Form 990, part vi, section a, line 2 mike johnson and carol johnson have a family relationship.

REVIEW OF THE FORM 990:

Form 990, part vi, section b, line 11b the form 990 is initially prepared by an independent accounting firm, then reviewed and completed by council administrator, then reviewed by board chair.

CONFLICT OF INTEREST:

Form 990, part vi, section b, line 12c the organization's operating charter includes a section addressing conflict of interest. The charter is posted on our informational website. The policy is addressed via open discussion at council and board meetings. The chair reviews for any conflicts of interest and identifies potential conflicts. In the event that a conflict arises, the individual with the conflict will cooperate with the council in taking actions to limit the implications of the conflict including recusal.

PROCESS FOR DETERMINING COMPENSATION:

Form 990, part vi, section b, line 15 the chair's rate was established by the president of the contractor company with concurrence of the department of energy. Comparable market rate analysis was done by contract personnel prior to approval. No rate adjustments have occurred since initial establishment in 2005. Chair and contract personnel negotiated the rate for council administrator. Comparable market rate analysis was done by contract personnel prior to approval.

Financial Statement Notes

PART X: NO PROVISION FOR FEDERAL INCOME TAX IS INCLUDED IN THE

Accompanying financial statements because the organization is exempt from federal income tax under section 501(c)(5) of the internal revenue code. The council evaluates its uncertain tax positions and a loss contingency is recognized when it is more likely than not that a liability has been incurred by the council as of the date of the financial statements and the amount can be reasonably estimated.
