TO COMBAT COMMUNITY DETERIORATION THROUGH RESIDENTIAL DEVELOPMENT AND REVITALIZATION, COMMERCIAL DEVELOPMENT AND REVITALIZATION, ECONOMIC DEVELOPMENT, AND HISTORIC PRESERVATION. D.
