The Organization has one class of members with the same rights: eligible to participate in the nomination process for election of the Board members and have an opportunity to provide input on program priorities for the Network as requested by the Board.

Form 990, Part VI, Section A, line 7B

Each member in good standing shall be eligible to participate in the nomination process for election of the Board members by serving on the Board Nomination Committee (up to two can serve on the committee each year) and have an opportunity to provide input on program priorities for the Network as requested by the Board.

Form 990 is prepared by an independent accountant and reviewed in detail by the Organization's top management. The reviewed Form 990 is then forwarded to the Board of Directors for final approval before filing.

Form 990, Part VI, Section B, line 12C

All Board members sign a statement of Board Roles and Responsibilities, which includes confirming they will not enter into an activity that would be deemed a conflict of interest. The Board Secretary reviews the annually signed conflict of interest statements. If a conflict of interest does exist, the interested person shall leave the governing Board or committee meeting while the determination of the transaction of interest is discussed and voted upon.

IRS990/Desc0Public Education: As the U.S. human rights movement grows, so does the need for accessible, strategically-focused human rights education to ignite change. The goal of the USHRN Fighting Injustice through Human Rights Education (FIHRE) program is to do just that. The FIHRE program aims to equip human rights defenders with human rights strategies, tools, and standards to facilitate a coordinated, strategic and holistic growth to the movement. An intensive two and a half day program, the program selection criteria include experience, issue focus, capacity, race/ethnicity, gender, geographic diversity, and program goals. USHRN covers the bulk of participation cost, including flight, lodging, and meals, while participants are expected to cover a small portion of cost, which usually includes local transportation cost in home and host cities. FIHRE Fellows must commit to the full two days of programming as well as all follow-up requirements. The goals of the FIHRE program are to develop and deepen the human rights leadership capacity of USHRN grassroots membership and other social justice movements in the United States by grounding the educational program in an intersectional analysis and an understanding of economic, social, cultural rights (ESCR) and the interdependence of rights; to develop and provide accessible and relevant educational tools and resources for our fellows and members; to provide opportunities to engage in the use of human rights strategies in advancing movement building and advocacy; to provide opportunity and support for the acceleration of key human rights campaigns; to build new and strengthen existing relationships with organizations through FIHRE and over the long-term In 2018, USHRN had one if it's most robust FIHRE years to date, with 3 FIHRE trainings conducted across the United States. FIHRE I (NATIONAL) - The national FIHRE program was coordinated at the Highlander Center in Tennessee. A total of 17 fellows were selected from different pockets of the United States and work on issues such as; housing and homelessness, police violence, reproductive justice, immigration and education. Workshops included: Centering Ourselves in the Space (Story of Self); Human Rights 101 Introduction to Human Rights Principles, Standards, and Strategies; The US Human Rights Movement: Past, Present, Future; History of the US Human Rights Movement & USHRN; International Mechanisms to Advance a Human Rights Agenda; Building a Human Rights Campaign (Part I & II); How Grassroots Movements Use Human Rights Strategies.Meet our fellows: https://ushrnetwork.org/news/4/100/Meet-our-2018-FIHRE-Fellows FIHRE II (BLACK FIHRE) - A training for black leaders from the Southeast U.S. held in Atlanta, GA that covered an introduction to the International Decade for People of African Descent. Trainings included sessions on: Theory of Power; Understanding and Building Power Through an Intersectional Lens; Undressing Patriarchy and its Intersections; Human Rights 101 Framework; International Mechanisms to Advance a Human Rights Agenda; Building a Human Rights Campaign (Part I & II); Building a People of African Descent Member Initiated Action Team. These included: The National Assembly for Black Liberation (May 2018, North Carolina); Sister Song and Sexual Freedom (August, 2018, Georgia); Southern Human Rights Organization Conference (December 2018, Georgia) - the 12th Southern Human Rights Organization Conference, where USHRN was a sponsor, facilitated the opening plenary (Human Rights 101), was featured on the international panel and was featured on the "housing is a human right" workshop. Human Rights Cities Convening (South Carolina, October 2018) - Helped organize the event in Greenville, SC and provided the bulk of the content, including Human Rights 101, the Human Rights Framework and Human Rights Campaigns. The USHRN has been asked to provide the Human Rights Cities coalition with educational modules for future events.

