Additional Explanations

REVIEW OF THE FORM 990:

Form 990, part vi, section b, line 11b the form 990 is initially prepared by an independent accounting firm, then reviewed and completed by council administrator, then reviewed by board chair.

CONFLICT OF INTEREST:

Form 990, part vi, section b, line 12c the organization's operating charter includes a section addressing conflict of interest. The charter is posted on our informational website. The policy is addressed via open discussion at council and board meetings. The chair reviews for any conflicts of interest and identifies potential conflicts. In the event that a conflict arises, the individual with the conflict will cooperate with the council in taking actions to limit the implications of the conflict including recusal.

PROCESS FOR DETERMINING COMPENSATION:

Form 990, part vi, section b, line 15 the chair's rate was established by the president of the contractor company with concurrence of the department of energy. Comparable market rate analysis was done by contract personnel prior to approval. No rate adjustments have occurred since initial establishment in 2005. Chair and contract personnel negotiated the rate for council administrator. Comparable market rate analysis was done by contract personnel prior to approval.

Form 990, part vi, section c, line 19 the council charter is available via our informational website or upon request. The financial statements are made available to the public via public filing.

Form 990, part vii, section a officers and directors are employees of and receive compensation from the following organizations that contribute to hanford concerns council: washington closure hanford, llc, washington river protection solutions, llc, ch2m hill plateau remediation company.

The council evaluates its uncertain tax positions and a loss contingency is recognized when it is more likely than not that a liability has been incurred by the council as of the date of the financial statements and the amount can be reasonably estimated.
