the former ED, but there was no formal process in place. The board will put procedures in place to do this analysis for the next salary review period.

IRS990/Desc0Community-Lawyering Model: Youth Represent has served 1,131 youth by providing direct legal representation and advice; we have educated 1,787 through 106 Know Your Rights workshops. We worked on 442 cases in employment, housing, education, family, and criminal law, and reviewed criminal histories for 688 youth so they could have an accurate understanding of what will appear on background checks. We also brought on new partner organizations to our community-lawyering model, including Drive Change and the NYC Department of Youth & Community Development's Intern and Earn program.

IRS990/MissionDesc0Youth Represents mission is to ensure that young people affected by the criminal justice system are afforded every opportunity to reclaim lives of dignity, self-fulfillment, and engagement in their communities. We are dedicated to improving the lives and futures of young people affected by the criminal justice system. A conviction, an arrest, or even a simple interaction with police can have lasting consequences for young people, threatening the stability they need to thrive. When our justice system creates barriers to success for youth, we use the law to help them leave the stigma of a criminal record behind. The results of the mass criminalization of young people of color serve as potentially lifelong impediments to the cornerstones of stability we all need. New York City boasts scores of community-based organizations dedicated to helping lift youth out of poverty, but even their best efforts can be thwarted by an arrest or conviction. IRS990/ProgSrvcAccomActy2Grp/Desc0Policy Reform: Our policy priority in 2018 was ensuring full implementation of Raise the Age legislation passed in 2017 while laying the groundwork for further reforms to the youth justice system. In the area of implementation, we successfully advocated for adjustments to state regulations governing detention under Raise the Age that will improve conditions, as well as education and program opportunities for older youth held in secure detention. This included a forceful campaign against the city's plan to use Department of Correction (DOC) officers from Rikers Island and other adult jails to supervise 16- and 17- year-olds impacted by Raise the Age, which we believe could import that culture of Rikers Island into juvenile detention. As a result of this pressure, the City shortened the time-frame for the phase out from two years to 18 months and expanded ACS staff at Horizon while limiting the number of DOC officers supervising youth. While Raise the Age is a significant step forward for youth justice, there is more work to be done, especially for older youth at the core of Youth Represents client base. In 2018, we advocated for legislation that would allow court fines and fees to be waived for youth under 21 facing economic hardship. This legislation passed the State Assembly but stalled in the State Senate. We also met with more than a dozen state legislators to educate them about the need to expand existing youthful offender protections to youth up to 21 and even older, based on both research demonstrating that brain development continues into one's mid-20s and a growing public policy consensus that promoting reentry strengthens communities and improves public safety.
