Oeusa's articles of incorporation describe its charitable mission to include providing humanitarian aid to jewish communities and christian churches. This mission includes facilitating emigration of jewish people to israel from the former soviet union and elsewhere and educating the public about the jewish religion, jewish history, culture and heritage. This education includes information about persecution of jewish people in the former soviet union and elsewhere and the urgency of assisting them.

“The organization amended its articles of incorporation to change its name on 2/12/14. This change was reported to the irs/ge correspondance unit on 2/20/14. An updated section 501(c)3 letter was issued by irs ogden, utah on may 1, 2014.”
“Throughout the organization's 2014 financial year all officers and directors regularly reviewed financial statements prepared by the organization's treasurer. This review include a comparison with the budget that the board had formally approved for 2014. The information necessary to prepare the organization's 2014 form 990 return was gathered throughout its 2014 calendar year by accounting staff and verified by its treasurer. This information was delivered to the organization's certified public accountant(cpa). The organization's cpa then prepared and forwarded a copy of a complete form 990, as well as the organization's audited financial statements to the organization's treasurer and national director, who, in turn, distributed the form 990 to the entire board of directors for final review and approval. The return is then timely filed with the internal revenue service. The organization updates and follows this procedure each and every year.”
“The organization regularly and consistently monitors and enforces compliance with its conflict of interest policy. The organization's board unaminously adopted the conflict policy in 2005. Article 2 of the policy explains which persons are covered under the policy. Article 2 defines those in a position to exercise to exercise substantial influence over the affairs of the organization as persons concerned (disqualified persons). Those at the level to determine whether a conflict exists are the organization's directors. Article 6 of the organization's conflict of interest policy charges the directors with the responsibility of being alert to recognize... Areas and relations which constitute a conflict of interest. The board of directors exercises this responsiblity by updating its records on a regular basis regarding potential transactions between disqualified persons and the organization. The level of authority which actual conflicts are reviewed also rests with the board of directors which enforces provisions such as article 6 of the conflict of interest policy providing that ...it is the policy of the board of directors that the existence of any of the direct or indirect conflicting interests described in articles 4 and 5 shall be disclosed before any transaction is consummated. Finally, article 1 in the conflict of interest policy charges the directors with the responsibility to administer the affairs of the organization honestly and prudently. This responsibility includes adherence to the organization's articles of incorporation which in section 5.2.2 prohibit the organization from engaging in any act of self-dealing. In accordance with this policy all officers, directors, key employees or other disqualified persons are responsible to annualy disclose interest which could give rise to conflicts and are prohibited from exercising decision-making authority in relation to these interests.”

Oeusa accomplishes its mission by pursuing the activities described in part iii, lines 4a, 4b, 4c and 4d. Part iii line 4aprogram sponsoring return to their historic homeland of israel. In 2014 grantor maintained supervision and conducted on site inspections of the use of this funding by grantee as required by a 2005 contract between the grantor and grantee and as further described in schedule f. Specifically, one member of the grantors board of directors attended meetings in latvia with grantee at which the financial review of activities and operations of the grantee were concluded. Through this grant opportunity, grantor is able to pursue its charitable activities. Also, oeusa helped provide funding for 1745 visits to churches for educational purposes, and for the distribution of 3530 care packages of food and other essentials to poor and isolated jewish families. Part iii line 4brepresentative from israel traveled to ny, connecticut, missouri, and throughout the great lakes region. In april a representative from yad vashem, the world holocaust research center in jerusalem, traveled to new york, connecticut, and ohio for training on the holocaust and anti semitism. In april an ebenezer emergency fund international board member from latin america traveled to alaska to attend an oeusa board meeting. All three visits were for meetings and speaking engagements to raise awareness of the organization's mission (see schedule f for details of the grant contract between oeusa and eef international).oeusa also helped to fund and encourage us aliyah. They helped fund jewish agency activities. This funding allowed the jewish agency to (cont on sch o) part iii line 4bto promote aliyah. The jewish agency's decades of experience in assisting jewish people from around the world making aliyah. (often those in distress) has resulted in its close cooperation with the government of israel and its central role in aliyah preparation and determination of readiness.the organization's database has grown to 344 church and ministry contacts for a total of 5758 individual persons and organizational contacts. Of the 5758 individual supporters, 897 individuals are prayer supporters.oeusa is a member of the evangelical council for financial accountability, (ecfa).”

