Taking a close look specifically at latino representation in washington state, wa appleseed's research identified potential causes for the underrepresentation of latinos including source lists that may fail to include eligible persons, low response rates for jury questionnaires among latino potential jurors, language barriers, the possibility of loss of employment while serving on a jury, unavailability of child care, and peremptory challenges to excuse potential latino jurors. Wa appleseed joined a working group convened by the minority and justice commission to plan a forum on this topic at the wa state supreme court in may of 2017. In addition, wa appleseed continued to research the topic of felon disenfranchisement in jury service. For the past five years, wa appleseed has been a driving force behind the research and legislation to establish the first reforms to school discipline practice in decades. Our groundbreaking research shone a light on the major issues of school discipline and resulted in a new law that was implemented in 2014. Since then, appleseed research has confirmed that the majority of disciplinary incidents are for non-violent student behavior and that these minor behavioral infractions result in significant days of school missed throughout the year. We also confirmed that disproportionality in disciplinary incidents is a persistent problem in our schools, not only for students of color, but also for students with special needs. Appleseed has been and will continue to monitor the use of exclusionary discipline across the state and is launching a more in-depth investigation on the impact of 2013 legislation and its effectiveness in reducing the negative impacts of exclusions and the rate of disproportionality in discipline incidents. Wa appleseed also joined with ct, ks, ne, tx and national appleseed in a new report entitled "sending money home: the path forward" which found that while federal safeguards adopted in 2013 are protecting money sent abroad and the u.s. Residents who send it, stronger disclosure and complaint resolution measures are still needed. Wa appleseed continued to work on increasing childhood nutrition by providing breakfast after the bell in wa state schools to ensure that low income children get the nutrition they need to learn, grow, and thrive at school.”