IRS990/ProgSrvcAccomActy3Grp/Desc0Campaigns and Member-Led Campaign Support: Human Rights Cities - In 2018, the Network continued providing ongoing technical support to the National Human Rights Cities Alliance, including planning and facilitation of monthly meetings, annual planning and organizing events. The National Human Rights Cities Alliance is a member-led and organized initiative of the US Human Rights Network, supported by the USHRN Coordinating Center, it works to strengthen relationships among human rights city organizers, including grassroots and local advocates for human rights cities, national and international human rights advocates, scholar-practitioners, and others working to advance human rights in the places where people live. The Human Rights Cities Alliance also works to advance knowledge about effective models and practices for local implementation of human rights and to improve methods for reporting and sharing this information. National Coalition for Right to Water and Sanitation - In 2018, USHRN worked with the coalition to reinvigorate it and gather members to advance their work. USHRN convenes a national coalition comprised of over 160 groups and individuals working on the human rights to water and sanitation throughout the United States. The coalition on the human rights to water and sanitation was formed in February 2015, following several key national convenings of people struggling with similar violations of the human rights to water and sanitation. We have come together to facilitate joint organizing and advocacy and share knowledge to create change. The coalition includes national, local, grassroots, and faith-based organizations, as well as educational institutions and law schools. The members of the coalition and the issues they represent span across urban, rural, and indigenous communities from California to Baltimore and everywhere in between. The coalition includes grassroots activists and directly impacted people as well as lawyers and experts on water policy, utilities, legislation, and human rights. International Decade for People of African Descent - In 2018, the Network facilitated conversations in civil society about the campaign to commemorate the International Decade for People of African Descent and the campaign for a Declaration on the Rights of People of African Descent. On October 31, the Network hosted a meeting with members of the Working Group of Experts on People of African Descent (WGEPAD) including Mr. Michal Balcerzak, Chair of the Working Group, Ms. Dominique Day, and Mr. Ahmed Reid. The meeting was held in collaboration with the Anti-Racial Discrimination Section at the Office of the United Nations High Commissioner for Human Rights. Mr. Balcerzak was in New York to present the Working Group's reports to the Third Committee of the General Assembly. In August 2018, USHRN submitted a letter to the State Department expressing concern over delay in filing U.S. report on compliance with anti-discrimination treaty. This letter was filed on behalf of the ACLU, Lawyers' Committee for Civil Rights Under Law, NAACP, Leadership Conference on Civil and Human Rights, and the US Human Rights Network. It expresses concern over U.S. failure to submit its periodic report to the U.N. Committee on the Elimination of Racial Discrimination (CERD) which was due November 20, 2017. The letter urged the Trump administration to expedite the submission of the U.S. periodic report to the UN Committee and avoid an unprecedented situation where the Committee will have to move forward with the formal review without an official U.S. government report. Migrant caravan petition - In 2018, USHRN petitioned the UN to formally investigate the violation of the rights of migrants and asylum seekers approaching the US border from Central America. IRS990/ProgSrvcAccomActyOtherGrp/Desc0International Mechanisms Engagement: International Mechanisms (IM) engages USHRN membership with international and regional human rights mechanisms, identifying opportunities for local, national, and international policy impact. International Mechanisms promotes and facilitates the participation of members and allies using human rights mechanisms including international reporting and hearings, as well as domestic accountability structures, to advance strategic human rights demands. We led several delegations of members from diverse communities and movements to engage in key UN sessions, to raise the visibility of human rights defenders in the US and issues impacting in the areas of women and gender rights, immigration and separation of families, extreme poverty, racial injustice as it relates to mass incarceration and racial profiling. In addition to leading delegations, USHRN Coordinating Center staff attended certain events when member involvement was not possible. The Commission on the Status of Women, 63rd Session (March 2018); USHRN led a side event sponsored by USHRN and SustainUS: Truth to Power: The Struggle for Youth Empowerment (March 21, 2018) Human Rights Council, 38th Session (June 2018); USHRN and our partner the ACLU co-sponsored a side event: Poverty in the United States and the Exacerbation of Inequality in the Age of Trump with the following member panelists: Philip Alston, UN Special Rapporteur on Extreme Poverty and Human Rights Natasha Lycia Ora Bannan, Associate Counsel, LatinoJustice PRLDF Catherine Flowers, Rural Development Manager, Equal Justice Initiative; Founder and Executive Director, Alabama Center for Rural Enterprise Jandi Craig, White Mountain Apache, Continental Network of Indigenous Women of the Americas Rosa Martha Zarate, Alianza de ex Braceros del Norte (1942-1964) Chrisfino Kenyatta Leal, Business Development Strategist, The Last Mile Expert Mechanism on the Rights of Indigenous Peoples, 11th Session (July 2018). Intergovernmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action, 16th Session (August 2018). USHRN staff attended the session to specifically engage "Item 9: consideration of the elaboration of a draft United Nations Declaration on the promotion and full respect of human rights of people of African descent." During the session, they attended an informal meeting with "Friendly States", as well as met with and when requested, provided guidance to the civil society representatives also in attendance. To enhance the presence of our members at such events, the Network created and applied a strategy for engagement which aims to ensure members that travel to advocate at the UN will take the UN floor, coordinate and present at one or more side-events, and hold a press conference. If applicable, we also help to coordinate Congressional Briefings for members to raise awareness of said issues at the federal level. In conjunction with the final 2018 UN General Assembly session, USHRN coordinated two separate briefings/Listening Sessions for USHRN members in New York: Special Rapporteur on Trafficking in Persons, Dr. Maria Grazia Giammarinaro Working Group of Experts on People of African Descent IM Director Roberto Borrero also attended and participated in convenings including briefing sessions organized for Michelle Bachelet, High Commissioner for Human Rights; Felipe Gonzalez Morales, the UN Special Rapporteur on the Human Rights of Migrants; among others. In order to engage members regularly on the topic of international mechanisms, monthly calls were coordinated for the International Mechanisms Steering Committee and the ICCPR Taskforce. On December 6, 2018, a webinar was developed to provide a brief overview of the ICCPR and its review process, as well as opportunities for engagement and to share resources for collaboration and participation in this important treaty compliance process.