| IRS990ScheduleF/SupplementalInformationDetail/ExplanationTxt | 0 | OEUSA (GRANTOR) MONITORS THE USES OF ITS FUNDS OUTSIDE THE UNITED STATES TO ENSURE THAT ITS GRANTS ARE USED EXCLUSIVELY TO ADVANCE ITS OWN CHARITABLE PURPOSES AND ARE NOT DIVERTED FROM THESE APPROVED CHARITABLE USES. TO DATE, GRANTOR HAS PROVIDED GRANTS TO EEFINTERNATIONAL (GRANTEE) TO BE USED EXCLUSIVELY FOR GRANTOR'S CHARITABLE PURPOSES, INCLUDING DELIVERING HUMANITARIAN AID FOR NEEDY JEWISH COMMUNITIES SUCH AS THOSE IN THE FORMER SOVIET UNION; FACILITATING THE EMIGRATION TO ISRAEL OF PERSECUTED AND POVERTY STRICKEN JEWISH PEOPLE LIVING IN THOSE AREAS; PROVIDING RELIEF TO CHRISTIAN CHURCHES LOCATED IN THE FORMER SOVIET UNION; PROMOTING AWARENESS AMONG CHRISTIANS OF THEIR OWN JEWISH HERITAGE; AND, STRENGHTENING THE BODY OF CHRISTIAN BELIEVERS. GRANTOR MONITORS AND CONTROLS THE USE OF FUNDS IT DISTRIBUTES TO GRANTEE THROUGH A MINISTRY SUPPORT AGREEMENT (AGREEMENT) WHICH WAS EXECUTED WITH GRANTEE OCTOBER 12, 1995. THE AGREEMENT CONSTITUTES A LEGALLY BINDING CONTRACT WHICH INCORPORATES SUCH SAFEGUARDS AS: PRE-GRANT INQUIRY; WRITTEN GRANT CONTRACTS WHICH ESTABLISH GRANT SELECTION CRITERIA AND DOCUMENTATION OF GRANT AMOUNTS; SITE EVALUATIONS; AND RECORDS RETENTION. FURTHER, BY REQUIRING GRANTEE, A NON-EXEMPT FOREIGN ENTITY, TO ABIDE BY THE TERMS OF THE AGREEMENT, GRANTOR HAS RETAINED THE CONTROL AND DISCRETION NECESSARY FOR THE FUNDS IT DISTRIBUTES TO GRANTEE TO BE USED ONLY FOR ITS SECTION 501(C)(3) PURPOSES. THE MINISTRY SUPPORT AGREEMENT BETWEEN THE GRANTOR AND THE GRANTEE SPECIFICALLY PROVIDES: AGREEMENT, SECTION 1A: GRANTOR MAY FROM TIME TO TIME DECIDE TO PROVIDE FINANCIAL SUPPORT ON TERMS IT SPECIFIES. GRANTOR SHALL DETERMINE THE AMOUNT AND NATURE OF AID TO BE GRANTED BASED ON DOCUMENTATION PROVIDED BY GRANTEE AND THE SPECIFIC PLANNED USES OF THE REQUESTED FINANCIAL SUPPORT. IN ITS SOLE DISCRETION, THE GRANTOR'S BOARD OF DIRECTORS SHALL APPROVE; DISAPPROVE; OR APPROVE WITH MODIFICATIONS ANY REQUEST FOR FINANCIAL SUPPORT. AGREEMENT, SECTION 2B: GRANTEE SHALL SUBMIT TO GRANTOR PERIODIC REPORTS AVAILABLE FOR REVIEW BY GRANTOR WHEN REQUESTED. AGREEMENT, SECTION 2C: GRANTEE IS REQUIRED TO COLLECT, RECORD AND MAINTAIN RECORDS OF ITS PROGRAMS AND ACTIVITIES AND ITS USE OF THE FINANCIAL SUPPORT PROVIDED BY GRANTOR. GRANTEE SHALL MAKE THESE RECORDS AVAILABLE FOR INSPECTION BY GRANTOR AT ITS OFFICES AND SHALL SEND COPIES OF SUCH RECORDS TO GRANTOR UPON REQUEST. PURSUANT TO THIS AGREEMENT A MEMBER OF GRANTOR'S BOARD OF DIRECTORS REVIEWED THE RECORDS GRANTEE IS MAINTAINING. AGREEMENT, SECTION 2D: GRANTEE IS PROHIBITED FROM MAKING ANY MODIFICATIONS TO ITS PROGRAMS AND ACTIVITIES FOR WHICH FINANCIAL SUPPORT HAS BEEN PROVIDED BY GRANTOR. ALL FUTURE GRANTS APPROVED BY GRANTOR'S BOARD OF DIRECTORS FOR USE OUTSIDE THE UNITED STATES WILL CONFORM TO THESE STANDARDS OF CONTROL AND OVERSIGHT. IN SUM,THESE PROCEDURES ARE: 1) ALL GRANTS MUST FURTHER GRANTOR'S OWN CHARITABLE PURPOSES; 2) GRANTOR'S BOARD OF DIRECTORS MAY APPROVE OR REJECT ANY APPLICATION FOE FUNDS WITHIN ITS SOLE DISCRETION; 3) ALL GRANT RECIPIENTS ARE REQUIRED TO ENTER INTO A WRITTEN AGREEMENT WITH GRANTOR AND AGREE TO ADHERE TO THESE PROCEDURES; 4) GRANTOR WILL MAINTAIN CONTROL AND DISCRETION OVER THE USE OF ITS FUNDS BY ALL OF ITS GRANTEES AND SHALL CONDUCT REGULAR FIELD INVESTIGATIONS OF GRANTEE'S CHARITABLE PROGRAMS AND ACTIVITIES; 5) ALL GRANT RECIPIENTS ARE REQUIRED TO COLLECT, RECORD, AND MAINTAIN RECORDS OF THE USE OF GRANT FUNDS PROVIDED BY THE GRANTOR FOR THEIR PROGRAMS AND ACTIVITIES. GRANT RECIPIENTS ARE REQUIRED TO MAKE THESE DOCUMENTS, INCLUDING THEIR ANNUAL REPORTS, AVAILABLE AT THEIR OFFICES, AND SHALL SEND REPORTS TO GRANTOR UPON REQUEST. ALSO, THE ORGANIZATION PROVIDED RELIEF AID, INCLUDING FOOD, WATER, AND CLOTHING TO NEEDY JEWS, CHRISTIANS, AND ANY OTHER INDIVIDUALS LIVING IN FORMER SOVIET BLOC COUNTRIES. THESE FUNDS WERE DISBURSED WITH THE APPROVAL OF THE BOARD OF DIRECTORS, ALL IN ACCORDANCE WITH THE ORGANIZATIONS CHARITABLE PROGRAM. |
