IRS990/ProgSrvcAccomActy2Grp/Desc0ICERT CONTINUES ITS LONG-STANDING COMMITMENT TO PUBLIC SAFETY FUNDING ADVOCACY AT ALL LEVELS OF GOVERNMENT. THIS EFFORT INCLUDES THE TARGETED STATES CAMPAIGN - A MAJOR ACTIVITY OF THE POLICY COMMITTEE. THIS CAMPAIGN INCLUDES; MONITORING OF STATE AND FEDERAL PUBLIC SAFETY FUNDING LEVELS AND INITIATIVES (I.E., NEW FUNDING PROGRAMS, RATE CHANGES TO CURRENT PROGRAMS, DIVERSION OF PROGRAM REVENUES, ETC.). THE POLICY COMMITTEE REGULARLY REPORTS TO THE BOARD OF DIRECTORS FOR NECESSARY ADVOCACY COMMITMENTS AMONG ICERT MEMBERS AND THE PUBLIC SAFETY INDUSTRY. THE POLICY COMMITTEE AUTHORIZED ICERT COMMENTS BEFORE THE FCC RELATED TO ITS FORMAL REQUEST FOR PUBLIC COMMENT ON THE TENTH ANNUAL REPORT TO CONGRESS ON THE STATE COLLECTION AND DISTRIBUTION OF 911 AND ENHANCED 911 FEES AND CHARGES, DA 18-1271.
IRS990/ProgSrvcAccomActy3Grp/Desc0A MAJOR INITIATIVE OF THE POLICY COMMITTEE IS ITS CONFORMANCE WORKING GROUP WHICH EXAMINES THE INTEROPERABILITY OF TECHNOLOGIES, AND THE POLICY IMPLICATIONS FOR SUCH TECHNOLOGIES. THE WORKING GROUP MET TWICE IN 2018, AND TO MAXIMIZE ITS INDUSTRY IMPACT AND THE QUALITY OF ITS WORK, INCLUDES BOTH MEMBERS (10) AND NON-MEMBERS (5) OF ICERT.
IRS990/ProgSrvcAccomActyOtherGrp/Desc0ICERT PUBLISHED THE 2017 JUSTICE AND PUBLIC SAFETY MARKET OVERVIEW, CRAFTED IN CONJUNCTION WITH ICERT'S DOMESTIC RESEARCH PARTNER DELTEK. THIS REPORT - A PRO BONO SERVICE EXCLUSIVELY FOR ICERT MEMBERS - IS THE SIXTH IN A SERIES OF ANNUAL MARKET REPORTS INITIATED THROUGH ICERT'S PARTNERSHIP WITH DELTEK. SINCE SOUND BUSINESS PLANNING IS CONTINGENT UPON HAVING INFORMATION FOR REALISTIC FORECASTING, THIS PUBLICATION IS ENVISIONED AS A STARTING POINT FOR INTERNAL ANALYSIS OF SPECIFIC BUSINESS DEVELOPMENT OPPORTUNITIES. THERE HAS BEEN A REQUEST TO UPDATE AND RE-ISSUE THIS REPORT AND THE INNOVATION AND TECHNOLOGY COMMITTEE IS CONSIDERING THIS REQUEST.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1ICERT HAS BEEN ACTIVE SINCE ITS EARLIEST DAYS IN THE PROMOTION OF INCREASED GOVERNMENT FUNDING FOR PUBLIC SAFETY SERVICES, AND THAT ACTIVITY CONTINUED IN 2018. IN FEBRUARY 2016, A GROUP OF PUBLIC SAFETY AND INDUSTRY LEADERS, IN COOPERATION WITH THE NATIONAL 911 PROGRAM AND THE NEXT GENERATION 911 INSTITUTE, FORMED A NATIONWIDE EFFORT, LABELED THE NG911 NOW COALITION, TO ACCELERATE THE IMPLEMENTATION OF NEXT GENERATION 911 (NG911) SERVICES BY THE END OF 2020. THAT GROUP HAS BEEN RE-AUTHORIZED IN 2018 WITH THE DRAFTING OF PUBLIC SAFETY FUNDING LEGISLATION.ICERT'S POLICY COMMITTEE HAS JOINED THIS COALITION OF ALL MAJOR PUBLIC SAFETY ORGANIZATIONS INCLUDING, BUT NOT LIMITED TO, NENA, APCO, IAFC, NASN, NSA, AND OTHERS IN THE DEVELOPMENT AND PROMOTION OF FEDERAL FUNDING LEGISLATION FOR THE CONVERSION OF OBSOLETE COMMUNICATION TECHNOLOGY TO A MODERN NG9-1-1 CAPABLE NETWORK. THE DRAFT LEGISLATION HAS ATTRACTED BIPARTISAN LEGISLATIVE INTEREST ON CAPITOL HILL.
IRS990/ProgSrvcAccomActyOtherGrp/Desc2PART OF ICERT'S CONTINUING MISSION AS THE VOICE OF THE EMERGENCY RESPONSE TECHNOLOGY INDUSTRY IS TO REPRESENT ITS MEMBERS' POSITION BEFORE GOVERNMENT AGENCIES, SUCH AS THE FEDERAL COMMUNICATIONS COMMISSION. ICERT DID SO TWICE IN 2018, IN BOTH THE RAY BAUM ACT AND 911 RULES CONSOLIDATION, FCC 18-261.
