Critical decisions relating to licensing and fee setting, compliance rules, revision of membership dues, resource allocation, financial management and budget approval and appointment of a registration authority require a "super-majority" vote of the board of directors. A super-majority vote is "an affirmative vote of more than eighty percent (80%) of the total number of persons entitled to vote".”
